AUGUST 2, 1967
The City Council convened in regular session in the Council
Chambers at 8:05 P.M. with Councilmen Scotto, Crook, Henderson,
Harlowe and Mayor Norgard present.
APPROVAL OF MINUTES
On a motion by Councilman Harlowe, seconded by Councilman
Henderson, it was unanimously carried the minutes of July 26,
1967 be approved as corrected.
SPECIAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman
Henderson, it was unanimously carried that Special Warrants
#3766 to $3821 inclusive in the amount of $12,742.19 be
approved and ordered paid.
RESO. NO. 68-6 GRANTING
VARIANCE TO LARKIN YOUNCE
Application was presented again to Council after clarification
by Planning Commission with a memorandum that it was not their
intent to permit extension of multiple use. It has been
determined upon investigation that applicant has recorded a
deed on the split parcel.
On a motion by Councilman Crook, seconded by Councilman Scotto,
it was unaimously carried Resolution No. 68-6 be adopted and

APPOINTMENT OF
CLERK PRO-TEM
In the absence of the City Clerk, Councilman Harlowe was
appointed as Clerk Pro Tem, action taken as effective of
beginning of meeting, 8:05 P.M.
CITY ATTORNEY REPORTS
MC ALLISTER VS. CITY OF UKIAH
The City Attorney reported that the motion for a new trial on
the McAllister case has been denied. Some discussion was held on
the advisability of appeal. It was the consensus of opinion that
a decision be delayed until the next Council meeting.
CITY ATTORNEY REPORTS
ON LEGISLATIVE BILLS
SB 566 - Gas Tax Bill - This bill is out of the Senate Finance
Committee and is now on the Senate Floor.
AB 399 - Cigarette Tax Bill - This bill has been passed and
signed into law as part of the total budget, effective
October 1, 1967. Cities will be given a portion of the
Cigarette Tax money, the total State-wide of which will be
about $75,OOO,OOO.
AB 1944 - Signs Manufactured by Cities - AB 1944 has been
adopted and is now on the Governor's desk. In view of the
Council's feelings on the bill, it was suggested that the
Governor be urged to veto the bill.
On a motion by Councilman Henderson, seconded by Councilman
Harlowe, it was unanimously carried to authorize the City
Attorney to write a letter to Governor Reagan stating the
City's opposition to Bill AB 1944.

QUIT CLAIM OF EASEMENT
On a motion by Councilman Henderson, seconded by Councilman
Harlowe, it was unanimously carried Resolution No. 68-7 be
adopted and the Mayor and Clerk be authorized to sign same,
"Resolution Authorizing Quit Claim Of Utility Easement To
Joseph L. Foutz" as per agreement entered into at time ease-
ment was granted to City.
CITY MANAGER REPORTS
ON WASHINGTON MEETING
The City Manager reported on his and the City Engineer's
meeting in Washington with Congressman Clausen, other Congress-
men and representatives of four other California cities on
Ukiah's possible inclusion in the "wheeling" district and
operation of a "power pool." The savings to the City's con-
sumers could be $200,000 to $250,000 a year. Although the
immediate goal was not attained, definite possibilities were
determined to exist and investigations will continue.

Variance Application No. 67-29 by Raymond Woodall to permit
construction of deer fence in excess of 6 feet in height.

BLIND INTERSECTIONS -
REPORT ON ACTION TAKEN
The City Manager reported that the owners of 19 properties
with obstructions causing blind corners have been notified
by the Police Department to clear them. The owners have
been co-operative; several hedges have been cut down.
GENERAL FUND
EXPENDITURES
The City Manager requested a time to be set for discussion of
the Budget. It was decided that the time would be set at the
August 9, 1967 Council meeting when the total budget is presented.
LETTER - MRS. LAMPKE -
UTILITY BILL ERROR
The City Manager brought to the attention of the City Council
a letter addressed to them from Mrs. Lampke requesting foregive-
ness of a cumulative charge made to compensate underbilling for
the past year. The matter was referred to the Finance Department
with a suggestion that it be worked out on a pro-rata basis.

APPOINTMENT OF CIVIL SERVICE
BOARD MEMBER - ROY WAGNER
The City Manager read a letter from the City Civil Service
Board advising that Mr. Roy Wagner had been selected as the
third member of the Civil Service Board to replace Mr. Clyde
Oakes, resigned.
QUEST ION REGARDING
sIS-Q FLYING SERVICE
Mr. George Kuch requested from the audience information on the
status of the Sis-Q matter. Mayor Norgard stated in answer
that nothing more could be done until the City Council heard
from Sis-Q Flying Service.
Other persons in the audience also expressed an interest,
although no one was present representing Sis-Q.
PERSONNEL STUDY
RECOMMENDATION QUESTIONED
Mr. Gary Bruchler and Mr. Robert Vander Stoep were present in
the audience to state their opposition to that portion of the
Civil Service Personnel Study Recommendation which indicated
unanimous approval of City employees to the recommendations.
They maintained that the group represents less than 10 percent
of the City employees and that the Fire Department was not
notified that the study was being prepared.
COUNCILMAN CROOK
Councilman Crook asked about the status of the City parking
lot adjacent to Eversole Mortuary and was informed that the
parking meters had not yet arrived.
Councilman Crook asked about the status of the Municipal Park
Bath House. He was advised that completion has been delayed
due to strikes, bad weather, and non-arrival of equipment.
Councilman Crook asked if the concession stand was now in use
and was told that it is.
Councilman Crook asked about the nature of the large water
drain pipe on Mazzoni and Brush. The work bei:ng done has to do
with a joint purchase between the City, Mr. Mazonni, and Mr.
Bricarelli. The City has completed its section of the work.
Councilman Crook asked the status on the removal of corner
parking space on School in front of the Palace Hotel and was
advised that the City crews have been painting on the south
end of town and will do the work this week.
MAYOR NORGARD
Mayor Norgard suggested that the City Manager write a letter
to the Dolphin Swim Club commending them on a job well done
and thanking them for their efforts.
CITY MANAGER
REPORTS ON SWIMMING POOL
The City Manager reported that some of the work, such as the
black-topping, done at the pool site was temporary in nature
and installed so that the pool would be available to the
Dolphins for their meet.
The City Manager stated that a final report is expected from
Mr. Ted Feibusch on his participation in the work on the pool
in the near future.

As there was no further regular business, Mayor Norgard declared
the meeting adjourned at 9:55 P.M. to meet again Wednesday,
