AUGUST 23, 1967
The City Council convened in regular session in the Council
Chambers at 8:09 P.M. with Mayor Norgard, Councilmen Scotto,
Henderson, and Harlowe present.
APPROVAL OF MINUTEB

PAYROLL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried Payroll Warrants #8897 to #9035 in-
clusive for the period of August 1st through 15th, 1967 be approved
in the total amount of $39,496.00
GENERAL WARRANTS
On a motion by Councilman Harlowe, seconded by Councilman Henderson,
it was unanimously carried General Warrants #3864 to $3964 in-
clusive in the amount of $26,331,26 be approved and ordered paid.
TED FEIBUSCH PRESENTS FINANCIAL
STATEMENT RE SWIM POOL CONSTRUCTION
Mr. Ted Fiebusch was present in the audience to present a financial
statement on the swimming pool construction recently completed
at the Municipal Park. He explained the reasons for the total
expenditure for pool construction running exceeding the original
estimate was due to a more expensive filtering system required
by the Health Department and a lack of volunteer labor. Mr.
Fiebusch reported that in spite of these unforseen expenses aris-
ing, it is anticipated that the existing $2,003.69 deficit will
be mad e up from unpaid pledges. The Mayor expressed thanks to
Mr. Fiesbusch for the work he has done on the project. The City
Manager was instructed to have a resolution prepared and publicize
the project in Western City Magazine.

games. A letter indicating approval by the Board of

On a motion by Councilman Harlowe, seconded by Councilman Scotto,
it was unanimously carried the request as set forth in the letter
dated August 23, 1967 to broadcast Ukiah High School football
games on September 16, 1967 and October 14, 1967 be approved.
VARIANCE APPLICATION NO. 67-30
DENIED - DOROTHY SHIELDS
Variance Application No. 67-30 by Dorothy Shields to permit'a
family care home for four mental hygience patients at 1961 Elm
Street and minutes of the Planning Commission dated July 20, 1967
and August 17, 1967 were reviewed by the City Manager. The City
Manager also reported a petition protesting the granting of the
proposed variance was also placed on file.
There was no one present in behalf of the application. Discussion
followed relative to reasons for approval and denial of variance
applications. Since a similar application in this vicinity was
recently approved by the Council, reasons for this denial were

discussed, The possibility of discrimination against applicants
and acting on the opinion of unqualified neighbors was expressed
as being undesirable.
On a motion by Councilman Scotto, seconded by Councilman Harlowe,
it was carried by a majority vote the City Attorney be directed
to .prepare a resolution denying Variance Application No. 67-30.
COUNCIL RECESSES
At this point, 9:00 P.M., the Mayor declared a brief recess,
after which the Council reconvened at 9:06 P.M.
REQUEST FOR WAIVER OF SOILS
REPORT DENIED - SPURLOCK
SUBDIVISION UNIT NO. 3.
The City Manager reported the Subdivider of Spurlock Subdivision
had requested a waiver of the soils report and a letter to this
effect had been placed on file, He read a memorandum from the
Cit~ Engineer and the Building Official recommending waiver of
the report. Discussion followed. The Cou~l agreed that the
soils report should be made in all instances. Revision of the
ordinance to eliminate the waiver clause was also discussed.
Councilman Henderson made a motion the matter be tabled until
return of the City Attorney. Discussion followed. Councilman
Henderson withdrew his motion.

DOOLAN ACRES SUBDIVISION
ACCEPTANCE OF IMPROVEMENTS
A memorandum from the City Engineer dated August 17, 1967 was
read by the City Manager advising that all required improvements
have been completed in the Doolan Acres Subdivision and
recommended acceptance of the improvement on behalf of the City
by the Council.
On a motion by Councilman Crook, seconded by

The City Manager reported a request has been received from Foley
and Burke, Combined Shows to permit~eration of a carnival at
the 12th District Fairgrounds August 24, 25, 26, and 27th, 1967.
Police investigation of the operations has produced satisfactory
reports and no derogatory information has been received. The
required fee of $400 for the business license has been received
and it was recommended approval of license be granted.
On a motion by Councilman Henderson, seconded
it was unanimously carried the Council approve

