OCTOBER l l, 1967
The C i ty Count i 1 convened i n regL~l ar sess i on i n the Counc i 1 Chambers
at 8:14 P.M. with Mayor Norgard, Councilmen Scotto, Crook, Henderson,
and Harlow present.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Henderson,
i't was unanimously carried the minutes of the regular meeting of
October 4, 1967 be approved as submitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Henderson, seconded by Councilman Harlowe,
it was unanimously carried special warrants ]/4076 to #4097 inclusive
in the total amount of $12,830.22 be approved and ordered paid.
RES. NO. 68- 18 ADJUSTING
COMPENSATION TO CITY MANAGER
On a motion by Councilman Harlowe, seconded by Councilman Henderson,
it was unanimously carried Resolution No. 68-18 be adopted and the
Mayor and Clerk be authorized to sign same, "Resolution Adjusting
Compensation To Be Paid To City Manger."
PROCEDURE FOR GENERAL
OBLIGATION BONDS
The City Attorney distributed to the Council a summary of the
procedure for issuance of geneel obligation bonds as requested by
the Council.
REPORT ON DOG NOISE
CONTROL ORDINANCES
The City ,attorney reported that he had examined several ordinances
of cities in California and throughout the United States which
regulate and purport to regulate barking and noisy animals One
type of ordinance which would regulate noise generally wouid be
difficult to enforce due to previous court decisions in Mendocino
County. Two other types of ordinances which made keeping of noisy
animals a misdemeanor and which provide for revocation of dog
licenses in the case of noisy dogs were also commented upon. The
City Attorney also pointed out that the affected citizen has the
right independently of any City action to bring civil action to
abate a nuisance which affects him particularly.
UKIAH TO BE LOCATION FOR
1969 GRANGE STATE CONVENT ION
The City Manager reported a request had been received from the
Grange for support for establishing Ukiah as the location for
their 1969 State Convention and recommended the request be granted.
On a motion by Councilman Harlowe, seconded by Councilman Scotto,
it was unanimously carried the request from the Grange be granted
to establish Ukiah as the location for their 1969 State Convention.
CITY GOVERNMENT WEEK
The City Manager commented regarding City County Government Week
and complimented Mr. Sandelin for his work in this regard and the
Press and Radio for their publicity.

INCREASE IN PERMITTED NUMBER
OF OCCUPANTS IN FAMILY CARE
HOMES DENIED
The City Manager reported that further discussions had been held
with the League office and the county regarding the proposed
capacity of family care homes in this area. The City Manager
read a memorandum which had been previously distributed to the
Council, stating the reasons for his recommendation to maintain
a maximum number of five occupants in such homes. The Fire Chief
and Building Official concurred with this recommendation.
On a motion by Councilman Crook, seconded by Councilman Harlowe,
["t was unanimously carried the number of patients permitted in a
family care home be maintained at a maximum number of five occu-
pants.
RES. NO. 68- 19 ADOPT I NG
BUDGET FOR EXPENDITURE OF
STATE ALLOCATED (ENG.) FUNDS
On a motion by Councilman Crook, seconded by Councilman Scotto,
it was unanimously carried Resolution No. 68-19 be adopted and
the Mayor and Clerk be authorized to sign same, 'lResolution Of
The City Council Of The City Of Ukiah Adotping And Submitting
A Budget For Expenditure Of State Allocated (Engineering) Funds."
RES. NO. 68-20 ADOPTING
BUDGET FOR EXPENDITURE
OF STATE HIGHWAY FUNDS
On a motion by Councilman Crook seconded ~ Councilman Scotto,
it was unanimously carried Rrsoiution No.~v-20 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution Of
The City Council Of The City Of Ukiah ,~dopting And Submitting
A Budget For Expenditure Of Funds Allocated From The State
Highway Fund To Cities."
COMMUNIQUE FROM COUNTY RE
JOINT CITY COUNTY LIBRARY
AND PARK
The City Manager read a communique from the County Administrator
regarding the proposed joint City-County library and park. The
County Administrator requested Council approval of later joint
discussions of these areas of mutual concern between the City
and the County. The Council expressed agreement for future joint
discussions with the County.
REPORT OF EMPLOYEES'
ANNUAL BARBECUE
The City Manager expressed thanks from the employees to the Council
for their participation at the barbecue which was attended by more
than two hundred.
RES. NO. 68-21 ADOPTING
1967-1968 BUDGET
On a motion by Councilman Harlowe, seconded by Councilman Henderson,
~""t was carried by the following roll call vote Resolution No. 68-21
be adopted and the Mayor and Clerk be authorized to sign same,
I'Resolution Approving 1967-68 Budget."
AYES: Councilmen Scotto, Crook, Henderson, Harlowe and Mayor Norgard.
NOES: None.
ABSENT: None.

MR. & MRS. SCOTTY CANNON
Mr. and Mrs. Scotty Cannon were present in the audience and had
additional questions to ask concerning the budget. The Mayor
requested that they take this matter up with the City Manager
for clarification.
COUNCILMAN SCOTTO
Councilman Scotto enumerated several recommendations which in his
opinion would expeditue the completion of next years budget for its ~
ultimate adoption.
Councilman Scotto asked when the vehicle for the Parking Enforce-
ment Officer would be purchased. The City Manager reported infor-
mation in this regard should be available in two weeks.
COUNCILMEN CROOK, HENDERSON
HARLOWE & MAYOR NORGARD
Each of the Councilmen expressed their enjoyment of the Employees'
Barbecue, their desire to see it continue each year, and their
appreciation to all who worked on this project, particularly to
Frank Hampton for his work on this annual event.
ADJOURNMENT
As there was no further regular business, Mayor Norgard deClared
the meeting adjourned at 9:31 P.M. to meet again October 25, 1967.
