NOVEMBER 22, 1967
The City Council convened in regular session in the Council
Chambers at 8:05 P.M. with Vice-Mayor Scotto, Councilman Crook,
and Harlowe present. Mayor Norgard and Councilman Henderson
was absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the Minutes of November 15, 1967 be
approved as corrected.
PAYROLL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Harlowe,
"it was unanimously carried Payroll Warrants #9840 to #9961 in-
clusive, for the period of November 1st through 15th, 1967, be
approved in the total amount of $37,925.18.
SPECIAL WARRANTS
On a motion by Councilman Harlowe seconded ¢b/~ Councilman Crook,
it was unanimously carried Speciai Warrants 277 to #4281 in-
clusive in the total amount of $440.85 be approved and ordered paid.
RES. NO. 68-23 URGING APPROPRIATION
IN 1968-1969 STATE BUDGET
The City Attorney read the resolution urging appropriation in
1968-69 State Budget to fund California Public Library Services
~ct which he had been directed to prepare. The adoption of the
resolution was held in abeyance until the expected arrival of
Councilman Henderson.
ORDINANCE NO. 596
PROPERTY TRANSFER TAX
Ordinance No. 596, "An Ordinance Imposing A Documentary Stamp Tax
On Each Deed, Instrument or Writing By Which Land, Tenements Or
Realty Sold Within The City Of Ukiah Is Granted, Assigned, Trans-
ferred Or Otherwise Conveyed To Or Vested In The Purchaser Or
Purchasers Or Any Other Person Or Persons", was introduced by
Councilman Crook.
Adoption of this Ordinance will be considered at an adjourned
meeting Thursday, November 30, 1967.
VARIANCE APPLICATION NO. 68-3
ALBERT F. N IDEROST - CONSTRUCT
PROFESSIONAL OFFICES
Variance Application No. 68-3 by Albert F. Niderost to permit con-
struction of professional offices at 1397 South Dora Street, plot
plan and minutes of the Planning Commission dated November 2, 1967,
were reviewed by the City Manager. Planning Commission Resolution
No. 68-11 recommending the granting of the variance subject to the
following special condition was reviewed by the City Manager:
l) Improvements shall be set back 20 feet from the South property
line.
COUNCILMAN HENDERSON ARRIVED AT THIS POINT IN THE MEETING - 8..23 P.M.
There were no written or verbal protests to the granting of the
proposed variance. There was no one present on behalf of the
appl i cat ion.
On a motion by Councilman Harlowe, seconded by Councilman Crook,
it was unanimously carried the City Attorney be instructed to
prepare a resolution granting Variance No. 68-3 to Albert G.
Niderost as recommended by the Planning Commission.

RES. NO. 68-23 URGING /~PPROPRIATION
IN 1968-1969 STATE BUDGET
On a motion by Councilman Harlowe, seconded by Councilman
Henderson it was carried by the following roll call vote
Resolution No. 68-23 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Urging Appropriation In
1968-69 State Budget To Fund California Public Library Services Act."
AYES: Councilmen Crook, Henderson, Harlowe and Vice-Mayor Scotto.
NOES: None.
ABSENT: Mayor Norgard.
VARIANCE APPLICATION NO. 68-7
MABEL RENFRO - BOARDING HOME
Variance Application No. 68-7 by Mabel Renfro to permit use of
dwelling at 404 Clara Avenue as a "Boarding Home", plot plan and
minutes of the Planning Commission dated November 2, 1967, were
reviewed by the City Manager. Planning Commission Resolution No.
68-15 recommending the granting of the variance subject to the
following special condition was reviewed by the City Manager~
l) This Variance shall be restricted to the ownership of the
applicant.
The City Manager recommended that an additional special condition
be added so that the number in the home would be limited to five.
There were no written or verbal protests to the granting of the
proposed variance. There was no one present on behalf of the
appl icat ion.
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the City Attorney be instructed to
prepare a resolution granting Variance No. 68-7 to Mabel Renfro
as recommended by the Planning Commission and the additional
special condition that the number in the home be limited to five.
Council agreed that the City Manager be directed to accumulate
additional'information regarding rest homes and similar operations
older homes within the City regarding potential problems.
VARIANCE APPLICATION NO. 68-8
MENDOCINO LAKE SVGS & LOAN ASSOC.
CONSTRUCT ON FIFTY FOOT LOT
Variance Application No. 68-8 by Mendocino Lake Savings and Loan
Association to permit construction on a lot fifty feet wide at
120 Doolin Drive, plot plan and minutes of the Planning Commission
dated November 2, 1967, were reviewed by the City Manager. Planning
Commission Resolution No. 68-16 recommending the granting of the
variance subject to the following special condition was reviewed by
the City Manager:
l) True adherence of setbacks shall be maintained as required
by the Zoning Ordinance and applicable Codes.
There were no written or verbal protests to the granting of the
proposed variance. There was no one present on behalf of the
appl i cat ion.
On a motion by Councilman Harlowe, seconded by Councilman Henderson,
it was unanimously carried the City Attorney be instructed to prepare
a resolution granting Variance No. 68-8 to Mendocino Lake Savings &
Loan Association as recommended by the Planning Commission.

