The City Council convened in regular session in the Council Chambers
at 8:03 P.M. with Mayor Scotto, Councilmen Norgard and Hill present.
Councilmen Henderson and Crook were absent.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman Hill, it
was unanimously carried the minutes of the meeting of December 11,
1968, be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Hill, seconded by Councilman Norgard, it
was unanimously carried Payroll Warrants #345 to #370 inclusive and
#13,593 to #13,732 inclusive for the period of December 1st through
December 15, 1968 be approved in the total amount of $43,802.12.
GENERAL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Hill, it
was unanimously carried General Warrants #6121 to #6239 inclusive
in the total amount of $82,231.63 be approved and ordered paid.
RES. NO. 69-34 NAMING NEW
PARK SITE "VINEWOOD PARK"
On a motion by Councilman Norgard, seconded by Councilman Hill, it
was unanimously carried Resolution No. 69-34 be adopted and the Mayor
and Clerk be authorized to sign same, "Resolution Of The City Council
Of The City Of Ukiah Naming New Park Site I'Vinewood Park".
BILL Y. TAKAO CLAIM
FOR DAMAGES DENIED
The City Attorney reviewed the claim filed by Bill Y. Takao claiming
damage to his grape vineyard along Hastings Road at the time the
City sprayed weed killer along the railroad adjacent to his poperty.
It was recommended the claim be denied.
On a motion by Councilman Norgard, seconded by Councilman Hill, it
was unanimously carried the claim of Bill Y. Takao in the total
amount of $2,000 be denied.
R.S. DAVIS CLAIM
FOR DAMAGES DENIED
The City Attorney reviewed the claim filed by R. W. Davis for damage
to his fence at the time the Fire Department was burning vacant lots
adjacent to his property. It was recommended the claim be denied.
On a motion by Councilman Hill, seconded by Councilman Norgard, it
was unanimously carried the claim of R. S. Davis in the total
amount of $368.12 be denied.
APPROVAL OF FIRST AMENDMENT
TO 2015 CLUB LEASE
'First Amendment to the lease with the~2015 Club was read in full
by the City Attorney which, if approved, would permit the use of
shotguns and delete the red flag.requirement and require that a
sign on the premises be erected.
On a motion by Councilman Norgard, seconded DY Councilman Hill, it
was unanimOusly carried the First Amendment'0 Lease With 2015 Club be
approved and the Mayor and Clerk be authorized to sign same.

LITIGATION - WATER METERS
The City Attorney reported he had been advised of a litigation by
two California public districts and three California cities with
five meter companies over price fixing in the sale of water meters.
This is a class action which means that if the court approved this
action, at sometime in the future the City will have an opportunity
to join this group for demands if the Council considers it worthwhile.
The Council will be. kept advised in this regard. ~ ......
LIBRARY CONSULTANT
City Manager distributed to the Council, memorandum relating to
the recent discussion held with the Library Consultant regarding the
position adopted by the City Council and the Library Board of Trustees.
At. the time his requested opinions are received, the Council will be
advised.
BUDGET REVISION
City Manager reported budget revision proposals will be ready for
consideration by the Council in danuary.
APPROVAL OF STORM DRAINAGE EASEMENT
RELEASE (GEORGE CARMICHAEL ET UX)
City Manager read a memorandum from the City Engineer dated
November 22, 1968 regarding a storm drainage easement from Georqe
Carmichael et ux and recommending a relinquishment of a portion'of
the easement as per a request received from Mr. Carmichael and as
provided for in the agreement. City Manager read the storm drainage
easement release and recommended the relinquishment be authorized by
the Council.
On a motion by Councilman Norgard, seconded by Councilman Hill, it
was unanimously carried to approve the storm drainage easement
release between the City and George Carmichael et ux and the Mayor
and Clerk be authorized to sign same.
CORRESPONDENCE: DISCUSS ION
TO BE HELD AT LEAGUE
MEETING IN VACAVILLE
City Manager reported a communique has been received from the Mayor
of Eureka regarding a matter that will be discussed at the business
session of the Redwood Empire Division League Meeting in Vacaville
January 11, 1969. At that time a determination will be made of the
manner in which,a treasury can be established to pay travel subsistence
for guest speakers at Redwood Empire Division League Meetings from
time to time.

COUNCILMAN NORGARD
Councilman Norgard'-asked if there'had been any reply to~ Council
action regarding the drainage problem south of town and was
advised that there had,been one call protesting;'the City's posi~ion.

COUNCILMAN HILL
Councilman Hill stated he had received a complaint regarding the
nuisance created by a truck parked on the city streets and asked
what had been doneabout the project. City Manager advised there
was no recommendation at the present time as there were problems
still to be worked out.

Mayor Scotto declared the meeting adjourned at 8:45 P.M. to reconvene
in a personnel session.
