1968
The City Council convened in regular session in the Council Chambers
at 8:04 P.M. with Mayor Scotto, Councilmen Henderson, Crook, Norgard,
and Hill present..
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman Crook, it
was unanimously carried the minutes of the meeting of May 8, 1968,
be approved as submitted by the Clerk.
GENERAL~WARRANTS

was carried by the following roll call vote Resolution No. 68-48 be
adopted and the Mayor and Clerk be authorized to sign same,"Reso-

REVISED PERSONNEL POLICIES
On a motion by Councilman Crook, seconded by Councilman Hill, it
was carried by the following roll call vote Resolution No. o8-4! be
adopted and the Mayor and clerk be authorized to sign same, "Reso-
lution Adopting Personnel Policies Revised February, 1968."
AYES: Councilmen Henderson, Crook, Norgard, Hill and Mayor Scotto.
NOES: None.
ABSENT: None.
The Police and Fire Department manuals of procedure and policies
will be furnished to the Council.
REQUEST FROM DOWNTOWN
MERCHANTS ASSOCIATION
(SIDEWALK DAYS SALE),
City Manager read a letter dated April 28, ]968, from the Downtown
Merchants Association requesting permission to use one-third of the
downtown sidewalk area on July 5th and 6th for a sidewalk sale.
On a motion by Councilman Crook, seconded by Councilman Norgard,
was unanimOusly carried the request from the Downtown Merchants
Association be granted to use one-third of the sidewalk area on
July 5th and 6, 1968, for a sidewalk sale.

DISCUSSION OF PROPOSED
CITY INSIGNIA
City Manager reported regarding a proposed change in the City insignia,
a project which was the suggestion of former Councilman Harlowe. A
sketch of an insignia depicting the interests in the area was
distributed to the Council for their consideration. An artist's
rendering of the proposed insignia can be obtained for an approximate
cost of $75. The City Manager explained that the insignia, if
approved, would be used in city equipment, letterheads and later

considered for adoption as the City seal.

The City Manager read a letter from Ernest E. Harris dated May 14,
1968, requesting exemption from parking requirements to construct
deck in the rear of his place of business located at 145 East
Church. City Manager explained the request complies with the
procedure set forth in the zoning ordinance.
Councilman Henderson made a motion, seconded by Councilman Hill to
grant the request for exemption from parking requirements by Ernest
E. Harris to construct an outdoor deck for recreational purposes at
145 East Church, use to remain the same as proposed in the letter
dated May 14, 1968.
Council agreed to hold the motion in abeyance until the next meeting
after discussing the type of activities proposed to be conducted
and the resulting noise.

On a motion by Councilman Crook, seconded by Councilman Norgard, it
was unanimously carried the Clerk be authorized to call for bids for
installation and removal of airport lighting facilities and for
runway and taxiway painting at the Municipal Airport, bids to be re-
ceived prior to 2.-00 P.M. June 11, 1968.
REVISION OF DISTRIBUTION OF
CIGARETTE TAX DISCUSSED
The City Manager reviewed the effect the proposed revision of the
law governing the distribution of the cigarette tax would have on
the City as well as other cities in the state. A telegraph from the
committee for retention of the 1967 cigarette tax law requested City
support and representation at a meeting in Sacramento prior to the
Senate Committee Meeting on Revenue and Taxation on May 16th. The
City Manager requested Council position on the matter.
On a motion by Councilman Crook, seconded by Councilman Norgard, it
was unanimously carried to support the opposition to the revision of
the law governing the distribution of the cigarette tax and to so
notify the legislators and the other cities in Mendocino County.
REQUEST FROM TREASURER
The City Manager distributed reports prepared by the Treasurer and
noted his comments suggesting a change in the method of reporting to
eliminate unnecessary duplication of reports by the Finance Director
and the Treasurer.
REQUEST FOR ADVANCE OF UNEARNED
SICK LEAVE (WILLIAM TIERCE)
The City Manager reported receipt of a request from the Director of
Public Works for advance of seven days unearned sick leave for
employee, William Tierce. The employees' accrued sick leave has
been exhausted due to nece6sary time off for an operation resulting
from an off duty injury, ity Manager reported there has been no
abuse of sick leave time o~ the part of the employee and recommended
the request be granted.
On a motion by Councilman Norgard, seconded by Councilman Crook, it
was unanimously carried to advance seven days unearned sick leave to
William Tierce as set forth in the memorandum from the Director of
Public Works dated May 13, 1968.
FORWARD UKIAH COMMITTEE
The City Manager read a memorandum from the Planning Commission
dated May 15, 1968, reporting that a representative from the Forward
Ukiah Committee had requested the cooperation of the Planning Commission
and Council toward developing a general plan for Ukiah and its
environs. Since the request was for a regional approach to planning,
the Planning Commission requested Council expression of its desires
in this matter. Council asked to be furnished with the original
recommendations made by the Forward Ukiah Committee, said recommenda-
tions to be obtained and furnished to the Council by Councilman Hill.
City Manager to check with group involved and the County to see what
is expected of the Council.

