MINUTES OF THE MEETING OF THE
JULY 5, 1967
COUNCIL OF THE
CITY OF UKIAH
The City Council convened in regular
Chambers at 8:02 P.M. with Vice-Mayor
Henderson and Harlowe present. Mayor

APPROVAL OF MINUTES

PAYROLL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Harlowe,
i't was unanimously carried Payroll Warrants #8472 to #'8614 in-
clusive, for the period of June 16th through June 30, 1967 be
approved in the amount of $39,141.62.
FURTHER CONSIDERATION OF
ORDINANCE NO. 591 ABATEMENT
OF UNSAFE BUILDINGS
The City Attorney reported Ordinance No. 591 introduced at
the previous meeting was ready for Council consideration of
its adoption. The Council agreed to defer action regarding
this ordinance until all Councilmen were present.
RES. NO. 68-1 AUTHORIZING
EXAMINATION OF SALES &
USE TAX ACCOUNTS
The City Attorney read Resolution No. 68-1 which, if adopted,
would empower the City Manager or the Director of Finance, or
any designated assistant or employee of either such officer
appointed, to represent the City to inspect State Board of
Equalization records pertaining to sales tax.
On a motion by Councilman Crook, seconded by Councilman
Henderson, it was carried by the following roll call vote
Resolution No. 68-1 be adopted and the Mayor and Clerk be
authorized to sign same, "A Resolution Of The City Council
Of The City Of Ukiah Authorizing Examination Of Sales And
Tax Accounts".

WRITE-OFF OF UNCOLLECTIBLE
DEBTS - ~4,913.75
On a motion by Councilman Henderson, seconded by Counilman
Crook, it was unanimously carried the Director of Finance be
authorized to write off uncollectible utility accounts in the
amount of $4,913.75.
BUDGET DISCUSSION
The City Manager distributed two additional sections of the
1967-68 Budget for Council consideration.
LIBRARIAN REPORTS RE
LIBRARY CONSULTANT'S WORK
Mrs. Frieda Winter, City Librarian, gave a report of the status
of the work of the Library Consultant. She explained the delay
in his work was occasioned by a request from the Librarian and
the Board for additional information concerning a proposed City-
County consolidated library. This report will be given next
week at the Library Board meeting after which a proposal will be
ready for Council consideration. Mrs. Winter also expressed her
thanks to the Council for returning the two members to the
Library Board for another term.

CITY ENGINEER REPORTS
The City Engineer reported his meeting regarding SJR 35 with
representatives of Northern California Municipal Electrical
Association this date was a study session. After this meeting,
contact was made with Wilsey and Ham and with the firm who is
to furnish the electrical control equipment to complete the
water collector installation. Reasons for delay of the
delivery of this equipment is due to a shut down of the factory
for employee vacation leave.
REQUEST TO PG&E FOR INCLUSION
IN THE "WHEELING" AREA
The City Manager reported request has been made to Pacific
Gas and Electric Company for their consideration of including
Ukiah in the "wheelingI' area and have been advised that the
letter has been forwarded to their main office for their comments.
REPORT OF PURCHASE OF ELECTRIC
DISTRIBUTION FACILITIES IN
ANNEXATION NO. 66-1
The City Manager reported Pacific Gas and Electric
notified the City that the purchase agreement for
distribution facilities in Annexation No. 66-1 is
prepared by their company as requested.

The City Manager reported building permits for the year
totaled $2,400,248 which exceeds the total for last year.
INVITATION - MANOR INN
RESTAURANT
The City Manager reminded the Council of the invitation to
the opening of the Manor Inn Restaurant.
COUNCILMAN CROOK
Councilman Crook asked questions concerning the completion
of the water collector which were answered by the City Engineer.
Councilman Crook asked if word from Sis-Q Flying Service had
been received and was advised no further information has been
received. Council agreed that Sis-Q be notified by letter
restating the oral proposal made and request a reply before
the next Council meeting.
Councilman Crook asked what will be done if it is necessary
to begin capital improvement programs before adoption of the
1967-68 Budget. The City Manager advised all capital improve-
ment items would first be bcought to the Council for their
consideration. Councilman Crook also expressed the desire to
study the budget in its entTrety rather than by sections.
Councilman Crook stated the chain link fence at the stadium
looks very good and would l i~e to see the metal gate installed
to complete the installation.
COUNCILMAN HENDERSON
Councilman Henderson asked what could be done about a wet spot
on the baseball diamond at Anton Stadium and the City Engineer
advised that he will investigate to determine the trouble.

Councilman Harlowe commended the City Manager on the
memorandum submitted to the Council prior to the meeting.
