MINUTES OF THE ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF UKIAH
APRIL 28, j1967
The City Council convened in adjourned regular session in the
Council Chambers at 1:03 P.M. wi th Mayor Norgard, Councilman Scotto,
Crook, Henderson, Harlowe present.
FURTHER DISCUSSION OF ALTERNATE
SALES TAX DISTRIBUTION PROGRAMS
The City Manager reported he had talked wi th Mr. Marshall of the
State Board of Equalization at which time he clarified one point
concerning the adoption of a sales tax distribution program. He
specifically stated that regardless of what action the Council takes,
this action could be adjusted up to 10 days prior to July 1, 1967.
The City Attorney reported he had prepared a proposed sales tax
ordinance which would give the City 36% of the total sales tax
revenue collected in Mendocino County. This proposed ordinance, as
an urgency measure, could be read, introduced and adopted at this
meet i nc.
Councilman Henderson explained his reason for votinc~eagainst pro-
posed Ordinance No. 588 at the time a motion was ma for its
adoption at the April 26th meetin9. He stated he was in favor of the
increase in the total sales tax the City receives, but in view of
the other City-County relations which will be considered in the
future and the Board of Supervisors bein9 more receptive to a com-
promise, the 36% figure seemed to be a more amicable solution and would
at the same time give the City an increase over its present rate.
Councilman Harlowe made a motion to adopt Ordinance No. 588 and then
withdrew his motion. Councilman Henderson moved the introduction of
Ordinance No. 590 entitled, "Ordinance Of The City Of Ukiah Amending
Sections 1701 (c), 1710 and 1720 Of The Ukiah City Code To Change
The Rate Imposed For Sales And Use Taxes Adopted As Urgency
Ordi na nce"
~ and the City Attorney read in full proposed Ordinance
No. 590.
On a motion by Councilman Henderson, seconded by Councilman Scotto,
Ordinance No. 590 was defeated by the following roll call vote:
AYES: Councilmen Scotto and Henderson
NOES: Councilmen Crook, Harlowe, and Mayor Norgard.
ABSENT: None.
ADOPTION OF ORDINANCE NO. 588
RATE IMPOSED FOR SALES & USE
TAXES FROM .85% TO
On a motion by Councilman Harlowe seconded by Councilman Henderson
it was carried by the following roll call vote Ordinance No. 588
be adopted and the Mayor and Clerk be authorized to sign same,
"Ordinance Of The City Of Ukiah Amending Sections 1701 (c), 1710
and 1720 Of The Ukiah City Code To Change The Rate Imposed For
Sales And Use Taxes From .85% to 1%".
AYES: Councilmen Crook, Henderson, Harlowe, and Mayor Norgard.
NOES: Councilman Scotto. ·
ABSENT: None.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared
the meeting adjourned at 1:37 P.M. to meet again Wednesday, May 3,
1967.
