HomeMy WebLinkAboutMin 08-16-67MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 16, 1967 The City Council convened in regular session in the Council Chambers at 8:05 P.M. with Mayor Norgard, Councilmen Scotto, Crook, and Henderson present. Councilman Harlowe was absent. MAYOR'S PROCLAMATION REDWOOD EMPIRE FAIR WEEK After reading in full the proclamation Empire Fair, Mayor Norgard proclaimed through August 27, 1967 to be Redwood submitted by the Redwood the week of August 20th Empire Fair Week in Ukiah. COUNCILMAN HARLOWE ARRIVED AT THIS POINT IN THE MEETING - 8:08 P.M. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Harlowe, it was unanimously carried the minutes of August 9, 1967 be approved as corrected. GENERAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried general warrants #3835 to #3863 in- clusive in the amount of $47,346.49 be approved and ordered paid. DISCUSSION OF REQUEST GASOLINE DISCOUNT BY SIS-Q FLYING SERVICE FOR The City Manager reported attending the Airport Commission meeting to discuss the request from Sis-Q Flying Service for a two cent per gallon discount on gasoline purchased at the Municipal Airport for delivery into their tank truck. The City Manager summarized the Airport Commission discussion and recommendations as follows: 1. Recommendation to the Council that the request by Sis-Q for the discount be granted. 2. Other operators on the airport are entitled to this same privilege provided their storage containers meet all code and F.A.A. regulations. 3. A 500 gallon minimum delivery should be one of the criterion. 4. Recommendation that the Council consider prohibiting importing gasoline from another area to the airport. A lengthy discussion followed. The Council expressed the opinion that if a discount were granted to one operator it should be granted to all operators and that the present program should be studied prior to,ny decision for a discount. On a motion by Councilman Henderson, seconded by Councilman Harlowe, it was carried by a majority vote the request by Sis-Q Flying Service be postponed until the end of the calendar year so the policies pertaining to gasoline storage may be established. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the City Attorney be directed to prepare a resolution to prohibit importing gasoline on the airport. RECESS - At this point, 9:09 P.M., Mayor Norgard declared a brief recess, after which the Council reconvened at 9:12 P.M. APPROVAL OF AGREEMENT TO PROVIDE POLICE SERVICES On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried the agreement between the 12th District Agricultural ~ssociation and the City to provide police services during the 1967 Redwood Empire Fair be approved and the Mayor and Clerk be authorized to sign same. SALUTE TO CITY-COUNTY GOVERNMENT The City Manager read the first of bulletins which will be mailed periodically from the Governor's office in order that citizens, city and county officials involved in the Salute to City and County Government Week can be kept up to date on the statewide developments. The request was for city and county participation and that a leading citizen in the community be appointed to act as chairman of the Salute to City and County Government Week. The Council was agreeable to this participation with the County so that a Chairman of the Salute to City and County Government Week may be appointed at the next Council meeting. CORRESPONDENCE RE PROPOSED SIS-Q FLYING SERVICE OPERATION The City Manager read a letter dated August 13, 1967 from a citizen commending the Council on their action regarding the Sis-Q Flying Service proposed relocation. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR ELECTRIC CIRCUIT RECLOSER The City Manager reviewed the specifications for electric circuit recloser. He reported funds are provided in the electric budget and that the request for call for bids at this time is ~because of an approximate eight weel~ delivery time. On a motion by Councilman Harlowe, seconded by councilman scotto, it was unanimously carried the Clerk be authorized to call for bids for automatic circuit recloser, bids to be received prior to September 5, 1967 at 2:00 P.M. COUNCILMAN SCOTTO Councilman Scotto suggested the scheduled budget discussion for this meeting .be postponed to August 17th, which suggestions was agreeable with the Council. Councilman Scotto asked the status of the parallel parking project on School Street and was advised the report on this project should be ready next week. Councilman Scotto also asked the status of the time limit parking on Perkins Street and was advised that problems in this regard are being worked out. Councilman Scotto asked why the swimming pool was closed during the recent swim meet and was advised the reason was a matter of safety. Councilman Scotto asked about the parking meter fine deposit boxes and was advised a new design is now available which should be more tamper-proof and that this was being investigated and a report should be available in a few weeks. The City Engineer will obtain this information. Councilman Crook asked about the carnival license for the Fair and was advised investigation is being made and will be completed prior to Fair time. MAYOR NORGARD Mayor Norgard complimented the weed abatement program. the City Engineer on the results of ADJOURNMENT As there was no further regular business, Mayor Norgard declared the meeting adjourned at 10:OO P.M. to meet again Thursday, August 17, 1967 for continued budget discussions.
