REVIEW OF DOG CONTROL PROGRAM The City Manager reported that preliminary studies of the dog control program and discussions with the County have been made to work out a more suitable animal control program. It appears that a more workable program can be devised to the advantage of both the City and the County. A meeting is tentatively scheduled next week with the County Administrator to give this matter further consideration. REVIEW OF FINANCE OFFICE OPERATION The City Manager reported the Director of Finance has begun the work on utility accounts receivable and explained the manner in which a better method is being devised in attempting to reduce the accounts outstanding. The December 31, 1967, report has been completed and is in the process of being duplicated for distribution to the Council. MINUTES OF THE MEETING OF THE FEBRUARY l~+, 1968 - PAGE 2 COUNCIL OF THE CITY OF UKIAH REVIEW OF PARKING LOT PROGRAM The City Manager distributed to the Council a report from the Chamber of Commerce which contained suggested changes in street parking. The City Manager reviewed the use being made of the City parking lots, stating the use is in excess of the estimate made prior to the construction of the two new lots. The City Manager reported he will meet with Chamber of Commerce representa- tives to coordinate and bring up to date the report submitted for consideration. REVIEW OF BUDGET CALENDAR 1968-69 The City Manager reported proceedin~ with the dates suggested by Councilman Scot~D for the 1968-69 Bu get preparation. Each department will be able to prepare and submit their budget accord- ing to the suggested time schedule. Personnel recommendations will have to be coordinated with the committee report and the cost will have to be integrated into each department budget. REVIEW OF EMPLOYEE TRAINING The City Manager reported 25% of the total employees are involved in specialized training in job-related fields through high school, junior college, university, and extension correspondence courses. The expense of such training is being borne to a great extent by the individual employee. SALES TAX SPLIT The City Manager reviewed information from the State Board of Equalization regarding City-County sales tax split throughout the State. The report revealed that slightly over 42% of all California cities are now getting the 'Full one cent tax on a state side basis. It is general opinion that the trend toward cities receiving the full one cent tax is increasing.
