HomeMy WebLinkAboutMin 10-23-68IvlNUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH CCTOBER 23~. 1968 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Scotto, Councilmen Henderson, Crook, Norgard and Hill present. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Norqard, it was unanimously carried the minutes of the meeting of October 9, 1968 be approved as submitted by the Clerk ...... PAYROLL WARRANTS On a motion by Councilman Hill, seconded by Councilman. Henderson, it was unanimously carried Payroll Warrants #248 to #271 inclusive and #13,043 to #13,179 inclusive for the period of October 1st through October 15, 1968, be approved in the total amount of $43,173.35. GENERAL WARRANTS On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried General Warrants #5846 to #5969 inclusive in the total amount of $80,889.18 be approved and ordered paid. DISCUSSION OF PROPOSED RESOLUTION AMENDING NCPA JOINT POWERS AGREEMENT A proposed resolution amending Northern California Power Agency Joint Powers Agreement as recommended by the Agency was read in full and changes therein explained by the City Attorney. Action was deferred until receipt of a copy of the resolution as approved by the Agency. RES. NO. 69-29 OPPOSING PROPOSITION 9 On a motion by Councilman Norgard, seconded by Councilman Hill, it was unanimously carried Resolution No. 69-29 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Opposing Proposition 9". PUBLIC MEETING RE PROPOSITION 9 The City Manager reported a public meeting has been scheduled by the local realty board Tuesday, October 29, 1968, 7:30 P.M. at the Fairgrounds Home Arts Building to discuss the pros and cons of Proposition 9. Speaking for Proposition 9 will be the Assessor of Tehama County and speaking against the Proposition will be Mr. Mel Morris, California Taxpayers Association or Mr. Norm Woodbury, California Municipal Utilities Association. RES. NO. 69-30 OPPOSING SECONDARY BOYCOTT OF CALIF. TABLE GRAPE INDUSTRY On a motion by Councilman Norgard, seconded by Councilman Crook, it was unanimously carried Resolution No. 69-30 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Opposing Secondary Boycott Of California Table Grape Industry". APPROVAL OF LEASE OF CITY PROPERTY TO E. B. KNAPP DBA PAT'S CLEANERS The City Attorney read a proposed parking lot lease of City property on Main Street to E. B. Knapp, dba Pat's Cleaners. He read that section of the Parking District resolution pertaining to competing facilities and stated, in his opinion, the proposed lease would not be in violation of the Parking District Covenants. It was also recommended that the proceeds of said lease go into the Parking 165 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 23, 1968 - PAGE 2 District Fund. After a review of revenue earned in the adjacent parking lot and the potential of subject lot, the City Attorney requested Council determination of a monthly rate, if approval was to be considered. Council agreed to the $30 per month rate offered by Mr. Knapp. On a motion by Councilman Henderson, seconded by Councilman Hill, it was unanimously carried to approve the lease of City property on Main Street to Mr. E. B. Knapp and the Mayor and Clerk be authorized to sign same. DISCUSSION OF AMENDMENT TO ORDINANCE RE STORAGE OF VEHICLES ON CITY STREETS The City Attorney reported receipt of a memo from the Police Chief regarding storage of vehicles on City streets more than 72 hours. The present City ordinance sets forth a 120 hour limit for continuous vehicular parking on City streets. City Attorney read Section 22652 of the Vehicle Code which sets forth a reduction of this limit to ]2 hours. The request for Council consideration was to have the City ordinance conform to the Vehicle Code requirement. The City Attorney was ~nstructed to prepare an amendment to the ordinance as requested. R.EQUEST FROM MOTEL ASSOC. BY CHAMBER OF COMMERCE Mr. John Kohagen, President of the Greater Ukiah Chamber of Commerce distributed letters to the Council stating the Ukiah Hotel-Motel Association has recommended the adoption of a 5% room occupancy tax to replace the present 4% tax, with the further recommendation that the increase be used for additional promotion and advertising for the City through the Chamber of Commerce. The following motel owners were present and spoke in favor of the aforementioned proposal: Mr. Bill Youngblood, President, Motel Assoc., Holiday Lodge Mr. Charles Huffman, Crest Motel, South Highway Mr. Frank Kampton, LaSalle Motel, South Highway Mr. Charles Lewis, Vice-President of the Chamber of Commerce was also present and spoke in favor of the proposal. After discussion by the Council, it was requested that a specific proposal with additional facts, be presented to the Council for their consideration at the next meeting. MAYOR'S PROCLAMATION-"MENDOClNO COUNTY WINE FESTIVAL WEEK" The Mayor declared the week of October 28th to November 2nd as "Mendocino County Wine Festival Week'l. To spark further interest in this regard a grape and wine display contact is being sponsored by the Wine Festival Committee of Mendocino County which consists of the North Coast Grape Growers, interested businessmen, and the Farm Bureau. REPORT OF NCPA MEETING Councilman Crook reported on the NCPA meeting which he attended with the City Manager and City Attorney on Monday, October 21st in Sacra- mento. Secretary of Interior Udall with staff members from his Washington and Sacramento offices; PG&E Chairman of the Board, Robert Gerdes, several Vice-presidents, and engineering staff; and three Congressmen were also in attendance at this meeting. Council- man Crook stated that even though there appears to be no direct benefits to the cities as yet, it does appear that progress is being made. Representatives of PG&E met with the representatives of NCPA on this date and according to information received in a letter re- garding this meeting, it appears to have been a productive meeting. 1' {.:; {:; ~IINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 23, 1968 - PAGE 3 It is hopeful that this joint action will lead .to a program of future power supply for the agency and for PG&E which will be of mutual benefit. DISCUSSION OF RESOLUTION OF BOARD OF SUPERVISORS RE TERMINATION OF AIR SERVICE TO SANTA ROSA City Manager read Resolution No. 68-200A adopted by the County Board of Supervisors October 1, 1968 which supports Sonoma County's resolution with regard to termination of air service to Santa Rosa and northern California cities of Eureka and Crescent City. City Manager was directed to obtain Sonoma County's resolution to de- termine if action should be taken by the Council in this regard. SALES TAX MEETING SCHEDULED City Manager distributed memos to the Council regarding a sales tax meeting scheduled November 7th with the County and other incorporated cities in the County. COUNCILMAN CROOK Councilman Crook referred to the County Auditor's report pertaining to City fire and water tax rates. City Manager will check this. COUNCILMEN NORGARD & CROOK Councilmen Norgard and Crook reported on the League of California Cities meeting which both attended in Los Angeles. Of particular interest was a speech made by the Mayor of Milwaukee on urban renewal. Revenue and taxation for cities and means of getting these revenues was discussed on a projected four to five year basis. It was ...... suggested that the City project its revenue and expenditures for this period of time in advance so that there may be some guidelines in the future for advanced planning. -~ MAYOR SCOTTO Mayor Scotto asked the possibility of a sign on Helen Avenue indica- ting that this is a dead end street. City Manager stated this would be discussed at the Traffic Committee meeting scheduled Fr. iday. Mayor Scotto requested support and cooperation of the Girl Scout Fund Drive October 15th through Qctober 31st. MAYOR'S PROCLAMATION - BARBERSHOP HARMONY WEEK In response to a request from the Ukiah Chapter of S.P.E.B.S.Q.S.A., the Mayor proclaimed the week of November lOth to 16th as "Barber- shop Harmony Week" in Ukiah.
