City Council convened in regular session in the Council Chambers
:12 p.m. with Cyril Hill, Mayor pro tem; Councilmen Scotto and
ard present. Mayor Henderson and Councilman Crook were absent.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Norgard, it
was unanimously carried the minutes of the meeting of May 21, 1969,
be approved as submitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Scotto, it
was unanimc~usly carried Special Warrant #7010 in the amount of $775.00

CITY ATTORNEY REPORTS
RE 1969 LEGISLATION
Senate Defeats Repeal of 1% Utility. Use Tax Exemption. SB 396 which
would have eliminated an exemption from the local 1% use tax enjoyed
solely by railroads and other utilities, was re-referred to the
Senate Committee on Revenue and Taxation. It appears that the bill
may die in this committee.
Subdivisions. Neighborhood Park Dedication. Emasculation. SB 994
would eliminate-the authoFity of cities to require payment of fees
in lieu of dedication of land for neighborhood park or recreation
purposes. The bill will be heard by the Senate Committee on Business
and Professions on May 29 and the League urged interested city
officials to express their opposition to the members of the committee.
The City Attorney stated that even though the Council does not have
this authority now, he would recommend opposition to said bill.

training every 2 years. The City Manager recommended that we pro-
test this measure since decisions of this type should remain with
the Council, not the State Legislature.
Council agreed that the State Senator be contacted to protest SB 1414,
followed by a letter. The Council directed the City Attorney to
contact the proper legislators to oppose the other bills so recommended
in his report. ......
RESOLUTION DECLARING DETERMINATION
ON ANNEXATION PROTECT
The City Attorney recommended postponement of consideration of the
resolution declaring determination on annexation protest ~Munson
Subdivision) to June 11, 1969 until all members present at the
protest hearing are again present.
AWARD OF BID FOR TRACTOR-LOADER

City Manager reviewed the bids for the tractor-loader as follows
and recommended the award be made to Stevenson Equipment Company,

On a motion by Councilman Norgard, seconded by Councilman Scotto,
it was unanimously carried the bid for the tractor-loader be awarded
to Stevenson~ Equipment Company, Santa Rosa, in the total amount of
$4,111.15.
REPORT OF MEETING WITH COUNTY
RE ANIMAL CONTROL PROGRAM
The City Manager reported he, Councilman Scotto, and other city staff
met with the County Administrator and representatives from Willits
and Fort Bragg to discuss a uniform city and county animal control
program. The proposal as presented would be operated and enforced
by the County at a lower cost than the City now pays with no reduction
in service. Other aspects of the proposal were reviewed in detail
which appeared to be favorable and beneficial to all concerned.
The County Administrator will prepare a basic outline of a contract
agreement and distribute to the cities for their consideration at a
later date.
DISCUSSION OF LEASE AT AIRPORT
TO CAR RENTAL AGENCY
City Manager read the proposed lease for counter space in the Airpor~
Administration Building by a car rental operation. Terms of the
lease have been reviewed with the lessee and appear to be satis-
factory. Said lease will be executed by lessee for consideration
by the Council at the next meeting.
There was general Council agreement that the sign at the airport
entrance should be repaired to be in keeping with the other signs
which are in a good state of repair and also to improve the general
appearance to the entrance of the airport.

REQUEST AND AUTHORIZATION TO CALL FOR
BIDS FOR CONCRETE WORK ON S. DORA & STANDLEY ST.
City Manager reviewed the specifications for asphalt concrete over-
lays on South Dora and West Standley Streets and recommend the
bid call be June 17, 1969 at 2:00 p.m.
On a motion by Councilman Scotto, seconded by Councilman Norgard, it
was unanFm~usly carried the Clerk be authorized to call for bids
for asphalt concrete overlays on South Dora between Clay Street
and Mill Street and Standley Street between State Street and School
Street, bids to be received prior to June 17, 1969, at 2:00 p.m.
PRESENTATION OF RECOMMENDED
1969- 1970 BUDGET
City Manager distributed to the Council the recommended 1969-70
budget and read the City Manager's Budget Message. He reported
it is estimated that there will be a cash balance of $22,998 in the
general fund July l, 1969. This will indicate a $165,000 gain in
the general fund during this fiscal year. The City Manager reported
budget hearings could start at the convenience of the Council.
Council determined budget hearings will begin in two weeks.
PETITION FROM CHERRY
COURT RESIDENTS
City Manager reported receipt of a petition from the residents of
Cherry Court askin~ Council consideration of improvement on that
street. City Mana er suggested and Council agreed that the matter
will be considered at the time general street improvements are
considered by the Council during budget hearings. The petitioners
will be so advised.
MENDO-LAKE CHAPTER OF CALIF.
CREDIT UNION LEAGUE
The City Manager took reservations for Sponsor's Night meeting of
the Mendo-Lake Chapter of California Credit Union League to be held
at the Broiler Steak House on June 5th at 8:00 p.m.

RE INSTALLATION OF
CURB AND GUTTER
City Manager reported receipt of a communique from Northwestern
Pacific Railroad Company indicating their approval to install
curb and gutter along Mason Street as requested and recommending
closing the alley 150 feet west of Clara Avenue.
DISCUSSION OF MEETING
Wl TH MASONITE CORPORATION
City Manager reported meeting with the General Manager of Masonite
Corporation, other representatives, and their engineering consultants
to again discuss their problem of disposal of waste materials, it
was determined to install a temporar~ sewer line to take ~he regular
flow of select waste material for a 0-90 day test period This
will be done at no cost to the City and can be handled by the present
City personnel. At the end of this time the results can be evaluated
to determine whether or not the city treatment plant can handle the
types of waste material being proposed For treatment without a detri-
mental effect. It is understood that should any upset of the treat-
ment process occur during the test period, the need for termination
of the test will be determined wholly by the City with no obligation
to the company.

LAFCO SELECTION COMMITTEE
City Manager reported the Selection Committee for the Local Agency
Formation Commission will meet Monday, June 2nd at 2:45 p.m.
Mayor pro tem will continue to serve as the Council's representative.
SPECIAL GAS TAX STREET IMPROVEMENT
FUND (PROJECTS 42 AND 54)
City Manager reported the State Controller's office has advised
Projects 42 and 54 (Perkins Street right of way and construction)
in the special gas tax street improvement fund are accepted and
their audit considered final.
MAYOR HENDERSON
City Manager reported he had visited with Mayor Henderson in U.C.
Hospital in San Francisco. He will be in the hospital for several
more weeks.
LIBRARY MEETING
City Manager reported a meeting has been arranged with the County
for library discussion June 16th at 10:00 a.m.
COUNCILMAN SCOTTO
Councilman $cotto commended the high school students who conducted
the orderly demonstration from the high school to the Court House.
Councilman Scotto reported the Giorno Park parking lot is in need
of repair. This will be checked.
COtJNCILMAN NORGARD
Councilman Norgard commended the City Manager and the City Engineer
on their negotiations to date with the Masonite representatives
since their efforts could have a favorable result for the District
as well as the City.
MAYOR PRO TEM
Mayor pro rem reported attending the drug abuse seminar as instructed
and stated it was very informative with much more to be done in this
regard.
Mayor pro rem asked how summer recreation personnel are chosen and
suggested high school students be used in so far as possible.
Cit.y Manager and City Engineer explained how the summer help re-
cruitment is conducted.
ADJOURNMENT
There being no further regular business, Mayor pro tem declared the
meeting adjourned at 9:39 p.m.
