MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
NOVEMBER 8, 1967
The City Council .convened in regular session in the Council
Chambers at 8:11 P.M. with Mayor Norgard, Councilmen Scotto,
Crook, Henderson and Harlowe present.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the minutes of November 1, 1967 be
approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Crook, it
was unanimously carried Payroll Warrants #9700 to #9839 inclusive
for the period of October 16th through 31st (Warrant #9564 issued
to replace #9050) be approved in the total amount of $38,902.13.
SPECIAL WARRANTS
On a motion by Councilman Henderson, seconded by Councilman Scotto,
it was unanimously carried Special Warrants #4245 to ¢~4253 inclu'sive
in the total amount of $25,751.56 .be approved and ordered paid.
ORDINANCE NO. 595 REPEALING SECTION
OF CITY CODE RE REFUNDS OF UNUSED
PORT IONS OF BUSINESS LICENSE TAX
INTRODUCED
Ordinance No. 595, "Ordinance Repealing Section 2143 Of The Ukiah
City Code Regarding Refunds Of Unused Portions Of Business License
Tax" was read in full by the City Attorney and .introduced by
Councilman Scotto.
DISCUSSION OF REAL ~-~'
PROPERTY TRANSFER TAX
The City Attorney reported that under 1967 legislation, cities and
counties will be permitted to levy a real property transfer tax in
the total amount of 55¢ per $500 valuation. This tax will replace
the federal document stamp tax in the same amount which is due to
expire January 1, 1968. The League of California Cities has fur-
nished to all cities a model ordinance which they recommend be
adopted for the sake of uniformity. The City's tax would be 27½¢
per $500 and would be a credit against the total County tax of
55¢ per $500. Adoption of a city ordinance will be dependent
upon adoption of a County ordinance by the Board of Supervisors.
The League of California Cities recommends that city and county
officials get together at the earliest possible time and consider
some uniform approach to this new revenue source.
On a motion by Councilman Scotto, seconded by Councilman Crook it was
unanimous"l~}' carried the City Manager be directed to arrange a
meeting with the County Administrator to discuss a uniform approach
to City-County participation in adopting a uniform real property trans~
fer. tax.
REPORT RE RESOLUTION
TO ABATE BUILDING
AT 508 WEST HENRY
The City Attorney reported that efforts to get owners of 508 West
Henry to voluntarily abate their property have been to no avail and
if no effort is made by property owner to comply with City request,
dates for public hearing will be scheduled so further action may get
underway.

APPROVAL OF WESTWOOD
ACRES SUBDIVISION
TENTATIVE MAP
The City Manager read the memorandum from the City Engineer in
which explanation was made of previous action regarding considera-
tion of this tentative map by another subdivider. The minutes of the
Planning Commission dated November 2, 1967 were reviewed by the City
Manager. It was recommended that the tentative map be accepted for
consideration on the basis that it was previously approved and en-
gineered and approved as recommended by the Planning Commission.

NOTICE OF COMPLETION
ASPHALT CONCRETE OVERLAYS
ON CITY STREETS
The City Manager reviewed a memorandum from the City Engineer dated
November 7, 1967, stating the contractor, ABSCO Paving, has com-
pleted all work required under his contract for construction of
asphalt concrete overlays on City streets. It was recommended that
the work be accepted as complete and the Clerk be authorized to
file the required Notice of Completion.
On a motion by Councilman Harlowe, seconded by Councilman Henderson
it was unanimously carried the construction of asphalt concrete

MUNICIPAL WATER
SYSTEM RATES
The City Manager reported that many problems have resulted in the
preparation of the water rates study which have made it necessary
to request an additional week in getting the report to the Council.

On a motion by ~ouncilman Henderson, seconded by Councilman Crook,
it was unanimously carried the City Clerk be authorized to call for
bids for four replacement police cars with foUr trade-ins, bids to
be received prior to 2:00 P.M., December 5, 1967.
ZONE APPLICATION NO. 68-2
LEO FOSTER, ET AL
SET FOR PUBLIC HEARING
On a motion by Councilman Crook, seconded by Councilman Scotto, it
was unanimously carried that a public hearing be held on Zone Change
Application No. 68-2 by Leo Foster, et al, on December 6, 1967 at
8:00 P.M., or as soon thereafter as the same may be heard.

The City Manager reported the proposals submitted by manufacturers of
the gasoline and electric powered vehicle proposed for use by the
Parking Enforcement Officer were as follows:

The City Manager recommended purchase of the electric vehicle
and Council agreed.
MEETING WITH COUNTY
RE PROPO£ED LIBRARY
The City Manager reported attending meeting with the County
Administrator and County Librarian regarding proposed City-
County Library. The Board of Supervisors has requested a meeting
with the Council and the Library Board Tuesday, November 14, 1967
at 7:30 P.M. at the County Library Building, which was agreeable
with the Council.
REPORT ON MEETING
RE POWER POOLING
The City Manager reported that at the last meeting in Sacramento
of the Northern California Municipal Electric Association, the
services of an engineering firm were retained to do the preliminary
studies on the engineering feasibility of the pooling of efforts
of the member cities to gain long term 'low cost power.
In this regard, the City Manager reported there is an APPA Legal
Seminar on Joint Action scheduled in Chicago November 13th and 14th
which he would recommend the City Attorney attend since the
seminar would relate to the type project in which we are not in-
volved. Council approval was granted for the City Attorney to
attend the seminar.
COUNCILMAN CROOK
Councilman Crook inquired about the annual audit report and

Council prior to the next weeks meeting.

Councilman Crook had questions regarding the report from the
Finance Department which were explained by the City Manager with
the further explanation that clarification of the report will be
made at the next meeting.
Councilman Crook asked if there were plans to landscape the
Bath House at the Park. The City Engineer reported the engineer-
ing is not complete but the project should be completed before
the start of the swim program next year.
Councilman Crook asked what is planned for the triangle by the
golf course. The City Engineer reported the work is not scheduled
but perhaps it can be done at the time the wor. k is scheduled at
the Bath House.
Councilman Crook reviewed additional personnel requirements that
might be a result of annexation.

MAYOR NORGARD
Mayor Norgard reported that the project for consideration of
additional park property within the City was being handled
and that a map of the area to be considered was expected to
be available for the Council by next week.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared
the meeting adjourned at 10:25 P.M. after which the Council
reconvened to a Personnel Session.
