Mayor Henderson and Councilman Scotto were absent. APPROVAL OF MINUTES On was be as a motion by Councilman Crook, seconded by Councilman Norgard, it unanimously carried the minutes of the meeting of June 18, 1969 approved as corrected and the minutes of June 23, 1969 be approved submitted by the Clerk. AWARD OF BID FOR CONCRETE WORK ON ELM STREET EXTENSION TO CLOVERDALE READY MIX The City Manager reviewed the following crete work on Elm Street extension and dale Ready Mix be accepted: tabulation of bids recommended the bid for con- of C lover- Christensen Construction Cloverdale Ready Mix Wagner Construction Company $4,071.20 $3,977.6O $4,402.76 On a motion by Councilman Norgard, seconded by Councilman Crook, it was unanimously carried the bid for construction of concrete curbs, gutters, sidewalks, driveways, curb returns and valley gutters on Elm Street extension between Arlington Drive and Magnolia Street be awarded to ¢loverdale Ready Mix in the total amount of $3,977.60. LARRY A. ~TEPPE CLAIM FOR DAMAGES DENIED The City Manager read the claim filed by Hugh L. Preston, Attorney, for Larry A. Steppe as a result of claimant falling into an open cistern located on the Municipal Golf Course. It was recommended the claim be denied. On a motion by Councilman Norgard, seconded by Councilman Crook, it was unanimously carried the claim of Larry A. Steppe be denied for 266.- : MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 25, 1969 - PAGE 2 medical expenses of $1,000.00 and general damages in the sum of $25,000.00 as well as loss of earnings in the approximate sum of $500.00 APPRAISAL OF ALBERTINUM The City Manager reported receipt of a letter from an appraiser for the Albertinum property advising their intent to dispose of the entire holdings for the fair market value. Before placing the property on sale on the open market, contacts have been made with various public agencies that may have an interest in purchasing a portion or all of the property with its improvements. COUNCILMAN SCOTTO ARRIVED AT THIS TIME - 8:17 P.M. Inasmuch as an investigation of said property has not been made by the City to determine the condition of the improvements, Council determined that such an investigations be made and a report of find- ings be made at a subsequent meeting. APPROVAL OF COb!TRACT WITH COOPERATIVE PERSONNEL SERVICES The City Manager reviewed in detail the contract for renewal of the personnel examining services by the Cooperative Personnel Services, Sacramento, and recommended its approval.. On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried to approve the "Cost Service Contract AgreementI with the State Personnel Board, Cooperative Personnel Services, and the Mayor and Clerk be authorized to sign same. CORRESPONDENCE: UNITED NATIONS ASSOCIATION OF THE U.S.A. The City Manager reported a communique from the United Nations Association of the United States of America had requested the assistance of governors, mayors and civic leaders of the country in organizing a nationwide observance of United Nations Day. The request was for the appointment of an outstanding citizen of the community as UN Day Chairman to stimulate and coordinate community observances throughout the city. Council deferred their decision for this appointment until a later day. LEGISLATIVE BULLETIN The City Manager gave a report of the June 19, 1969 Legislative Bulletin giving detailed information regarding the following bills which have been reported to the Council previously, but have since been amended in various ways.. 1) Mandatory police retirement fails first Senate test - is not dead. 2) Public Employees' Retirement System. Safety Members. Linemen - under submission. al Policemen. Wages and Hours - amended to eliminate various provi- sions previously stated. 4) Compulsory Binding Arbitration For Local Government Policemen and Firemen - has not been acted on by the Assembly. RES. NO. 69-56 RE SPECIAL ELECTION ANNEXATION 68-1 (MUNSON SUBD.) On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried Resolution h!o. 69-56 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of !..~kiah Regarding Special Election On '~nnexa- · tion 68-1 (Munson Subdivision)". RES. NO. 69-57 GRANTING VARIANCE TO DR. DAVID E. I-IASKELL-324 W. MILL On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried Resolution No. 69-57 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Granting Variance To David E. Haskell, D.S.C." APPROVAL OF VARIANCE APPL. NO. 69-8 PACIFIC TELEPHONE & TELEGRAPH CO. The City Manager reviewed Application No. 69-8 by Pacific Telephone and Telegraph to permit use of temporary quarters for a period of three years at 310 West Clay Street, zoned C-1. The Questionnaire and pl~t ~!an were also reviewed and Planning Commission minutes dated -1 69 and Planning Commission Resolution No. 69-12 recommend- ing granting the application was read. The City Manager reported applicant will meet all parking requirements for the proposed tem- porary use but at the time their proposed building is constructed it may be necessary to apply to the Council for parking exemption as set forth in the ordinance. Mr. A. C. Raycraft,.representing the applicant, was present in the audience and spoke in its behalf. He briefly explained the work of the proposed facility and answered questions directed to him by the Council. There was no one present to oppose said application. On a motion by Councilman Crook, seconded by Councilman Norgard, it was unanimously carried to request the preparation of a resolution granting Application No. 69-8 by Pacific Telephone and Telegraph as recommended by the Planning Commission. RESIGNATION OF PLANNING COMMISSIONER (RODNEY S. PALMER) City Manager read a letter of resignation dated June 23, 1969, from Planning Commissioner Rodney S. Palmer expressing his thanks for the invitation to be reappointed to said Commission and stating his will- ingness to serving on a temporary basis until a replacement can be es tabl i shed. CORRESPONDENCE: AMERICAN FELINE SOCIETY~ INC. City Manager read a letter from the American Feline Society, Inc. requesting a proclamation in connect ion with Cat Week - International/ 1969. Council took no action. ARCHERY CLUB City Manager reported meeting with the Archery Clbu representative. The site previously requested has been changed and is now located totally on County property. They were instructed to contact the County in regard to their present request. FOREIGN STL1DENTS City Manager reported the "key plaque" has been setn by the Brazil student to present to the Mayor of his city upon his return home. We are now in the process of preparing a letter and plaque to the Mayor of Madrid, Spain for presentation by the Spanish Teacher who will be accompanying several high school students to this country. 268 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 25, 1969 - PAGE 4 MAGIC TURF RELOCATION (AIRPORT PROPERTY) City Manager reported the Magic Turf Company now located on Airport property will terminate their lease and will be moving south of town. BOOKMOBILE REPAIR The City Manager reported the bookmobile has broken down and an expenditure of $1,200 is necessary to get it in running condition. This will result in some upset of schedule since the small unit will have to be used. SALARY ADJUSTMENTS EFFECTIVE JULY l, 1969 The City Manager recommended that any salary adjustments made by the Council for the coming fiscal year be effective July 1, 1969. On a motion by Councilman ~.lorgard, seconded by Councilman Scotto, was unanimously carried to make salary adjustments for the 1969-70 fiscal year effective July 1, 1969. it COUNCILMAN NORGARD Councilman Norgard in good condition again commenced by completion soon. asked what was needed to get McGarvey Park again.
