for the period of February 16th through 28th, 1967 be approved in
the total amount of $35,023.63.
SPECIAL WARRANTS
On a motion by Councilman Harlowe, seconded by Councilman Scotto,
it was unanimously carried special warrants #3132 to #3]35 inclusive,
in the total amount of $8,]09.50 be approved and ordered paid.
RES. NO. 67-37 GRANTING
VARIANCE APPLICATION
(HUMBLE OIL & REFINING CO.
On a motion by Councilman Scotto, seconded by Councilman Harlowe,
it was unanimously carried Resolution No. 67-37 be adopted and the
Mayor and C]erk be authorized to sign same, "Resolution Granting
Variance To Humble Oil and Refining Company."
CITY ATTORNEY REPORTS
GARDNER V. CITY OF SAN JOSE
The City Attorney reported that the decision in the case of Gardner
v. City of San Jose in which the City of Ukiah participated amicus
curiae ruled against the City of San Jose. In the event the case
is appealed to the Supreme Court, the City of Ukiah may be again
asked to participate amicus curiae. The Council agreed to this
partici pation.
ORDINANCE NO. 587 INTRODUCED
REGULATING UNATTENDED MOTOR VEHICLES
As directed at a previous meeting, the City Attorney submitted for
Council consideration the proposed ordinance pertaining to regulating
unattended motor vehicles. Since the fine to be imposed had been
discbssed at some length, the City Attorney submitted the sample
ordinance as suggested by National Institute of Law Officers wi th
the standard fine imposed and an alternate with the fine imposed to
be determined by the Council. There were several people in the audience
who stated their opinion of the proposed ordinance with the main con-
cern being enforcement of the proposed ordinance on private parking
lots, cost of enforcement as opposed to cost of recovery of the stolen
vehicle and amount of fine and term of imprisonment, if any. It was
explained that the enforcement would be on City streets with an
occasional spot check on the private lots. It had also been determined
that the enforcement would be done with existing personnel, with no
foreseeable need for extra help to handle the enforcement of this ....... '
ordinance.. The decision of the Council was a $5.00 maximum fine,
with the jail term to be deleted from the ordinance. ~
Ordinance No. 587, "Ordinance of the City of Ukiah Regulating Un-
attended Motor Vehicles, Describing Duties of Persons in Charge,
Authorizing Removal of Keys and Providing for Penalties for Violation"
was read by the City Attorney and introduced by Councilman Crook.

PROPOSED AGREEMENT FROM COUNTY FOR
MEALS FOR CITY PRISONERS
AND MATRON SERVICE
The City Manager reported receipt of a proposed agreement approved
by the Board of Supervisors and submitted to the City for approval.
The new contract agreement proposes an increase in meals for City
prisoners to 50¢ per meal from the present charge of 20¢ per meal.
An increase in the matron service to $7.50 per day from the $5.00
per day charge is also proposed. Before any recommendations are
submitted, additional information has been requested from the Police
Department, which information should be available for the next
meeting.
CITY-COUNTY RELATIONS
PROPOSED SALES TAX REVISION
The City Manager submitted information to the Council as previously
requested regarding different matters in City-County relations which
would probably be brought up for discussion if any change were made
regarding apportionment of City sales tax between the City and
County. Some of the specific areas of City County relationships
were enumerated and each one explained by the City Manager, wi th the
explanation that many items mentioned are governed by separate
legislation and each will require individual analysis. The City
Attorney was instructed to prepare a 100% sales tax revision ordi-
nance which will be introduced next week.
REVENUE FROM UKIAH SANITARY
DISPOSAL CONTRACTOR
The City Manager reported that the City received $1591.20 from the
operations of the Sanitary Disposal Service for the calendar year
1966.

The City Manager reported Greyhound Bus Lines and Fawn Caf'eteria
had been advised of the March 31, 1967 date to vacate the building.
In conversation with each tenant, it was stressed that the tenants
make a proposal in writing to the Council for continuance of their
operation for a limited time if this deadline date created a problem.
A letter has been received from each tenant asking for an indefinite
extension of time. It was the City Manager's recommendation that in-
asmuch as a definite time had not been specified, this request could
not be considered.

On a motion by Councilman Crook, seconded by Councilman Scotto, it
was unanimously carried the Clerk be authorized to call for bids for
two ½ ton pickups and one 23,000 lb. GVW truck, cab and chassis only,
in accordance with the specifications reviewed by the City Manager,
bids to be received prior to 2:00 P.M., March 28, 1967.

BREAK-IN AT ANTON
STADIUM CONCESSION
REPORTED
The City Manager reported that the concession stand at the stadium
has been broken into again and the Concessionaires had requested
consideration of the possibility of installing chain link fencing
to keep break-in at a minimum. The approximate cost of the fencing
is $700. The Council deferred action on this proposal.
COUNCILMAN SCOTTO
Councilman Scotto asked if copies of the action of the Civil Service
Board regarding the hearing of Davis v. City of Ukiah had been re-
ceived and was advised that this had not been received but would be
in the near future.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared the
meeting adjourned at 10:23 P.M. to meet again Wednesday, March 15,
1967.
