HomeMy WebLinkAboutMin 12-11-68184 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER ll, 1968 The City Council convened in regular session in the Council Chambers at 8:01 P.M. with Mayor Scotto, Councilmen Crook, Norgard, and Hill present. Councilman Henderson and the City Attorney were absent. APPROVAL OF MINUTES On a motion by Councilman Norgard, seconded by Councilman Hill, it was unanimously carried the minutes of the meeting of December 4, 1968 be approved as submitted by the Clerk. SPECIAL WARRANTS On a motion by Councilman Hill, seconded by Councilman Norgard, it was unani'mously carried Special Warrants#6116 to #6120 inclusive, in the total amount of $313.57 be approved and ordered paid. TRAILERS PARKED ON CITY STREETS The C of th to pr gives furth non-c ity Manager reported that the City Attorney had, at the request e Police Department, examined the existing ordinance pertaining ohibition of trailers parked on city streets and found that it said department sufficient enforcement authority. ~t was er explained that citations would be issued only in cases of ompliance after notification of violation. DISCUSSION RE GOLF CART STORAGE FACILITIES City Manager reviewed cost estimates for construction of golf cart storage sheds as prepared by the engineerin9 department. The esti- mated total cost for a metal building is $5400 and $6200 estimated total cost for a wood frame building. COUNCILMAN HENDERSON ARRIVED AT THIS POINT - 8:05 P.M. City Manager presented figures to ammortize the debt over a five year period of time with the accrual of surplus funds for golf course improvements. It was generally agreed by the Council that the monthly rental rate previously discussed was low and that the rate charged for storage rental should be higher than that charged to golfers who use carts but store them elsewhere. Discussion followed as to whether the City will undertake this project or whether it would be advisable for the Men's Golf Club to build the sheds according to City specifications and operate the project as originally presented by said club. The City Manager was directed to have the Recreation and Parks Commission and the Men's Golf Club jointly develop opinions of the projects and suggest a course of action for Council consideration. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER ll, 1968 - PAGE 2 1'85 D I SCUSSi ON OF LEAGUE ACT I ON RE DANGEROUS DRUGS City Manager reported receipt of a resolution adopted by Southern California cities pertaining to closing of the border to minors unless accompanied by an adult or parent becasue of the narcotics and dangerous drugs getting into California through this source. The League office has advised this matter is being discussed and the City Manager recommended that the Council not consider any specific action until results of the League investigation are available. INVITATION FROM UKIAH VALLEY TRAP CLUB The City Manager read a letter from the Ukiah Velley Trap Club inviting the Council to attend their annual turkey shoot on December 15th and examine the facilities constructed to date. REQUEST FROM 2015 CLUB City Manager reported members of the 2015 Club have requested that their contract be revised to permit use of shotguns. On a motion by Councilman Crook, seconded by Councilman Norgard, it was unanimously carried to authorize the preparation of a rider to the lease agreement with the 2015 Club as requested and for subsequent consideration by the Council. GLEN BURGER CURB & GUTTER City Manager reported a letter has been written to Glen Burger re- questing that he comply with his agreement with the City to install curb and gutter along his property on Waugh Lane. RECOMMENDATION FROM RECREATION & PARKS COMMISSION (VINEWOOD PARK) City Manager distributed to the Council a letter from the Recreation and Parks Commission recommending that the newly acquired park site be named "Vi newood Park". SALES TAX The City Manager advised that the Willits Council has taken the same position regarding the sales tax as Ukiah. Fort Bragg and .Point Arena have been advised of Council action in this regard, however, there has been no acknowledgment. LIBRARY CONSULTANT An appointment with the Library Consultant is scheduled Friday, December 13, 1968 to discuss with him the recent action taken by the Council and the Library Board. CORRESPONDENCE: HAINES & TATARIAN City Manager reported receipt of a letter from the Architects, Haines & Tatarian, stating they had read in the Daily Pacific Builder that the site for the proposed library had been chosen and that their firm were the architects selected. They stated they were aware of the problems the city has experienced and thanks us for the publicity. The firm has been brought up to date on this project and advised that the Council has made no committment in this regard. 186' MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER ll, 1968 - PAGE 3 EMPLOYEE EVALUATION PROGRAM The City Manager reported all city departments have been active the past week with the evaluation program. This program is some- thing new for all concerned but it is being entered into on a serious basis which will result in much useable information. COUNCILMAN HENDERSON Councilman Henderson reported he will be out of town next week. COUNCILMAN CROOK Councilman Crook asked if the determination has been made regarding City owned property and Ford Gravel property. This matter has not been concluded as there are differences of opinion regarding the property lines, however, a meeting with the property owner will be scheduled to complete this project. Councilman Crook requested that the recommendation regarding the naming of the park be placed on the next agenda. Councilman Crook extended seasons greetings to Councilman Henderson who will be on an extended trip during the Christmas season. COUNCILMAN NORGARD Councilman Norgard referred to the.Airport Commission minutes and asked for explanation of the problem regarding installation of the lights. This was explained by the Director of Public Works. Councilman Norgard asked if the County has advanced any further information pertaining to the proposed park and was advised that a letter has been written to the Board of Supervisors in this regard but there has been no acknowledgment. COUNCILMAN HILL Councilman Hill asked the latest developments on the interested airlines proposing to come into Ukiah and was advised there is no additional information at this time. MAYOR SCOTTO Mayor Scotto reported attending a recent Fire Department dinner where various awards were made to members of the department. Awards given and recipients of the awards were reported to the Council. Mayor Scotto reported that as a member of the Personnel Committee for the League of California Cities, he would be attending a meeting in Berkeley on Wednesday, December 18th at which time Senate Bill 1228 will be discussed. ADJOURNMENT There being no further business, the Mayor declared the meeting adjourned at 9.' 55 P.M. to reconvene in Personnel session. MAYOR ATTEST: CITY CLERK
