MINUTES OF THE ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE
CITY OF UKIAH AUGUST 27, 1968
The City Council convened in adjourned regular session in the
Council Chambers at 7:00 P.M. with Mayor Scotto, Councilmen
Henderson, Crook, Norgard, and Hill present.

It was moved, seconded and unanimously carried Vice-Mayor Henderson
be elected City Clerk pro tempore in the absence of the City Clerk.
DISCUSSION OF PERSONNEL RECOMMENDATIONS
Attorney Timothy W. O'Brien, representing the Police Officers Assoc-
iation was present and further clarified the basis of the Associa-
tion's request for a 15% salary increase. Individual members of
the Council asked questions and stated opinions and arrived at the
conclusion that the request before them could be best handled by
considering the entire personnel program as a unit rather than
considering departmental requests individually.
In the discussion, it was clearly pointed out by the Council that
major financing problems were present and necessarily must be
considered by the Council. A suggestion that, excluding the posi-
tions of Library Director, Assistant Library Director, all employees
recommended for special consideration and fringe benefits, that the
following program be considered for approval by the Council~
l) 2½%' salary increase be.granted to all employees contained
in the City Manager's recommendation for Employee Group 1 & 2.
2) A 5% salary increase be granted to employees not included
in Point 1 above and extending through Range 32 of the salary
schedule dated July 26, 1967.
3) All employees assigned in Range 33, Step A or above in the
salary schedule dated July 26, 1967 be granted 2TM
~% increase.
4) On a motion by Councilman Hill, seconded
it was unanimously carried to adopt the
above.

Prior to the vote on the above question, Attorney O'Brien requested
a clarification of the Council salary policy and was advised that
the policy necessarily must be effected by the conditions in exist-
ence at the time a salary decision must be made and that it was not
the intent of the present Council to commit itself to an inflexible
program for future decisions.

There being no further business, Mayor Scotto declared the meeting
adjourned.
