MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
FEBRUARY 12, 1969
The City Council convened in regular session in the Council
at 8:01 P.M. with Mayor Scotto, Councilmen Henderson, Crook,
Hill present. Councilman Norgard was absent.

CONTROL OF WATER COURSES
The City /~ttorney reported the discussion regarding the control of
water courses will be continued at the time of a full Council in
two weeks.
REQUEST & AUTHORIZATION TO CALL
FOR BIDS FOR GOLF COURSE MATERIALS
The City Manager reviewed the specifications for materials for the
first stage of the sprinkler system for the second nine holes at the
golf course and requested bid call opening on March 4, 1969 at 2:00

asbestos pipe, caste iron fittings and valves, automatic electric
sprinkler controllers, and electric valves, bids to be received prior
to March 4, 1969 at 2:00 P.M.
LIBRARY CONSULTANT
City Manager reported that the Library Consultant has advised that
he still had definite reservations but feels that the decision of
the Council and the Library Board on the initial size of the new
building with provisions for expansion may be done and eligibility
for grant money retained. He has set the week of February 24, 1969,
for the submission of his report modification.
The retention of an architect was discussed, since March 15, 1969 is
the deadline for the submission of application for federal grant and
certain work by the architect is required as a part of the application.
The City Manager was instructed to update the architect's proposal
and determine if the deadline can be met for consideration by the
Council at the next meeting.

APPROVAL OF MAINTENANCE AGREEMENT
WITH DIVISION OF HIGHWAYS
City Manager reviewed in detail the maintenance agreement between the
City and the Division of Highways which set forth a change in the
maintenance of the traffic signals and street lights at the signal
crossings on State Street. The City will maintain the signals, thus
reducing the cost and the state will reimburse us for ½ the cost.
The State will reimburse the City in full for the cost of sweeping
on the State highway and this amount has been adjusted upward to
cover the City's cost. The City Manager recommended approval of
the contract.
On a motion by Councilman Crook, seconded by Councilman Hill, it
was unanimously carried the Agreement for Maintenance of State
Highway in the City of Ukiah be approved and the Mayor and Clerk
be authorized to sign same.
PLANNING COMMISSION REOUESTS DEVELOPMENT
OF TRAFFIC ELEMENT OF MASTER PLAN
City Manager read a letter from the Planning Commission requesting
completion of the traffic element of the master plan and authorizing
a consultant to be hired to accomplish the required work. The
City Manager was instructed to acquire all related information on
this type project and to report back to the Council within four weeks.
PLANNING COMMISSIONER
RESIGNS - PAUL STERN
City Manager read a letter of resignation from Commissioner Paul
Stern thanking the Council for the opportunity of serving on the
Planning Commission.
PLANNIMG COMMISSION CONSIDERS
TRUCK ROUTES
City Manager reported the Planning Commission has discussed the
proposed truck routes to control trucks parking in the residential
areas and it was the thought of the Commission that efforts be
made to contact the violators personally prior to attempting to
establish a truck route. Further report will be given after con-
sideration by the Traffic Committee.
COUNCILMAN HENDERSON
Councilman Henderson reported a hazardous condition on the sidewalk
on Maple Street due to water seepage. The matter will be checked.
COUNCILMAN CROOK
Councilman Crook asked about the summary of airport revenue. City
Manager reported that the report is near completion.
Councilman Crook reported the shrubs in front of the Bath House at
the Park look very good.
COUNC I LMAN HI LL
Councilman Hill reported the Ukiah Development Company is in operation.
Said corporation was organized to help supply capital for new and
existing businesses.
Councilman Hill congratulated the elctric division on the excellent
work done in connection with the accident involving a power pole
on State Street.

PROCLAMATION - COMMUNITY
CONCERT WEEK
Mayor Scotto proclaimed the week of February l0 through February 15
as "Community Concert Week".
ADJOURNMENT
Mayor Scotto declared the meeting adjourned at 9:45 P.M. after
which the Council reconvened in Personnel Session.
