HomeMy WebLinkAboutMin 09-27-67MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH SEPTEMBER 27, 1967 The City Council convened in regular session in the Council Chambers at 8:02 P.M. with Mayor Norgard, Councilmen Scotto, Crook, Harlowe present. Councilman Henderson was absent. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Harlowe, it was unanimously carried the minutes of the regular meeting of September 29, 1967 be approved as submitted by the Clerk. ORDINANCE NO. 594 ADOPTED RELATING TO DOG LICENSES On a motion by Councilman Crook, seconded by Councilman Scotto, it was carried by the following roll call vote Ordinance No. 594 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Of The City Of Ukiah Amending Certain Sections Of The Ukiah City Code Relating To Dog Licenses, Duty Of Director Of Finance To Issue Fees Therefor And Transfer Procedure And Fees." AYES: Councilmen Scotto, Crook, Harlowe and Mayor Norgard. NOES: None. ABSENT: Councilman Henderson. WATER RIGHTS HEARING The City Attorney reported that October 31, 1967 is the date set for the Redwood Valley County Water District hearing. The City has filed a protest to this application. APPROVAL OF CONTRACT BY BOARD OF SUPERVISORS FOR TAX DEEDED PROPERTY The City Attorney reported the Board of Supervisors approved the contract and adopted the resolution regarding the tax deeded property which the City has sought to purchase. After considera- tion and approval from the State Controller, there will be a publication of a sale. After time of redemtpion has passed, the City will be able to buy subject property pursuant to the agree- ment. CITY ATTORNEY REPORTS RE LANDIS MORGAN The City Attorney reported that he has on several occasions since the last meeting checked on the Landis Morgan operation and stated it appears that all of Mr. Morgan's operation which was objectionable has been removed. The City Attorney reported he has not filed the inj'unction and will not unless directed by the Council to do so. Council agreed that the proposed injunction should not be filed. AWARD OF BID FOR ASPHALT CONCRETE OVERLAYS ON CITY STREETS - ABSCO PAVING The City Manager reported that a bid from ABSCO in the amount of $22,030 was the only bid received for the construction of asphalt concrete overlays on City streets. The bid was in the approximate amount of the Engineer's estimate. It was recommended that the bid be awarded to ABSCO Paving. COUNCILMAN HENDERSON ARRIVED AT THIS POINT IN THE MEETING - 8:13 P.M. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH SEPTEMBER 27, 1967 - PAGE 2 On a motion by Councilman Harlowe, seconded by Councilman Scotto, it was unanimously carried the bid for construction of asphalt concrete overlays on City streets be awarded to ABSCO Paving in the total amount of $22,030.00. APPROVAL OF PG&E CONTRACT FOR SALE OF DISTRIBUTION FACILITIES IN ANNEXATION NO. 66-1 The City Manager reviewed in detail the agreement between the City and Pacific Gas & Electric Company for purchase of the electric distribution facilities in ,Annexation No. 66-1, the cost of which had previous Council approval. The City Manager recommended approval of the agreement. On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried the contract with Pacific Gas and Electric Company for sale of the electric distribution facilities in Annexation No. 66-1 be approved and the Mayor and Clerk be authorized to sign same. REPORT ON COUNTY WATER COMMITTEE The City Manager reported the County Water Committee has been organized and the City Engineer, A. S. Kruth, has been appointed as a member of the committee and will also serve as its chairman. Mr. Kruth described the makeup of the committee and stated the committee will serve in an advisory capacity to the Board of Super- visors. REPORT ON CITY-COUNTY WEEK The City Manager reported that Mr. Walter Sandelin has been advised of his being the Council's choice to serve during the City-County Week proposed by the Governor. Mr. Sandelin accepted the appoint- ment with pleasure and one meeting has been held with he, the County Administrator, and the City Manager in attendance. Mr. Sandelin will contact the State office and other cities to gain further in- formation in this regard after which other meetings will be scheduled. Tours of various City facilities were discussed as possible means of participation by the City in this scheduled activity. Plans for open house in th'e~lobby of th& Courthou~ are scheduled. The City Manager will coordinate further plans with Mr. Sandelin. DISCUSSION REQUEST FROM REPRESENTATIVE OF REST HOME ASSOCIATION The City Manager reported Mr. Harter, representing the Association of Rest Home operators, was present in the audience seeking Council consideration for uniformity in the capacity of rest homes in this area. The City Manager explained the Uniform Build- ing Code adopted by the Council, limits the capacity of rest homes to five patients where converted dwellings are used. The State Fire Marshall and the County Building Department permits six. Mr. Harter requested that the Council modify the City ordinance to permit six patients on the basis of county wide uniformity, economic reasons and to conform to the limit previously in ' effect before the present code was adopted. The Council agreed to defer action on this request for two weeks at which time the City Manager will have a further report on the matter. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH SEPTEMBER 27, 1967 - PAGE 3 APPOINTMENT OF CIVIL SERVICE BOARD REPRESENTATIVES TO STUDY EMPLOYEE WORKING CONDITIONS The City Manager reported Mr. George Dunning, Chairman of the Civil Service Board, had advised him that he and Mr. H.M. McAvoy will be the representatives from the Civil Service Board on the committee to study employee working conditions. The first meet- ing will be Monday, October 2, 1967 at 8:00 P.M. in the Council Chambers. REPORT OF MEETING WITH CONGRESSMAN CLAUSEN AND FHA REPRESENTATIVES 1967 The City Manager reported that he will meet tomorrow with Congress- man Clausen and Federal Housing Administration representatives re- garding recently imposed restrictions on areas outside the City where septic tanks are used for sewerage. -68 BUDGET The City Manager reported he has distributed revised copies of the 1967-68 Budget to the Council. He requested-a personnel meeting at the conclusion of this meeting. MR. AND MRS. SCOTTY CANNON Mr. and Mrs. Scotty Cannon were present in the audience and asked if the retail merchants would be able to participate in the City-County Government Week. The City Manager read from the memorandum from the Governor's office regarding this matter and suggested they keep in touch with Mr. Sandelin. COUNCILMAN SCOTTO Councilman Scotto inquired about the report from the Library Consultant on the proposed City-County Library. Councilman Scotto inquired about the revision of the Civil Service Ordinance. Councilman Scotto asked the City Attorney to obtain information required for a bond election. Councilman Scotto had a question regarding the Albertinum as men- tioned in the Recreation and Parks Commission Minutes. The City Manager clarified this point. COUNCILMAN CROOK Councilman Crook expressed interest in reactivating City Hall project. ~fter discussion, it was agreed that the City Manager, Councilmen Scotto and Crook act as a committee to review this matter. COUNCILMAN HENDERSON Councilman Henderson inquired if information were made available as to results of the increasing of the fee for play at the golf course. The City Manager reported that present information is inconclusive but that the Golf Pro is analyzing play data and will prepare a report for Council consideration. COUNCILMAN HARLOWE Councilman Harlowe also expressed interest in Councilman Harlowe commented that the Perkins project looks excellent. the proposed library. Street widening Councilman Harlowe asked about reconstruction of the iron gate at the Park. MI NUTES OF THE MEET I NG OF THE COUNC I L OF THE C I TY OF UK I AH SEPTEMBER 27, 1967 - PAGE 4 MAYOR'S PROCLAMATION GIRL SCOUT WEEK Mayor Norgard, in a proclamation, asked support of the Girl Scout Drive for funds which starts Sunday, October 1, 1967. ADJOURNMENT As there was no further regular business, Mayor Norgard declared the meeting adjourned at 9:45 P.M. after which the Council reconvened in closed personnel session. ATTEST: CITY CLERK