REQUEST GRANTED FOR SUPPORT
IN COMMEMORATING 200TH
ANNIVERSARY OF FOUNDING OF
STATE OF CALIFORNIA
The City Manager reported a request had been received from the City
of San Diego to join in their presentation of a request to the
Postmaster General, asking for the issuance in 1969 of a stamp
commemorating the 200th Anniversary of the founding of the State of
California. The City Attorney was directed to prepare such a
resolution for consideration of its adoption.
CHANGE IN ANIMAL CONTROL
JOB DESCRIPTION APPROVED
The City Manager presented a recommended change in title and job
description from Animal Control/Parking Meter Maintenance Man to
Poundmaster and explained that it was necessary to abolish the
first position and replace it with the second by Council action to
comply with required policies. The new position of Poundmaster is
to be compensated at one step greater than Laborer position at
Range 24, $444-$540.
On a motion by Councilman Crook, seconded by Councilman Henderson,
it was unanimously carried the change in Job Description from
Animal Control/Parking Meter Mainten~anceman to Poundmaster be
approved as recommended.
COUNCILMEN RECOMMENDED
FOR 1968 LEAGUE COMMITTEES
The City Manager reported a letter from the League of California
Cities requested Council recommendations for interested parties to
be considered for appointment to the 1968 League Committees and
distributed to the Council the list of the varies committees. The
following councilmen's names will be submitted to the League Office
as recommendations to serve on two of the committees:
Personnel and Training - Councilman Scotto
Revenue and Taxation - Councilman Crook.
The City Manager's name will be submitted to again serve on the
Aviation Problems Committee.
CORRECTION: WlLSEY AND HAM REPORT
The City Manager distributed to the Council two page changes in the
Wi lsey and Ham report based on information received after the report
was issued.
VICE-MAYOR PRESENT FOR
CONSECREATION OF SEVENTH
DAY ADVENTIST CHURCH
The City Manager reported that the Mayor had been requested by the
Seventh Day Adventist Church to be present for the consecreation of
their new sanctuary on Saturday, November 25th at 10:45 A.M.
Vice-Mayor Scotto will be present in the absence of Mayor Norgard.
SCHOOL CROSS lNG GUARD
CHANGE OF ASSIGNMENT
The City Manager distributed to the Council copies of a memorandum
from the Chief of Police directed to his office regarding School
Crossing Guard change of assignment from Washington and State Street
intersection to Clay and Dora intersection. The City Manager commended
the work done by the Chief of Police in presenting the City position
to the school officials to solve this problem which has existed for
a number of years.

FINANCE DEPARTMENT REPORT
The City Manager distributed to the Council the Finance Department
report which showed the breakdown of expenditures and revenues and
fund balances.
COUNCILMAN CROOK
Councilman Crook inquired as to the delay in completion of the
construction of Standley Street. The City Manager reported the
plan was to complete the required concrete work this winter and
pave in the spring, however, it will be determined if the entire job
can be completed in the near future.
Councilman Crook asked various questions regarding the report from
the Finance Department, some of which were answered by the City
Manager, others to be investigated and answered at a later date.
ADJOURNMENT
At 9:30 P.M., Vice-Mayor Scotto adjourned the meeting to Thursday,
November 30, 1967 at 8:00 P.M.
