JANUARY 25, 1967
The City Council convened in regular session in the Council
Chambers at 8:02 P.M. with Mayor Norgard, Councilmen Scotto,
Crook, Henderson and Harlowe present.
At this point in the meeting, the Council adjourned~to a
closed personnel session. The meeting reconvened at 9:00 P.M.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the minutes of January 18, 1967 be
approved as submitted by the Clerk.
REQUEST BY 12TH DISTRICT
FAIR DENIED
The City Attorney reviewed the request made by Mr. Tocher of
the 12th District Fair to waive the $1OO per day carnival
license fee as set forth in the City ordinance. The City
ordinance. The City Attorney reported that in his opinion
the ordinance could not be waived nor could an ordinance be
drafted that would exempt the 12th District Fair. The City
Attorney further stated that the Council could modify or
amend the carnival license if it is uniformly done, change
the rate, or eliminate the ordinance altogether; however, if
the ordinance were eliminated, the payment of a business
license fee would be required.
On a motion by Councilman Crook, seconded by Councilman
Henderson, it was unanimously carried the request by the
12th District Fair to waive the carnival license fee be
denied,
RES. NO. 67-32 URGING GOVERNOR
REASON TO RETAIN FUNDING FOR
PUBLIC LIBRARY DEVELOPMENT ACT
The City Manager read a letter from the City Librarian
requesting that a resolution by the Council be forwarded
to Governor Ronald Reagan asking that the 1967-68 budget
~tain the $1,OO0,OOO funding in the Public Library Develop-
ment Act. Mrs. Winter, the Librarian was present and read
the proposed resolution.
On a motion by Councilman Henderson seconded by Councilman.
Harlowe it was carried by the following roll call vote that
Resolution No. 67-32 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution U~ng Governor Ronald
Reagan to Retain Funding For Public Library Development Act."
AYES: Councilmen Scotto, Henderson, Harlowe and Mayor Norgard.
NOES: Councilman Crook.
ABSENT: None.
VARIANCE APPL. NO. 67-9
DEAN R. HENDR ICKS

Variance Application No. 67-9 by Dean R. Hendricks to permit
reduction of required five foot side yard to one foot for con-
struction of a carport at 513 West Mill Street, plot plan, and
minutes of the Planning Commission dated January 5th and 19th,
1967 were reviewed by the City Manager. The Planning Commission
Resolution No. 67-14 recommending the granting of the variance
subject to the fdlowing special condition was reviewed by the
City Manager.

a) The ~ar of the carport must remain open to permit access
for trucks in the event of fire.
There were no written or verbal protests to the granting of
the proposed variance. There was no one present on behalf of
the application.
On a motion by Councilman Scotto, seconded by Councilman Henderson
it was unanimously carried the City Attorney. be instructed to
prepare a resolution granting Variance No. 67-9 as recommended by
the Planning Commission.
SIS-Q FLYING SERVIC. E~ INC.
The City Manager reported that the financial statement has been
received from Sis-Q Flying Service, Inc. and the officials of
this company will be present next week to discuss the possibility
of constructing a building on airport property.
DEMOLAYS OFFER SERVICES
The City Manager reported that the DeMolays had offered to do any
type work the City would assign to them. They also expressed the
desire for the week of March 12 through 19th be set as DeMolay
Week and a proclamation be issued to that effect. The Council
expressed their appreciation of this offer by the DeMolay organiza-
tion and agreed that the City Manager specify the work to be done.
FURTHER DISCUSSION OF PLANS
FOR REPLACEMENT DRESSING ROOMS
AT MUNICIPAL POOL AREA
The City Engineer reviewed the plans for the concession stand and
storage area which are proposed for use in conjunction with the
replacement dressing rooms at the Municipal Pool area. The plans
showed a single building with the concession stand and storage
area on each end ~ the proposed buildi.ng for the dressing rooms.
The City Engineer explained that the addition of these units would
add approximately $5,000 to the estimated cost of the dressing
rooms. It was agreed by the Council that the total cost of this
facility would come from the regular general fund if possible.
The City Engineer was instructed to prepare the plans and speci-
fications so the call for bids could be scheduled for next week.
COUNCILMAN CROOK
Councilman Crook asked what progress had been made to have the
trash receptacles installed on State Street. The City Engineer
advised that the necessary encroachment permit had been received
and the receptacles should be installed within a short period of
time.
Councilman Crook asked what progress has been made by the Airport
Commission for the airport master plan and was advised that the
delay is due to problems which the Commission has encountered
that were not anticipated.
ADJOURNMENT
As there was no 'ifUrther regular business, Mayor Norgard declared
the meeting adjourned at 10:23 P.M. to meet again Wednesday,
February 1, 1967.
