HomeMy WebLinkAboutMin 08-28-67MINUTES OF THE ADJOURNED REGULAR HEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 28, 1967 The City Council convened in adjourned regular session in the Council Chambers at 8:03 P.M. with Mayor Norgard, Councilmen Scotto, Crook, and Harlowe present. Councilman Henderson was absent. CITY MANAGER REPORTS The City Manager reported the items to be discussed at this meet- ing were to set the 1967-68 tax rate and to consider further the personnel recommendations. DISCUSSION OF CIVIL SERVICE BOARD'S PERSONNEL STUDY & RECOMMENDATIONS Mr. George Dunning was present in the audience to report that he would answer questions from the Council regarding the personnel study and recommendations previously submitted to the Council by the Civil Service Board. COUNCILMAN HENDERSON ARRIVED AT THIS POINT IN THE MEETING - 8:06 P.M. Each Councilman commented by giving their opinion of the proposal submitted by the Board. The recommended inclusion of a merit system for the City was favorable to the Council. I.t was agreed the proposed system will require a great deal of study but that a committee could be appointed to make this study so that it could be incorporated in next years' budget. DISCUSSION OF CITY MANAGER'S PERSONNEL RECOMMENDATIONS Each Councilman commented on the personnel recommendations re- commended to them by the City Manager and stated their opinion of the recommendations. On a motion by Councilman Crook, seconded by Councilman Henderson, it was carried by a majority vote each employee of the City be given a 5% increase in pay plus the fringe benefits and individual increases as recommended by the City Manager. It was suggested that the City Manager obtain the cost to in- Crease the life insurance of employees to $5000 so this added benefit to the employee may be considered at a later date. Mr. Dunning asked specific requests of the Council which were in- cluded in the Civil Service Board recommendations and excluded from the above motion. The motion remained as originally stated. On a motion by Councilman Henderson, seconded by Councilman Harlowe, it was unanimously carried a committee be appointed no later than September 9, 1967 to develop a comprehensive, workable merit system and to report back to the ~:ouncil within ninety days so that it may be incorporated in next years' budget to be considered no later than March 31, 1968. FURTHER DISCUSSION OF PROPOSED 1967-68 BUDGET A discussion of bridges, culverts, drainage construction and street construction as proposed in the 1967-68 budget were dis- cussed. Each Councilman then asked the City Manager for clarifi- cation of various sections of the budget. Requests for clarifi- cation included capital outlay for the Swimming Pool, capital out- lay in the Garage Account, Electric Department expenditures, Park- ing District, amount for Special General Fund, City Managerls salary, salary of the Golf Pro, and the Airport Account. MINUTES OF THE ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 28, 1967 - PAGE 2 QUESTIONS & ANSWERS SCOTTY & JEAN CANNON Scotty and Jean Cannon, who had been present at the previous budget discussions, were present in 'the audience and asked various and sundry questions of the City Hanager and Council concerning the proposed budget. MONTHLY SEWER SERVICE CHARGE INCREASED Mr. and Mrs. Oscar Allen were present in the audience to obtain an explanation of the Council's intention regarding t~proposed increase in the monthly sewer service charge. CoUncilman Crook made this explanation. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the City Attorney be authorized to prepare an ordinance to increase the monthly sewer service charge to $2.75. RES. NO. 68-10 DETERMINING AMOUNT OF REVENUE NECESSARY FROM PROPERTY TAXES AND FIXING TAX RATES On a motion by Councilman Crook, seconded by Councilman Harlowe, it was unanimously carried the tax rate for thd 1948 Improvement Bond in Tax District No. 1 and No. 2 be increased to $.11 per $100 valuation and the Parking District No. 1 tax rate be de- creased to $.24 per $100 valuation. On a motion by Councilman Henderson, seconded by Councilman Scotto it was unanimously carried the General Fund tax rate remain at $.85 per $100 valuation. On a motion by Councilman Henderson, seconded by Councilman Scotto, it was unanimously carried Resolution No. 68-10 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Determining Amount of Revenue Necessary From Property Taxes, and Fixing Tax Rates, (1967-1968)." ADJOURNMENT There being no further business, Mayor Norgard adjourned the meeting at 11:57 P.M. to meet again September 6, 1967. MAYOR/ ATTEST: CITY CLERK
