Councilman Henderson was absent. In the City Manager and the Director of Public Works, the served as Acting City Manager. Council Chambers Crook, Hat 1owe, absence of the City Attorney WELCOME EXTENDED TO SENATOR RANDOLPH COLLIER & FORMER MAYOR RALPH I. BUXTON The Mayor extended greetings to Senator Randolph Collier and former Mayor Ralph I. Buxton who were present n the audience. APPROVAL OF MINUTES On a mot was unan October ion by Councilman Crook, seconded by Councilman Scotto, imousl¥ carried the minutes of the regular meeting of 11, 1967 be approved as submitted by the Clerk. it PAYROLL WARRANTS On a motion by Councilman Harlowe, seconded by Councilman Scotto, it was unanimously carried Payroll Warrants //9565 to ~/9699 inclusive for the period of October 1st through 15th be approved in the total amount of $38, 142.23. GENERAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried General Warrants //4098 to #!+242 inclusive, in the total amount of $81,984.53 be approved and ordered paid. REQUEST GRANTED TO CLEAR AREA ON PROPOSED GOLF COURSE ADDITION The City Attorney recognized Mr. Ralph Buxton and the City Golf Pro who were present seeking Council permission to clear an area on the proposed golf course which is presently leased from the County. COUNC ILMAN HENDERSON ARRIVED AT THIS POINT IN THE MEETING - 8: l l P.M. ,. Mr. Buxton, Chairman of the golf course, committee, explained th~' reason for the proposal at this time re'sults from an offer from a Contractor who volunteered his services to clear the area the weekend of October 28th while his equipment is idle. Mr. Buxton also stated Council permission to go ahead with the work would not obligate the Council for additional work on this project. Discussion followed. On a motion by Councilman Henderson, seconded by Councilman Harlowe, it was carried by the following roll call vote the golf course committee be permitted to go ahead with the grubbing operation on the proposed golf course with no obligation to the City to continue further and no liability incurred by the City as a result of the work. AYES: Councilmen Scotto, NOES: Councilman Crook. ABSENT: None. Henderson, Harlowe and Mayor Norgard. Discussion followed as to the extent of the City's liability in this regard. On a motion by Councilman Henderson, seconded by Councilman Harlowe, was carried by a majority vote ABSCO be given permission to enter property leased from County for preparing, clearing, and grubbing the weekend of October 28, 1967 under the condition ABSCO carry workman's compensation coverage and hold City harmless as a result of said activity. NO. 68-22 OF INTENT TO BEGIN ABATEMENT PROCEEDINGS (RE: BLDG. AT 508 W. HENRY ST.) On a motion by Councilman Scotto, seconded by Councilman Henderson, i't" was carried by the followin9 roll call vote Resolution No. 68-22 be adopted and the Mayor and Clerk be authorized to si9n same, "Resolution Of Intent To Be9in Abatement Proceedings.I' AYES: Councilmen Scotto, Crook, Henderson, Harlowe and Mayor Norgard. NOES: None. ABSENT: None. REQUEST GRANTED FOR REFUNDABLE PORTION OF BUSINESS LICENSE The City Attorney reported a request had been received from Felix Liquor and Sporting Goods for refund on unused portion of business license fee. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unani'mously carried the request for a refund of a portion of business license fee be approved as set forth in the Ukiah City Code. The City Attorney was directed to revise the ordinance pertaining to business licenses to eliminate refunds of any unused portion of a business license fee. CITY COUNTY WEEK - WALTER SANDELIN The City Attorney reported the results of City County Week and ex- pressed appreciation to Mr. Walter Sandelin for his work in this regard. The City Manager will write a letter of commendation to Mr. Sandelin. COST OF ADMINISTRATION OF SALES AND USE TAX PROGRAM The City Attorney reported a letter from the Board of Equalization advises the cost of administration of the sales and use tax program was less than the tentative cost and the amount of refund will be included in the advance payment due in November 1967. RESOLUTIONS ADOPTED BY LEAGUE OF CALIF. CITIES The City Attorney reported resolutions adopted by the League of California Cities are available to the Council for their perusal. WATER RATE ANALYSIS The City Attorney reported the water rate analysis will be on the agenda next week for discussion. EXCHANGE OF COPIES OF MINUTES The City Attorney reported the County and City now exchan9e copies of minutes of their respective meetin9s. GRANGE CONVENT ION IN UKIAH IN 1969 The City Attorney read a letter from the County Chamber of Commerce expressing thanks to the Council for their efforts in the selection of Ukiah as the host city for the 1969 Grange Convention. COUNCILMAN SCOTTO Councilman Scotto reported he had distributed to the Council suggested procedures in presenting the budget to the Council. Councilman Henderson expressed thanks to Councilman Scotto for the suggested budget procedures.
