MAY 17, 1967
The City Council convened in regular session in the Council
Chambers at 8:14 P.M. with Mayor Norgard, Councilmen Scotto,
Crook, and Harlowe present. Councilman Henderson was absent.
In the absence of City Manager Lyell Cash, A. S. Kruth served
as Acting City Manager.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the minutes of the regular meeting
of May lO, 1967 be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Crook
it was unanimously carried Payroll Warrants #8107 to #8224
inclusive, for the period of May 1st through 15, 1967 be approved
in the amount of $34,355.22.
GENERAL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Scotto,
it was unanimously carried general warrants #3367 to #348b~ in-
clusive, (excluding #3449) in the amount of $22,834.34 be approved
and ordered paid.
REPORT ON ANNUAL SUPPLEMENT
TO UKIAH CITY CODE
The City Attorney reported the supplement to the 1966 edition of
the Ukiah City Code has been published and distributed same to
members of the Council. He reported that the supplement is
designed to fit in the pocket in the back cover of the code and
explained the manner in which the supplement is to be used.
The charge for the supplement has not as yet been determined.
CITY ATTORNEY REPORTS
RE AB 1944
The City Attorney reported AB 1944 would prohibit cities from
making their own traffic signs and since this would have a
detrimental effect on the department of public works in the
various cities, it was the League's recommendation opposition
to the bill be expressed by writing Senator Collier and
Assemblyman Belotti.
On a motion by Councilman Scotto, seconded by Councilman Harlowe
it was unanimously carried the City Attorney be instructed to
write Senator Collier and Assemblyman Belotti to express opposi-
tion to AB1944.

C I GARETTE TAX ENABLI NG ACT
The City Attorney reported he has written the letter as instructed
regarding AB 399, the cigarette tax enabling act, but as yet there
has been no response. ,.
REOUEST GRANTED FOR SPECIAL
GREEN FEES FOR EIGHTH UKIAH
INVITATIONAL GOLF TOURNAMENT
Acting City Manager Kruth read a letter from the Ukiah Men's
Golf Club requesting a special greensfee for the 8th Ukiah Invi-
tational Golf Tournament scheduled May 27th and 28th, 1967 and
recommended approval of a $3.50 rate as suggested by the Golf Pro.

On a motion by Councilman Crook, seconded by Councilman Scotto
it was unanimously carried a special $3.50 greens fee for the
Eighth Ukiah Invitational Golf Tournament be approved.
ONE DAY PEDESTRIAN MALL
ON SCHOOL STREET
Acting City Manager Kruth reported the Traffic Committee has taken
action regarding a one day pedestrian mall on School Street
between Church and Stephenson. The intent is to stimulate
shopping in the downtown area and the request has been granted
to the merchants for scheduling thc mall on Saturday, May 27, 1967.
MAYOR'S PROCLAMATION - BUDDY POPPIES
The Mayor's Proclamation urging all citizens to buy and wear
Buddy Poppies on the days set aside for their distribution in
the City of Ukiah was read and signed by Mayor Norgard.
REPORT RE RELOCATION OF
SIS-Q FLYING SERVICE
Acting City Manager Kruth reported there have been further changes
in the proposed building for Sis-Q Flying Service. The informa-
tion requested regarding the proposed changes have not as yet
been received.
MEETING WITH ECONOMIC DEVELOPMENT ADMINISTRATOR
MEETING WITH CONGRESSMAN CLAUSEN RE FED. GRANTS
Acting City Manager Kruth reported the City Manager had met
with Mr. Clayton, the Economic Development Administrator regard-
ing application for federal funds on the water project. He
reports there have been more applications received than can be
financed so some will be eliminated; however, there was no
definite report on the status of the City's application.
The City Manager also met with Congressman Clausen but time did
not permit a detailed discussion of federal grants on City
projects, but a tentative appointment has been made for said
d i scuss ion.
DIRECTOR OF PUBLIC WORKS ATTENDS
AMERICAN WATER WORKS ASSOCIATION
MEETING IN SACRAMENTO
Acting City Manager Kruth reported attending the American Water
Works Association in Sacramento. The meeting was set up for
administrators of water departments to acquaint them with
legislation and the many water bills that are before the legis-
lature. They saw how bills were introduced and were guests of
the Assembly while it was in session.
REPORT RE SWIMMING POOL
AND BATH HOUSE - MUNICIPAL PARK
Acting City Manager Kruth reported work is progressing on con-
struction of the swimming pool and bath house at the Municipal
Park. Every effort is being made to complete the swimming pool
project for the scheduled competitive meets.
REPORT RE WATER COLLECTOR
Acting City Manager Kruth reported the pumps have been installed
in the water collector and within two weeks the new collector
should be in operation.

REQUEST FROM CHAMBER OF COMMERCE
FOR SCENIC SIGNS
Acting City Manager Kruth read a letter from the Chamber of
Commerce requesting $200 to be applied on the purchase of two
scenic signs to be located at the northerly and southerly end
of the City. It was recommended action be delayed pending
receipt of more specific information regarding size and
general details of the proposed sign. The Council requested
Chamber of Commerce Manager to submit a sketch of the proposed
signs to the City Manager for Council consideration at a later
date.
MEETING WITH CHAMBER OF COMMERCE
RE SALES TAX INFORMATION
Acting City Manager Kruth reported he will attend the Chamber
of Commerce meeting on Friday, May 17, 1967 in the absence of
the City Manager and present the City Manager's memorandum
regarding sales tax and answer questions raised by those present.
CORRESPONDENCE - REQUEST
REGARDING SIDEWALK - SPRING STREET
Acting City Manager read a letter directed to the M~yor calling
the Council's attention to the poor sidewalk on Spr~ng Street
from Willow Street to the High School. Mr. Kruth stated this
area has high banks and several trees and in order to make it
a first class sidewalk area there will be considerable expense
involved. Mr. Kruth was directed to look into the matter and
answer the letter.
COUNCILMAN CROOK
Councilman Crook requested the proposed agreement with the County
regarding prisoner's meals be brought back to the Council for
thei~ consideration.
Councilman Crook reported consideration should be given to
Commissioner's terms that are scheduled to expire in June.
Councilman Crook requested consideration be given to placing
selected residents of the City on the Traffic Committee.
Councilman Crook asked the status of the City lot formerly used
by Eversole.
Councilman Crook asked about the travel expense vouchers advanced
to employees and requested a policy be adopted and adhered to.
Councilman Crook asked if the sales tax check had been received
and was advised it had not been received.
Councilman Crook asked the City Attorney if further information
regarding settlement of the pipe suit had been received and was
advised he has received no word regarding settlement.
COUNCILMAN HARLOWE
Councilman Harlowe asked if the pump for the sprinkler system at
the golf course would be difficult to obtain and was advised no
problem is anticipated in obtaining said pump.
Councilman Harlowe asked the target date for the budget. Mr. Kruth
reported the Department of Public Works budget is the last of the
budgets submitted to the City Manager and it is underway The
Council expressed interest in setting an earle~ date for ~udget
consideration so its adoption can be complet in early summer.

MAYOR NORGARD
Mayor Norgard read a letter from the President of the Redwood
Empire Optometric Society requesting his cooperation in stress-
ing the proper vision care for our children and youth.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared

May 24, 19 .
