HomeMy WebLinkAboutMin 07-09-69274 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JULY 9, ]969 The City Council convened in regular session in the Council Chambers at 8:02 p.m. with Cyril Hill, Mayor pro rem; Councilmen Scotto and Crook present. Mayor Henderson and Councilman Norgard were absent. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the minutes of the meeting of July 2, 1969 and the adjourned meeting of July 7, 1969, be approved as submitted by the Clerk. SPECIAL WARRAtWTS On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried Special Warrants #7137 to #7141 inclusive in the total amount of $25,694.68 be approved and ordered paid. COUNCILMAN NORGARD ARRIVED AT THIS POINT - 8:04 P.M. PAYROLL WARRA~..ITS On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried Payroll Warrants #674 to #696 inclusive and #15,385 to #15,535 inclusive for the period of June 16th through June 30, 1969, be approved in the amount of $47,735.87. CLAIMS ARISING FROM PURCHASE OF LIBRARY EDITIONS OF CHILDREN'S BOOKS The City .^ttorney read a communique from the United States District Court, Northern District of Illinois, advising that a suit has been filed as a class action on behalf of public libraries and other public bodies of the State of California. The complaint alleges that various publishers of 'llibrary editionsI, of children's books conspired to fix the prices of these books at artificially high levels from 1949 through 1967. The City Attorney reviewed the information necessary to be made available to enter said class action as well as the potential cost to the City and recommended that we participate in the action. On a motion by Councilman h~orgard, seconded by Councilman Scotto, it was unanimously carried to instruct the City Attorney to reply to the communique from the United States District Court indicating the City's desire to participate in the pending class action. REQUEST FOR OUTSIDE WATER SERVICE - 725 ORR STREET The City Manager reviewed the request by J. B. Mitchell for out- side water service to his house trailer located at 725 Orr Street which was delayed one week. Council was of the opinion that subject property was a logical part of annexation to the City and inquired if, after annexation, said property owner would be per- mitted the trailer use based on our present ordinance. The City Attorney advised that this was not permitted under the present ordinance but said ordinance could be amended. Council also dis- cussed the problem of annexation of Orr Street and possible expense in the reconstruction of the dilapidated bridge over Orr Creek. The City Attorney and the City Engineer were requested to further explore the questions of an agreement with the owner to annex as a condition of water service and a possible program with the County to obtain improvement on the bridge prior to annexing the street to the City. Council postponed action on the requested water service until the next meeting. 275 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JULY 9, 1969 - PAGE 2 APPROVAL OF CONCESSION AGREEMENT (SWIMMING POOL) On a motion by Councilman Crook, seconded by Councilman Norgard, it was unanimously carried to approve the Swimming Pool Concession Agreement and the Mayor and Clerk be authorized to sign same. REQUEST FOR SALE OF DALLY WEATHER REPORTING SERVICE The City Manager reported he has had a request from Mr. Mike Pechner to make a presentation to the Council for the sale of a daily weather reporting service to the City. The material for the presentation had been reviewed by the City Manager and it was recommended that the request be denied since there appeared to be no particular benefit to the City for this type service. Mr. Pechner gave his presentation, but said request was denied based on the City Manager's recommendation. REOUEST FOR PRESENTATION AT ANTON STADIUM BENEFIT BASEBALL City Manager read a letter from Paul R. Jack, Chairman of the Boys Baseball Benefit, Ukiah Pony-Colt League inviting the Council to the benefit baseball game at Anton Stadium July 12 at 6:30 p.m. The Council expressed unanimous approval of the benefit game. Councilman Norgard will be present representing the City. CORRESPONDE!~CE: STATE PARK AND RECREATION COMMISSION City Manager read a letter from the State Park and Recreation Commission inviting the Council to the Commission's monthly meeting in Fort Bragg on July 11, 1969. REQUEST FOR ANNEXATION City Manager reported the owner of the Deep Valley Shopping Center has indicated their interest in annexin9 to the City. An economic analysis of the effect of annexation will be furnished as requested. COUNCILMAN SCOTTO Councilman Scotto questioned the overtime at the Warehouse. City Hanager explained the overtime was necessary to complete the in- ventory. COUNCILMAN CROOK Councilman Crook reported he and the City Manager attended a NCPA meetin9 in 'Sacramento at which time an application to HUD was approved requestin9 a 9rant of $125,000 to be used for plannin9 in connection with the purchase and generation of electric energy. MAYOR PRO TEM Mayor pro tern Hill reported he has noted the surface of Orchard Street is badly deteriorated. This project is a part of one proposed in the budget. MAYOR PRO TEM DECLARED A RECESS AT THIS TIME - 9:30 P.M. 276 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JULY 9, 1969 - PAGE 3 BUDGET DISCUSSION Council continued discussion of the 1969-70 Preliminary Budget.
