THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
1967
The City Council convened in regular session in the Council Chambers
at 8:10 P.M. with Mayor Norgard, Councilmen Crook, Henderson, Harlowe,
present. Councilman Scotto was absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the minutes or October 25, 1967 be
approved with the following corrections:
Page 2 - Resolution No. 68-22 - Clarification of the action taken
regarding t"his resolution to describe the property in question and
to record the roll call vote:

SPECIAL WARRANTS
On a motion by Councilman Harlowe, seconded by Councilman Crook, it
was unanimously carried Special Warrants ¢/42/+3 to #L~24/~ inclusive,
(Warrant #b~080 cancelled), in the total amount of $925.00 be approved
and ordered paid.
CONSTITUTIONAL REVISION
COMMISSION MEETING
The City Attorney reported attending the Constitutional Revision
~ommission meeting in Sen Francisco. This Commission is in the
process of condensing the State Constitution and placing it in a
more workable language. The City Attorney reported there appears
to be no change forthcoming in the Constitution regarding municipal
owned utilities.
REDWOOD VALLEY COUNTY
WATER DISTRICT HEARING
The City ~ttorney reported that the City Engineer had attended the
hearing on the application of the Redwood Valley County Water District
for a permit to appropriate water from the Russian River in his absence.
The Water Rights Board did not feel there was enough evidence to permit
the application to go through and applicant will have six months or
longer to present more evidence.

ELECTRIC DISTR

ANALYSIS OF

The City Manager distributed to the Council the report and rate
analysis of the electric distribution system prepared by Wilsey and
Ham and read the letter which accompanied the report. The City
Manager recommended scheduling special sessions to study the report
The Council agreed to allow two weeks for study ¢ the report at
which time it will be on the agenda for further consideration.
DISCUSSION OF REQUESTS FOR
ANNEXATION TO THE CITY
The City Manager distributed to the Council a report regarding annexa-
tion of the area south of the City and reviewed a map outlining the
proposed area for Council consideration. The City Manager reported
that concentrated interest has been expressed by residents in the
Munson Subdivision to obtain a lower water rate and in the Ukiah
Village area immediately South of Beacon Lane to obtain City police

protection and City ownership of utilities. He stated further that
there is scattered interest in the Oak Knoll area. The City Manager
also reported receiving inquiries from individuals who are willing
to circulate pre-annexation petitions in their immediate areas.
The Council was asked to form an opinion on the desirability of
combining the interested areas into one large annexation versus pro-
ceeding with several smaller annexations. At this point the City
Manager's report was discussed in detail after which Council
determined to study this matter for further consideration in two
weeks.
DISCUSSION OF WATER RATE ANALYSIS
The City Manager reported that in order to complete the water rate
analysis the Council should dtermine the method for charging for
City use of water. This use amounts to 7% or 8% of the total con-
sumed. The City Engineer reported on charges levied in other cities
for their own use but it was apparent that no pattern exists in
this regard. After discussion the Council agreed that the City
must charge other departments sufficient amounts to recover all
costs of production and should not make a profit at the expense
of other City departments. The City Engineer will have a complete
water rate analysis report at the next weeks meeting.
TABULATION OF PLAY
AT GOLF COURSE
The City Manager distributed to the Council a tabulation of play at
the golf course for the past two years and the first three months
of this fiscal year and the yearly and monthly membership cards for
this period of time. The report indicates an increase in play at
the golf course, with the exception of the three months of this
fiscal year when the course was undergoing major repairs. The~
has also been an increase in the number of family membership cards.
FINANCE DEPARTMENT REPORT
The City Manager reported that after required changes are made in
the report from the Finance Department, it will be distributed to
the Council showing the first quarter business.
COUNCILMAN HENDERSON
Councilman Henderson expressed his appreciation for the presentation
on the proposed annexation.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared the
meeting adjourned at 10:45 P.M. to meet again November 8, 1967.
