MAY 10, ~967
The City Council convened in ragular session in the Council Chambers
at 8:03 P.M. with Mayor Norgard, Councilmen Crook, Henderson and
Harlowe present. Councilman Scotto was absent.

CITY FOR ELECTRIC DISTRIBUTION

The City Attorney reviewed the proposed joint application of Pacific
Gas and Electric Company and the City for an order of the California
Commission authorizing Pacific Gas & Electric Company to sell to the
City the electric distribution facilities located in the Waugh Lane
Annexation 65-2 and Cooper Lane Annexation 6~+-1 area.
On a motion by Councilman Crook, seconded by Councilman Harlowe it
was unanimously carried the Mayor and Clerk be authorized to sign
the j.oint application of Pacific Gas and Electric Company and the
City of Ukiah, said application to be filed with the Public Utilities
Commi ss i on.

CITY ATTORNEY REPORTS
ON PENDING LEGISLATION
The City Attorney reviewed pending legislation as follows:
AB399 - Cigarette Tax Enabling Act. This bill would give cities
authOrity to levy tax on cigarettes. The League urges city officials
who have not yet contacted their Assemblymen on this bill to do so
at the earliest opportunity.
On a motion by Councilman Henderson, seconded by Councilman Harlowe
it was unanimously carried the City Attorney be directed to forward
a letter to the Assemblymen in support of AB399.

SB 1034 - Parking and Business Improvement Areas. This bill would
severely cripple a 1965 law enabling cities at the request of
businessmen to impose additional business license taxes to be used
in the central business districts for promotion of retail trade
activities. The League urges city officials who are using or intend
to use the Park and Business Improvement Area Law of 1965 to contact
the members of the Senate Transportation Committee requesting the
defeat of SB 1034.
SB 615 - Community Antenna Television Corporations. While this bill
which would make community antenna television corporations subject
to the jurisdiction, control and regulations of the Public Utilities
Commission seems to be dead, AB 1310, an identical bill will be
heard on May 22. The League urges opposition for the same reasons
expressed against SB 615.
AB 369 - Apprenticeship Training. Municipal Employees. The League
opposes this bill which would require every city with civil service
systems to include apprenticeship training programs in the city's
civil service system.
AB 1419 - Public Buildings. Handicapped Persons. This bill would
require all public buildings hereafter constructed to be designed for
accessibility and use of physically handicapped persons. Res.ponsi-
bility for the enforcement of the act is left with the governing
body of the agency whose funds are utilized for construction of the
building.

& TRANSPORTATION DEPARTMENT
The City Manager reported attending a meeting with the State Chamber
of Commerce Highway and Transportation Department at which Sam
Helwer, District Engineer of the Division of Highways reviewed the
state highway projects which are in the planning stage and projects
near completion. The City Manager reviewed, for Council information,
these projects which are pertinent to the Ukiah area.
DISCUSSION WITH REPRESENTATIVE OF
WlLSEY AND HAM RE ELECTRIC.SYSTEM STUDY
The City Manager reported that Mr. Harold Heidrick, representative
of Wilsey and Ham was present in the audience to meet members of the
Council and outline work done to date on the electric system study
being conducted. Mr. Heidrick reported his work to date had been
devoted to gathering basic data to be used as the study progresses.
A time schedule will be worked out after completion of the load
data. The Council will be advised from time to time of the progress
of the study.

DISCUSSION OF PROPOSED AGREEMENT
WITH UNIFIED SCHOOL DISTRICT
RE RECREATION PROGRAM
The City Manager reported that after several meetings with the City
Director of Recreation and Parks and Superintendent of the Unified
School District a possible program has been developed to expand the
recreation program to several school district facilities located
outside the City. This program would consist generally of school
year programs at the Hopland, Redwood Valley, Potter Valley and
River Road schools to be coordinated only by the City Director.
This will create no personnel problem to the City and will result in
a reduction of city cost for recreation approximately $2000 yearly
and an increase to the district of approximately $4500 yearly. It
was pointed out that the agreement under consideration would be a
further step toward equitable -Financing of the entire program by
participants and would be used by the school district in further
attempting to gain County participation in program financing. An
added advantage would be that under the proposed agreement all per-
sonnel involved in the conducting of the program would be City
employees which would eliminate a problem which results from
employees of two agencies being involved in a single program. A
potential disadvantage could result if it is later determined that the
City's costs should increase in the coordinating of the entire
program. The Council expressed general approval of the program and
was advised that the matter would be discussed by the school board
in approximately two weeks.

FURTHER DISCUSSION OF GREYHOUND
BUS LINES RELOCATION

The City Manager reported the representatives of Greyhound Bus Lines
have asked for an extension of time to June 10, 1967 to vacate the
premises. This period of time will allow time for action of the
Planning Commission on their use permit application for the proposed
relocation and time to make arrangements for obtaining, approval~of
the time extension inasmuch as it will not conflict with demolition
of the building and bid call for the completion of the Perkins
Street widening.

INVITATION TO DEDICATION OF THE
DALY CITY CIVIC CENTER
The City Manager reported the Council had received an invitation to
the dedication of the Daly City Civic Center Saturday, May 20, 1967,
at 2:30 P.M. The architects who designed this building are the
same employed by the City for the proposed construction of facilities.

PERSONNEL
The City Manager reported the recruitment for the Assistant Pur-
chasing Agent had been completed with the appointment of James
Smart, who'was the unanimous choice of the members of the interview
board.
The decision for the Administrative Assistant and Director of
Finance will possibly be made by the next Council meeting.
Nellie Kirkpstrick, a long time City employee, has resigned her
position as Senior Account Clerk effective May 15, 1967. Mrs.
Kirkpatrick will be moving from the state.
CITY MANAGER
SCHEDULED MEETINGS
The City Manager reported he will meet with the Economic Development
Administrator Friday, May 12th. Saturday, May 13th he will meet in
Wi 11 its with Congressman Don Clausen at which time federal grants
on all projects in which we have an interest will be discussed.
QUESTIONS RE
SALES TAX
Mr. and Mrs. Scotty Cannon were present in the audience to receive
clarification of the change in the sales tax as it affects their
business. They expressed the opinion that merchants generally were
confused on this subject and requested that a prepared statement
be submitted to the Chamber of Commerce for presentation to the
merchants. The City Manager will make the requested presentation to
the Chamber of Commerce at their next meeting.
COUNCILMAN HENDERSON
Councilman Henderson asked the extent of the investigation made
into the economics of each purchase of additional electric facility
from Pacific Gas & Electric Company after annexations.
Councilman Henderson asked who was responsible for the maintenance of
the sidewalks. The City Attorney reported that the City is basically
responsible however the City can demand the property owners to make
the necessary repairs.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared
the meeting adjourned at 10:21 to meet again Wednesday, May 17
1967. '
