State money is available to the County to develop the type facility
shown on the plot plan reviewed by the City Manager. Federal monies
in a like amount are anticipated. City Manager met with a committee
appointed by the Board of Supervisors to review and determine if the
Council would consider the matter of maintenance and operation of the
proposed facility and if so on what basis. It was pointed out that the
City has acquired an additional park site since this proposal originated
and this would be a higher priority project. The Council indicated
general agreement in their interest but questioned the advisability
of incurring the additional expense which would result. City Manager
was directed to advise the Board of Supervisors of Council interest
and belief that the area has a potential as proposed, to determine
the Board's thinking regarding the possibility of making a connection
between Haple Street and the proposed area, and the possible use of
the area 24 hours a day with restrictions which may be imposed.
FURTHER ACTION RE
WESTERN PIPE CASES
City Manager reported receipt of the first installment on notes
which is a partial settlement in the Western Pipe Cases. The
$332.95 installment is the first of a seven year progress payment
in the total amount of $1415.62 which the City will receive.
RECOMMENDATION FROM RECREATION & PARKS
COMMISSION (VlNEWOOD PARK)
City Manager referred to the Recreation and Parks Commission
minutes in which "Vinewood Park" was reported as the name for
the newly acquired City park selected by the committee for this
purpose. The Recreation and Parks Commission concurred in this
suggestions and a letter confirming this will be forwarded
separately to the Council for their consideration. Said committee
is active and will continue to do additional work on preliminary
development in the park.
MEETING WITH WlLLITS
COMMITTEE RE SALES TAX
Council representatives and the City Manager met with the City of
Willits committee to discuss the counter proposal made by the County
regarding the phasing out of the sales tax over a 2½ year period
of time. As a result of the discussion the two cities present
were in agreement that the counter proposal made by the County was
not an agreeable solution and it was the intent to advise the County
that the two cities intend to adopt an ordinance to become effective
July 1, 1969 to retain the full 100% of the 1% city sales tax. City
Manager was directed to so advise the Board of Supervisors.

QUARTERLY MEETING
City Manager distributed to the Council notices of the Redwood
Empire Division League of California Cities Quarterly meeting
which will be held in Vacaville on January 11, 1969.

MAYOR SCOTTO
Mayor Scotto remarked that he noted in a recent issue of the Press
Democrat that a local Probation officer had stated the rates
charged at the city swimming pool are too high.
Mayor Scotto asked who made the decision to cut the trees in
McGarvey Park and was advised this decision was made by the
City Manager
ADJOURNMENT
There being no further regular business, the Mayor declared the
meeting adjourned at 9:52 P.M. to reconvene in a personnel session.