(ASSISTANCE IN EMERGENCY FARMER LOANS)
The City Manager read a letter dated May 13, 1968, from the Farm
Advisor acknowledging receipt and thanks to the Council for their
concern over the plight of the farmers in the area for crop damage
as set forth in Resolution No. 68-44, "Resolution Requesting United
States Department Of Agriculture To Assist In Making Available
Emergency Farmer Loans", adopted by the Council on May 1, 1968.

COUNCILMAN HENDERSON
Councilman Henderson asked for progress report on the swimming pool
v~ork and the City Engineer reported the work will likely be completed
by the first or second week in June.
COUNCILMAN CROOK
Councilman Crook asked about the delay in getting the sprinkler
system installed in the triangle at the park. The City Engineer
explained what has been done in this regard and the reasons for the
delay.
Councilman Crook inquired about the application for State Airport
Assistance Funds, Fiscal Year 1969-70 which was due May 15th.
City Manager reported that the preliminary application had been
filed this date and that a further detailed report will be supplied
prior to final consideration by the Aeronautics Board. Councilman
Crook questioned whether the Airport Commission had approved the appli-
cation and the City Manager stated that this was presented to the
Commission prior to the application previously submitted for 1968-69
funds.
COUNCILMAN NORGARD
Councilman Norgard expressed concern over the potential water short-
age due to the constantly falling water level in the main stream of
the Russian River, and requested Council action directing the Director
Of Public Works to conduct a study to examine the meaning of the static
level drop and its effect on the City.
On a motion by Councilman Norgard, seconded by Councilman Hill, it
was unanimously carried to authorize the Director of Public Works to
solicit outside help in conducting a study as to the reasons for the,--
static level drop and what possible remedial measures can be taken.
COUNCILMAN HILL
Councilman Hill asked if each employee could be furnished with infor-
mation from the insurance company setting forth the employees'
hospitalization coverage. The City Manager explained that this has
been arranged for and will be forth coming.
MAYOR'S PROCLAMATION - BUDDY POPP.IES
The Mayor's Proclamation urging all citizens to buy and war Buddy
Poppies on the days set aside for their distribution in the City of
Ukiah was read by the City Manager and proclaimed as such by the
Mayor.
MAYOR'S PROCLAMATION
NATIONAL REALTY WEEK
Mayor Scotto proclaimed the week of May 19 to 25, 1968, as National
Realty Week in the city.
FIESTA PARADE
The City Manager reported the Council will be advised when and where'--~
to report for the Fiesta Parade scheduled Saturday, May 18, 1968.
ADJOURNMENT
There being no further regular business, Mayor Scotto declared the
meeting adjourned at 10:32 P.M. to reconvene to a Personnel Session.