CITY MANAGER'S REQUEST RE
CHECK FOR BUSINESS LICENSE FROM
FOLEY & BURKE~ COMBINED SHOWS
The City Manager reported the check for required business license
in the amount of $400.00 from Foley & Burke, Combined Shows was
made payable to him as City Manager and he requested approval
from the Council for the check to be endorsed for deposit to the
City.
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried request by .the City Manager be granted
to endorse the check in the amount of $400 from the Foley & Burke,
Combined Shows for deposit to the City of Ukiah.
NOTICE OF COMPLETION - PUMP
AT RANNEY COLLECTOR
The City Manager read a memorandum from the City Engineer dated
August 22, 1967 stating the contractor, Western Pump Company has
completed contract performance for installing and testing the
350 h.p. pump at the Ranney .Collector. It was recommended that the
work be accepted as complete and the Clerk be authorized to file
the required Notice of Completion.
On a motion by Councilman Henderson, seconded by Councilman Crook,
it was unanimously carried installation and testing of the 350 h.p.

ARTHUR PIED - CITY
EMPLOYEE PASSES
The City Manager reported that Arthur Pied, Department of Public
Works employee, had passed away and the services will be held on
Thursday, August 24, 1967.
MRS. EDWARDS PASSES
The City Manager reported that Mrs. Edwards, one of the Giorno
Stadium Concessionaires, passed away. He has been advised that
the remaining Concessionaire, Mrs. Cooper, will continue the
contract with the City on the same basis as in the past.
MEETING WITH CONGRESSMAN CLAUSEN
The City Manager reported meeting with Congressman Clausen and
representatives of F.A.A. at the airport on Saturday, August 19, 1967
to' discuss the proposed testing of the homing device which is
designed to direct aircraft at a lower altitude than permitted
at the present time. If the test is acceptable to F.A.A., it
will then be presented to the Airport Commission and the Council
and if installation is completed it will be financed by the Federal
Government.
CHAMBER OF COMMERCE MEETINGS
The City Manager reported attending the Chamber of Commerce dinner
Saturday, August 19, 1967 and also the Board of Directors meeting
of the Chamber of Commerce at noon on the previous day. At this
time the City Manager reported he outlined to the Chamber the
problems faced by the City. Request for the audit has been made
but as yet has not been received.
REPORT OF N.C.M.E.A.
MEETING IN ROSEVlLLE
The City Manager reported that he, the City Engineer and the Electric
Distribution Engineer had this date met in Roseville with nine

other northern California cities to discuss the proposal to be
made to Secretary of the Interior Udall at the scheduled meeting
in Washington, D.C. on August 3Oth. The City Manager also re-
ported receipt of a proposal from a private concern for steam
for generation of power and read the letter from this firm.
The City Manager stressed the necessity of the Council becoming
familiar with the policies as they are discussed and stated
that in his-opinion.Council representation at the meeting in
Washington is vital.
~ ~ Recess - At this point, 10:40 P.M., the Mayor declared a brief recess,
after which the Council reconvened at 10:54 P.M.
Council agreed that the meeting with Secretary of the Interior
will be attended by Councilman Crook, the City Manager and the
Director of Public Works.
UTILITY BILL ERROR
LES RYAN
Mr. Les Ryan was present in the audience to request adjustment of
his utility account. An accumulated charge as a result of under-
billing for several months was the basis for his complaint. The
City Manager explained the manner in which the error was made.
The matter was referred to the City Manager to be resolved.
COUNCILMAN CROOK
Councilman Crook reported he had been requested by Councilman Scotto
to inquire if there were restrictions on contractor's hours of
work. The City Manager explained the reason some contractors start
work at any early hour is because of the heat and further stated
that if a complaint were to be filed, this would be a civil matter.
COUNCILMAN HENDERSON
Councilman Henderson asked if Landis Morgan had moved as yet
and was advised that he had not. It was suggested that Mr. Morgan
and his attorney, Leo Cook, be contacted regarding this matter.
COUNCILMAN HARLOWE
Councilman Harlowe questioned if the services should be stubbed
into the proposed City Hall location before Perkins Street com-
pletion. The City Engineer felt that there was still some element
of chance since plans were not definite and recommended against
doing this at this time.
Councilman Harlowe requested that the request for waiver of the
soils report be referred to the City Attorney.
Councilman Harlowe requested that the Director of Public Works
publicize the Ranney Collector in such a manner that the citizens
will know how it has helped to avert a water shortage that surely
would have developed with the extreme hot weather we have had this
summer.
Councilman Harlowe requested and was granted permission to be out
of the State at the September 6th meeting.
ADJOURNMENT
There being no furhter business, at 11:26 P.M. Mayor Norgard
adjourned the meeting to Monday, August 28, 1967. Further budget
discussion are scheduled for August 24th and 25th.
