HomeMy WebLinkAboutMin 10-04-6748(; MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 4, 1967 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Norgard, Councilmen Scotto, Crook, Henderson, and Harlowe present. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried the minutes of the regular meeting of September 27, 1967 be approved as submitted by the Clerk. : PAYROLL WARRANTS On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried Payroll Warrants #9316 to #9424 in- clusive, retroactive to July 26, 1967 in the amount of $4,111.31 and Payroll Warrants #9425 to #9563 inclusive for the period of September 16th through 3Oth, 1967 be approved in the amount of $37,442.06. EXPLANATION OF WARRANTS The following items included in the special warrants recommended for approval were given special explanation by the City Manager: l) Lin W. Ford - Progress payment in the amount of $24,411.15 due 'for work performed during September, 1967. Last payment due with the exception of the 10% retention. 2) Western Pump Company - Release of this 10% retention fee in the amount of $821,80 will be made upon submittal of the 5% guarantee bond. APPROVAL OF SPECIAL WARRANTS On a motion by Councilman Henderson, Harlowe, it was unanimously carried #4075 inclusive in the total amount and ordered paid. seconded by Councilman special warrants #4068 to of $51,403.95 be approved RES. NO. 68-17 DESIGNATING CITY AND COUNTY GOVERNMENT WEEK On a motion by it was carried be adopted and "Resolution De Government Wee Councilman Scotto, seconded by Councilman Crook, by the following roll call vote Resolution No. 68-17 the Mayor and Clerk be authorized to sign same, signating October 8-14, 1967 As City And County AYES: Council NOES: None. NOTICE OF COMPLETION-PERKINS STREET WIDENING MAIN TO RAILROAD The City Manager read a memorandum from the City Engineer dated October 3, 1967 stating the contractor, Lin W. Ford has completed all work required under his contract for construction of street improvements on Perkins Street between Main and the Railroad. It was recommended that the work be accepted as complete and the Clerk be authorized to file the required Notice of Completion. On a motion by Councilman Crook, seconded by Councilman Henderson, ~t was unanimously carried the street improvements on Perkins Street between Main Street and the Northwestern Pacific Railroad Right of Way be accepted as complete and the Clerk be authorized to file the required Notice of Completion. LT. GOVERNOR FINCH'S VISIT TO CITY The City Manager Finch will be in October 7, 1967, reported Dr. Poulos has advised the City at Deerwood Park Club and issued an invitation to the that Lt.. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 4, 1967 - PAGE 3 DISCUSSION OF MEETING WITH FHA OFFICIALS ET AL The City Manager reported he and the Director of Public Works attendee a meeting last week with FHA officials, Congressman Clausen, County Heal th Department officials and Realty Board members. The discussion went into detail on their action as it affects home loans. The con- cern was blanket rejection of loans in the Rogina Heights area due to failure in septic tank use. Some !oans are being turned down within-- the City on the basis of potential flood damage. The City Manager reported that in his opinion this is an important ~ctor in the ~ economy of our area and something with which the Council should be familiar, but there is no particular position the City should take at this time. The City Manager reported that at this same meeting he tall<ed with a representative from Housing for Urban Development regarding our problems of federal aid on our water project. Hopefully, this wi 11 develop into an answer to our problem on this project. Meetings will be very week. at 1967-68 BUDGET The City Manager reported the budget is prepared for Council con- sideration of its adoption or further discussion if the Council desired. The Council agreed to defer action for one week. MAYOR NORGARD CONGRATULATES COUNCILMAN HARLOWE Mayor Norgard congratulated Councilman Harlowe on his appointment as Chairman of the committee to study employee working conditions. REPORT OF BOY SCOUTS MEETING AT PARK The City Manager reported the Director of Recreation and Parks has advised the entire operation of the Boy Scout conference at the Municipal Park was well conducted and the cleanup, afterward was excellent. The City Manager will write a letter of appreciation to the officials of the Boy Scouts. EMPLOYEES' ANNUAL BARBECUE The City Manager again reminded the Council of the Employees' Barbecue scheduled at 2:00 P.M. October 7, 1967 at the Municipal Park. COUNCILMAN SCOTTO Councilman Scotto referred to Planning Commission Minutes of September 21st in which a public hearing and resolution was acted upon at the same meeting. The City Attorney reported all was in order in this action stating that the rules as set forth encourage this procedure to expedite completion of the applications. Councilman Scotto attended the Library Board meeting and reported the special loci< was installed on the file cabinet. The City Man~er explained plans which have been made and reported that additional plans will be made at another meeting with the County Administrator and Hr. Sandelin. COUNCILMAN HARLOWE Councilman Harlowe inquired regarding the deadline date for runway lights with the Federal Aviation Administration. The City Manager reported the project should b e completed by the end of the fiscal year. Councilman Harlowe asked when presented for vote.
