HomeMy WebLinkAboutMin 04-09-69MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 9, 1969 229 The City Council convened in regular session in the Council Chambers at 8:01 p.m. with Mayor Scotto, Councilmen Henderson, Crook, Norgard, and Hi 11 present. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Hill, it was unanimous'¥y-carried the minutes of the meeting of April 2, 1969, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Henderson, seconded by Councilman Norgard, it was unanimously carried Payroll Warrants #525 to #549 inclusive and #14566 to #14692 in tl2e total amount of $46,598.64 and Payroll Warrants #14693 and #146911~ in the total amount of $176.50 for the period of March 16th through March 31, 1969, be approved. SPECIAL WARRANTS On a motion by Councilman Crook, seconded by Councilman Hill, it was unanimously carried Special Warrants #6688 to #6691 inclusive, in the total amount of $17,491.83 be approved and ordered paid. Council agreed. EXATION 68-1 (MUNSON SUBD.) The City Attorney reported the following items had been placed on file regarding Annexation 68-1 (Munson Subdivision): l) Petition signed by 58 residents in the Munson Subdivision and filed with the Clerk March 18, 1969. 2) Affidavits of Genuineness from three registered voters who circulated said petition in Munson Subdivision. 3) Certifications of Sufficiency from the County Clerk and the City Clerk. CALL SPEC SETTI NG D 69-43 DECLARING INTENT TO I AL ANNEXATION ELECTION & ATE FOR PROTEST HEARING On a motion by Councilman Norgard, seconded by Councilman Crook, it was unanimously carried Resolution No. 69-43 be adopted and the Hayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Declaring Intent To Call Special Annexation Election And Setting Date For Protest Hearing". 230. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APR I L 9, 1969 - PAGE 2 DISCUSSION OF PROPOSED ORDINANCE TO CONTROL WATERWAYS The City Attorney reviewed again a proposed ordinance which, if adopted, would control and regular water channels running through the City. The purpose of said ordinance would be to keep garbage and other debris out of the channels and to regulate adequate im- provement of said channels by the property owners. It was pointed out that other cities with similar channel drainage problems have adopted ordinances similar to the one proposed. Council discussion indicated a desire for an ordinance which would encourage improvement of the channels. It was pointed out that any control and regulation of channels would create problems beyond the city limits. Council requested postponement of the matter to the May 7th meeting at which time the matter will again be considered. Inasmuch as a proposed layout of the e and other specific information was not available for ideration, the City Manager and the City Attorney wer~ o meet and confer with Mr. Foote and report back to the PRESENTATION BY ME~..IS' GOLF CLUB Mr. Newell Rawles, representing the Mens' Golf Club, was present in the audience to present to the Council a check in the amount of $11,417.49. This amount covers cost oF materials for sprinkler equipment for the second nine holes at the golf course as per agreement by said club. Included with recommendations from the City Manager were. Requests made by the Police Officers' ~ssociation. Requests made by the City of Ukiah Employees' Association. Individual recommendations from Department Heads. Summary of comparative salaries in various cities as compiled by the League of California Cities. List of City classified employees by departments showing range and step. City Manager suggested the Council read and study information contained in the recommendations and detailed discussions be scheduled at the convenience of the Council, RECESS - Mayor Scotto declared a recess at this point - 9:38 a.m. MINUTES OF THE MEETING OF THE COUNCIL OF THE APRIL 9, 1969 - PAGE 3 CITY OF UKIAH ELECTION OF MAYOR AND VICE-MAYOR Members of the Council retired to an adjoining office in closed personnel session for the purpose of election of a Mayor and Vice-Mayor. Upon their return, Mayor Scotto took the chair. On a motion by Councilman Crook, seconded by Councilman Norgard, was unanimously carried Harold Henderson be nominated Mayor and Cyril Hill be nominated Vice-Mayor for the ensuing year. At this point, Mayor Henderson took the chair and conducted the remainder of the meeting. it COUNCILMAN SCOTTO Councilman $cotto reported that he had met with the committee of Trap Club members and Rogina ~eights residents to work out a solution to the problem of objectionable noise resulting from shooting by the T rap C 1 ub. COUNCILMAN NORGARD Councilman Norgard congratulated Councilman Scotto for work performed ' while serving as Mayor and also extended congratulations to Mayor Henderson in being elected to serve as Mayor for the coming year. COUNCILMAN HILL Councilman Hill requested the City Manager to schedule the aforesaid tour prior to budget discussions. PROCLAMATION - '~WELCOME WAGON WEEK" Mayor Henderson read the proclamation in full and week of April 13-19 as Welcome Wagon Week in Ukiah with a statewide Welcome Wagon Week observance of of Welcome Wagon, Inc. proclaimed the in keeping the 41st anniversary ADJOURNMENT There being no further the meeting adjourned, Ses s i on. regular business, Mayor Henderson declared after which the Council reconvened in Personnel CITY CLERK MAYOR
