FEBRUARY 8, 1967
The City Council convened in regular session in the Council
at 8:03 P.H. with Mayor Norgard, Councilmen Scotto, Crook,
Harlowe present. Councilman Henderson was absent.

ER DISCUSSION RE. WITHDRAWING
ED TERRITORY FROM FI RE PROTECTION
ICT (WAUGH LANE)
The City Attorney reported that he had been advised by the State
Board of Equalization that in their opinion the previous action
tal<en by the Council by Resolution No. 67-27 withdrawing territory
of Waugh Lane Annexation (Annexation No. 65-2) was beyond the power
of the City due to a change in state law procedure for withdrawing
annexed territory from fi re districts. The City Attorney reported
that under the present law, a resolution of application to the Local
,Agency Formation Commisjion must be made by the City requesting
detachment of the territory from the fire protection district.
On a motion by Councilman Scotto, seconded by Councilman Crook it
was unanimously carried the City ,Attorney be directed to prepare
a resolution applying to the Local A9ency Formation Commission for
detachment of the territory within ?,lau9h Lane Annexation (Annexa-
tion No. 65-2) and that he further prepare a notice to be sent to
property owners within the area informin9 them of the action which
is to be taken.

SPECIAL FLOOD CONTROL
COMMITTEE MEETING
The City Manager reported that he and the City Engineer attended
the meeting of the Special Flood Control Committee regardin9 the
make up of a proposed Water Advisory Committee. The function of
this proposed committee will be to advise and recommend to the
Board of Supervisors a course of action necessary in the proper
development of the water resources of Mendocino County. The
City Manager stressed the importance of the category of "Domestic
Water Supply" being represented on this proposed committee and
the committee appeared to concur in this belief.
REQUEST & AUTHORIZATION TO
CALL FOR BIDS - 6" & 8"
CEMENT ASBESTOS WATER PIPE
On a motion by Councilman Crook, seconded by Councilman Harlowe
it was unanimously carried the Clerk be authori'zed to call for
bids for 1105 lineal feet of 6'l diameter Class 150 asbestos-cement
water pipe and 2132 lineal feet of 8" diameter Class 150 asbestos-
cement water pipe, bids to be opened at 2:00 P.M., February 28,
1967.
PROPOSED BUDGET REVISIONS
The City Manager reported that work is continuing regarding the
proposed budget revisions and it is anticipated that this will
be completed next week for Council consideration.
COUNCILMAN CROOK
Councilman Crook asked if the City has control of high fences and
hedges in the various sections of the City. The City Attorney
read that portion of the zoning ordinance pertaining to fences
and screen planting indicating the City's control .
Councilman Crook asked what could be done about the inability to
see oncomin9 traffic at the corner of School and Smith Streets
and was advised that this matter would be considered at the next
meetin9 of the Traffic Committee.
COUNCILMAN HARLOWE
Councilman Harlowe asked what is the target date for the triangle
plantin9 at the Park and was advised that the work has not been
scheduled, but if completed, it will be shortly before budget time.
MAYOR NORGARD
Mayor Norgard reported that he had communication from Dr. Tom
Nicholson indicating his interest in air pollution control. Two
local doctors had expressed interest in control of potential air

CITY ENGINEER REPORTS
The City Engineer reported that the installation of the garbage
receptacles on State Street have been completed.
ADJOURNMENT
As there was no further regular business, Mayor Norgard
meetin9 adjourned at 9:30 P.M. after which the Counci]
