MINUTES OF THE ADJOURNED MEETING OF THE COUNCIL OF THE CiTY OF U~IAH
JULY 7, 1969
The City Council convened in adjourned regular session in the
Council Chambers at 8:00 p.m. for the purpose of hearing the re-
quest for salaries and fringe benefits as presented by the Ukiah
Police Officers Assocation and the City of Ukiah Employees
Association. Cyril Hill, Mayor pro tem; Councilmen Scotto, Crook,
and h!orgard present. Mayor Henderson was absent.
POLICE OFFICERS ASSOCIATION
Mr. Timothy W. O'Brien, spokesman for the Police Officers Associa-
tion presented new information in the form of graphs and data in
justification of their request for a three range salary increase.
Information was presented showing comparison of Ukiah salaries with
the 21 cities utilized last year and with the five major police
agencies in the State of California - California Highway Patrol,
Cities of San Jose, Oakland, gan Francisco, and Los Angeles. 4rgu-
ments were presented for justification of the immediate salary in-
crease as well as the intent of the association to engotiate per-
manent criteria for future salaries and fringe benefit discussions
with the establishing of a percentage differential from the pro-
posed criteria. Each member of the Council asked specific questions
pertaining to the discussion resulting in responses from Mr. O'Brien,
Sgt. Anderson, and the City Manager.
MAYOR PRO TEM DECLARED A RECESS AT THIS POINT - 9.' 15 P.M.
CITY OF UKIAH EMPLOYEES ASSOCIATION
Ray Carlson, President of the City of Ukiah Employees Association
reviewed the request presented to the City Manager dated March 24,
1969 and elaborated with justification on each of the six points
contained in the request. A lengthy discussion consisting of
questions and answers followed bringing out the basis and general
thinking of the Employees Association regarding each of the six
requests.
The Council agreed to consider all information presented for action
upon completion of budget review.
ADJOURNMENT
Mayor pro tem declared the meeting adjourned at 10:30 p.m.
