HomeMy WebLinkAboutMin 11-27-681.77 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 27, 1968 The City Council convened in regular session in the Council Chambers at 8:03 P.M. with Vice-Mayor Henderson, Councilmen Crook, and Hill present. Mayor Scotto and Councilman Norgard were absent. APPROVAL OF MINUTES On a motion by Councilman Hill, seconded by Councilman Crook, it was unanimously carried the minutes of the Special Meeting of November 19, 1968 and the Regular meeting of November 20, 1968 be approved as submitted by the Clerk. SPECIAL WARRANTS On a motion by Councilman Crook, seconded by Councilman Hill, it was unanimoUsly carried Special Warrants #6505 to #6107 inclusive in the total amount of $286.25 be approved and ordered paid. GLEN BURGER TRAILER REMOVED (WAUGH LANE) The City Attorney reported that the Building Official has verified the fact that the trailer located on the Glen Burger property on Waugh Lane has been removed from said property as previously requested by the Council. WAUGH LANE IMPROVEMENTS The City Manager was asked about the proposed improvements on Waugh Lane and the agreement with Mr. Burger in thi:s regard. The Council was advised that according to a verbal agreement with Mr. Burger, the owner of a large portion of the porerty in the area, he agreed to install curb and gutter if the City could put in the drain line in the then existing open channel with the general understanding that street improvements could be completed after the construction of curb and gutter. Mr. Burger has been contacted several times, but no schedule exists of getting the work done. City Manager will check into the matter to determine what can be done in this regard. APPROVAL OF ZONE VARIANCE APPL. NO. 69-3 - OPAL B. FREESTONE (FAMILY CARE HOME) City Manager reviewed Zone Variance Application No. 69-3 by Opal B. Freestone to permit a family care home for three guests at 1106 South Helen, zoned R-1. Pictures of subject property were distributed to the Council and Planning Commission minutes dated November 7, 1968 and Planning Commission Resolution No. 69-5 recommending granting the variance with the following stipulations was also reviewed: l) That variance be limited to applicant during her occupancy of this particular property. 2) That variance be limited to three elderly guests. 3) That use be definitely for a family care type home. Council concurred with the Planning Commission in the decision but requested that the normal fire inspection of the premises be made prior to the granting of the application, if this has not already been done. On a motion by Councilman Crook, seconded by Councilman Hill, it was Unanimously carried to approve Zone Variance Application No. 69-3 by Opel B. Freestone to permit a family care home for three guests at 1106 South Helen Avenue as recommended by the Planning Commission. 178 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 27, 1968 - PAGE 2 SKYMARK AIRLINES City Manager read a letter from Skymark Airlines indicating their desire to initiate scheduled air service between Ukiah and San Francisco. A reply has been given to the company indicating an interest in the proposed service but asking for specific information prior to the establishing of a new service. As soon as said informa- tion is available, meetings will be arranged with the company repre- sentatives to work out further details of the proposed service. COUNTER PROPOSAL FROM COUNTY RE SALES TAX City Manager read a letter dated November 25, 1968 which had been previously sent to the Council requesting consideration of a pro- posal to phase out, over a 2½ year period, the distribution of the sales tax between County and City. Excerpts from the minutes of the Board of Supervisors was read by the City Manager which set forth their action in this regard. The results of the committee meeting at which the County and the incorporated cities in the County were present was discussed by the Cou~l. It was pointed out that this proposal was mentioned at said meeting but was not presented as a proposal at that time. It was also pointed out that a concession was made on the part of the City at this meeting with the agreement to postpone the effective date of the sales tax collection to July 1, 1969 instead of January 1, 1969. This con- cession would result in a loss of revenue to the City in the amount of $10,000. In view of the City's position with the other cities, particularly Willits, as well as the absence of other Councilmen, action.on this proposal was postponed one week. City Manager was directed to contact Willits to get their thinking in this regard. The City Attorney was instructed to have an ordinance prepared at the next meeting for consideration as an urgency ordinance in the event of disagreement with the counter proposal. CITY-COUNTY RELATIONS As a result of the reference to the subject in the minutes in the Board of Supervisors meeting, the City Manager explained the formula for payment to the County of the fees for Justice Court fines. ~ proposal to discuss fees and other matters connected with Justice Court operation has been presented to the Judge by the City Attorney but as yet there has been no reply. The City Manager reported there is a meeting scheduled Wednesday, December 4, 1968 with the County Administrator to discuss the dog pound operation after which a specific recommendation will be ready for Council consideration. THE VICE-MAYOR DECLARED A RECESS AT THIS POINT - 9:13 P.M DISCUSSION OF OVERNIGHT PARKING ON CITY STREETS The City Manager reported the Police Department has completed the survey to determine the location of cars parked on the city streets overnight. The report set forth no pattern and indicated fewer vehicles parked overnight than anticipated. The Council's concern in this regard was one of safety and the potential nuisance problem which exists during early morning warm ups of the vehicles. The City Manager was directed to investigate the possibility of coopera- tion of the owners of the involved vehicles before any legislation is enacted which would establish a truck route or prohibit overnight parking of such vehicles within the City. UKIAH-MENDOCINO LIBRARY The City Manager reported that the Library Consultant has been con- taced and briefed on the special meeting held with the Library Board of Trustees so he is generally aware of what is currently expected. 1.79 HINUTES OF THE HEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 27, 1968 - PAGE 3 PERSONNEL EVALUATION PROGRAM The City Manager reported the personnel evaluation program which began at the time of the revision of the Personnel Policies will start next week with a scheduled meeting of involved personnel. The evaluation will be completed prior to January 1, 1969 and each six months thereafter. MEETING WITH REPRESENTATIVES OF MASONITE CORPORATION The City Manager explained that the City has been running experiments for Masonite Corporation to determine if their waste materials can be introduced into the sewage treatment plant. It has been determined that the industrial waste is creating a problem. A meeting is scheduled Monday, December 2, 1968, with Masonite Corporation repre- sentatives to discuss alternate ways of handling some portion of Masonite waste in a manner that will not penalize any of the agencies concerned. Council will be advised of the results of the meeting. DEPUTY APPOINTED BY CITY TREASURER City Manager reported the City Treasurer has appointed a deputy to act at any time she is not on duty. GOLF COURSE - SECOND NINE HOLES City Manager reported the status of the project of the second nine holes at the golf course. City personnel has been working on the deeds to gain the easements necessary, but only a limited amount of work has been done at the site becasue of inclement weather. It appears that it will be January , 1969 before bids will be called for materials as per agreement. City Manager also reported on the proposed golf cart storage shed. The material donated was given to the golf course; not the club. The City Manager recommended that the Council consider this project as one to be built, owned and operated by the City. Cost figures on this basis will be available for Council consideration next week. COUNCILMAN CROOK Councilman Crook stated that he thought the Christmas lights should be up by the first of the week. The time schedule on this project will be verified. Councilman Crook stated he noticed dead trees being cut in McGarvey Park, causing it to look rather bare. He asked if plans for McGarvey Park had been received from the Beautification Committee. City Manager reported it was his understanding that plans are underway, but perhaps will not be presented until next spring. Councilman Crook reported that he had been asked if the Council has given full consideration to the fact that the site selected for the library is the correct choice. COUNCILMAN HILL Councilman Hill reported on the Local Agency Formation Commission meeting he and the City Attorney recently attended in San Francisco. The League of California Cities is taking a close look at LAFCO and how it can benefit the State of California. It was reported that five annexation proposals which were presented and acted upon was of particular interest.
