HomeMy WebLinkAboutMin 08-09-67MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 9, 1967 The City Council convened in regular session in the Council Chambers at 8:01 P.M. with Councilmen Scotto, Crook, Harlowe and Mayor Norgard present. Councilman Henderson was absent. APPROVAL OF MINUTES On a motion by Counci'lman Crook, seconded by Councilman Harlowe, it was unanimously carried the minutes of August 2, 1967 be approved as corrected. PAYROLL WARRANTS On a motion by Councilman Crook, seconded by Councilman Harlowe, it was unanimously carried Payroll Warrants #8753 to #8896 in- clusive, for the period of July 15 through 31, 1967 be approved in the total amount of $40,244.80. NOT ICE OF COMPLETION BATH HOUSE - MUNICIPAL POOL The City Manager read a memorandum dated August 9, 1967 from the City Engineer setting forth reasons for the delayed completion date of the bath house at the Municipal Park Swimming Pool. COUNCILMAN HENDERSON ARRIVED AT THIS POINT IN THE MEETING - 8:03 P.M. The City Manager recommended that the City Council accept work on the bath house as complete under terms of the contract and direct the City Clerk to file the required Notice of Completion. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried construction of bath house at the Municipal Park Swimming Pool be accepted as complete and the Clerk be authorized to file the required Notice of Completion. SPECIAL WARRANTS On a motion by Councilman Scotto, seconded, by Councilman Crook, it was unanimously carried special warrants #3822 to $3834 in- clusive, in the amount of $13,498.99, be approved and ordered paid. RESOLUTION NO. 68-8 TAX BOUNDARIES On a motion by Councilman Crook, seconded by Councilman Scott~, it was unanimously carried Resolution No. 68-8 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Establishing Boundaries of Different Tax Areas.I' RES. NO. 68-9 GRANTING VARIANCE TO RAYMOND F. WOODALL On a motion by Councilman Harlowe, seconded by Councilman Henderson, it was unanimously carried Resolution No. 68-9 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Granting Variance to Raymond F. Woodall As Requested In Zone Variance Application No. 67-29." CITY ATTORNEY REPORTS ON LEGISLATIVE BILLS AB 1944 - SIGNS MANUFACTURED BY CITIES - The City Attorney reported that the letter authorized by City Council at their last meeting to Governor Reagon stating the City's opposition to the signing of the bill had been written and mailed. AB 444 - ACCELERATED SALES TAX BILL - AB 444 has gone to the Governor's desk for his probable approval. SB 837 - REAL PROPERTY TAX BILL - This bill which will enable cities to tax one half of the present 1.10 per thousand has been adopted. AB 1632 - ANNEXATION OF UNINCORPORATED ISLANDS BILL - The highly controversial AB 1632 has passed the Legislature and is now on the Governor's desk for signature. On a motion by Councilman Henderson, -seconded by Councilman Harlowe, it was unanimously carried to authorize the City Attorney to write a letter to the League advising them of our support of their stand on AB 1632. The 90 day period to completion date is to start within ten days from the awarding of the bid, or at the City's execution of the contract. On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried the bid of Lin W. Ford in the amount of $33,761.OO be accepted for the continuation of the Perkins Street Widening project, including the demolition of a building. CONSIDERATION OF SIS-Q REQUEST FOR DISCOUNT ON GASOLINE The' City Manager' relayed to the City Council a request from Sis- W Flying Service for a two-cent-per-gallon discount on gasoli.ne purchased at City pumps, delivered to their tank truck. Their purchases' last year were reported to be about 40,000 gallons, or 25 percent of the gross sales. The City coverage c 1 ause, Manager suggested the inclusion of required insurance as well as a non-discrimination and "hold harmless'l should the agreement be adopted. Discussion followed concerning the allowance of a discount for volume sales versus discount to all buyers of gasoline by tanker. it was noted that much personnel time would be saved particularly duirng fire fighting periods by volume buying. It was suggested that. the City Manager, working with the Airport Commission, study the matter and present their recommendation to the City Council within two weeks. On a motion by Councilman Henderson, seconded by Councilman Crook, it was unanimously carried to direct the City Manager to bring for Council consideration within two weeks a recommended procedure for the handling, licensing, etc. of gasoline at the Municipal Airport. 457 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 9, 1967 - PAGE 4 QUEST ION RE S IS-Q NEGOTIATIONS BY DOWNTOWN MERCHANTS ASSOCIATION The City Manager reported that a representative of the Down- town Merchants Associations had contacted him this date to discuss and review what had taken place regarding Sis-Q Flying Service. CIGARETTE TAX The City Manager reported that the newly adopted three cent Cigarette Tax which will be collected by the State and dis- tributed by them to cities and counties would give the City the same percentage of tax-money as received by the sales tax, or .072% of the total. The estimated annual revenue is $75,OOO,OOO. ACCELERATED SALES TAX PROGRAM The City Manager reported that under the accelerated sales tax program which will go into effect next June, an additional $10,OOO sales tax will be paid to Ukiah in the mont of June, 1968. New Legislation will result in our receiving sales tax payments on a monthly basis in the future instead of eight payments per year. H.M. MC EVOY CIVIL SERVICE BOARD Mr. H. M. McEvoy of the Civil Service Board was present to clarify the intent of Personnel Recommendations presented previously. The Council questioned Mr. McEvoy on the follow- ing points: 1. The contemplated role of the City Council and City Manager in the execution of the program. 2. The intention of the Board to make blanket increases automatic from year to year. 3. The special consideration given to those who have received educational degrees but not to those taking correspondence courses, and the equal value of the merit system. 4. The Board's assumption of authority which should rest with the City Council, City Manager, and Department Head. 5. The statement in the recommendations regarding low morale of City employees. Mayor Norgard explained that the Council's searching questions did not necessarily indicate criticism, only desire for familiarity wi th the problems. Mr. McEvoy requested a continuation of the examination of the Board's Recommendations until such time as Mr. Dunning could be present. The City Council commended the Civil Service Commission on the work they had done, and agreed to continue the examination at another time. 458 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 9, 1967 - PAGE 5 GENERAL FUND EXPENDITURES The City manager reported that the Budget was complete and had been presented to Council. It was unanimously agreed by the City Council to review the Budget for the coming fiscal year at8:00 P.M. on August 14, 16 (following the regular meeting), 17, 23 and 24. DR. ZWl CK INTRODUCED Mayor Norgard introduced Dr. Zwick, past mayor of South Cedar City, who was present in the audience. COUNCILMAN CROOK Councilman Crook requested a short Executive Session to follow the regular meeting. COUNCILMAN HENDERSON Councilman Henderson asked status of the Administr.ative Assistant position.
