The City Council convened in regular session in the Council Chambers
at 8:01 p.m. with Cyril Hill, Mayor pro tem; Councilmen gcotto, Crook,
and Norgard present. Mayor Henderson was absent.
OVAL OF MINUTES
On a motion by Councilman F.!orgard, seconded by Councilman Crook, it
was unanimously carried the minutes of the meetin9 of July 9, 1969
and the adjourned meetin9 of July 14, 1969, be approved as submitted
by the Clerk.

On a motion by Councilman Scotto, seconded by Councilman Crook, it
was unanimously carried General Warrants ~7142 to #7235 inclusive
in the total amount of $57,047.97 be approved and ordered paid.
ATTORNEY REPORTS
69 LEGISLATION
Bay Fill Commission. Upland Control Over Zoning & Development.
The Senate Committee on Finance consid~red"the variod's bills-con-
cerning this matter. The only issue is whether the San Francisco
Bay Conservation and Development Commission will be granted control
over land use and development of buildings and other structures
on shoreland in addition to its present absolute control over any
filling of San Francisco Bay. The League office has taken an
adverse position in this instance, inasmuch as they are of the
opinion that such decisions should be left to the cities involved.
Private Gas and Electric Utilities Sponsor Heavy, Tax on Munici~all~

the levy against every municipally operated electric utility of an
excise tax of 14,~ of the annual gross revenue from retail sales. - .....
Major private gas and electric utilities in California are the prin-
cipal recipients of the only major property tax relief that has been
going on in California for the past several years. While only gas and
electric utilities are taxed under the provisions of AB 1618, we can
only assume that if this bill is successful, it will furnish the pre-
cedent for applying it to municipally owned water systems. The League
urged city officials to express opposition to the bill because of the
principle involved. The City Manager has contacted 4, ssemblyman Belotti
expressing the city's opposition to this bill.
Preemption. Generally. Registration of Guns. dTOwPless. SB 4 has been
approved by the Senate Committee on J~diciary an ~'11 -be debated on
the floor of the Senate. 4. B 61 and AB 524, topless ordinances, are
both on the Senate third readin9 file.
Community Antenna Television Systems. Control b~ PUg. SB 1077 will
be hea'rd by the Senate Commi"ttee on Public Utili les--and CorpoFation
on July 17. As proposed to be amended the bill will place CATV systems
under the jurisdiction of the PUC. The authority of cities to require
franchises, licenses or permits and to exact franchise fees will not
be changed.
SB 1414, police salary bill, is set for hearing by the Senate Committee
on Finance on July 17.
AB 374, Police and Fire Retirement. We have been advised by
Senator Collier that 'no action will be taken on any assembly bills
this week. This bill was scheduled to be heard July 15th. The
Senator has again been advised by the City Manager our position in
the matter and the financial disadvantages to the City.

Blue-penciling by Governor - Major cuts in the budget were reviewed.
It was reported the California State Budget tops the spendin9 of
every other state and the 9ross wealth of California is exceeded by
five nations - the L!.S., U.S.S.R., West Germany, LInited Kingdom &
France.
REPORT ON CITY-COUNTY
JAIL PROGRAM
City Manager reported he and the Police Chief met with the County
Administrator and the Sheriff to discuss the possible joint operation
of the security section of the jail. A general financial study has
been made which appears to have some merit. There are some operating
problems, the solution of which need to be explored. Cities operating
in a similar manner will be contacted in an effort to obtain the needed
information. Said information should be ready in two weeks for report
to the Council.
REPORT OF LIBRARY MEETING
City Manager attended the Library Board of Trustees meeting. Questions
which had developed as a result of action between the County and the
City Manager's office were answered. The Board expressed an interest
in the development of the use analysis, continuation on a joint basis,
and results of the final fiscal year records. Members of the County
Advisory Committee will arrange to be in attendance at future Board
meetings. Board indicated their willingness to meet with the Council
at any time to discuss any library problems.
LEAGUE QUARTERLY MEETING - EUREKA
City Manager reminded the Council of the League Quarterly Meeting
to be held in Eureka, July 19, 1969.
PROGRESS REPORT
MAYOR HENDERSON
City Manager reported he had visited Mayor Henderson who is at home
now. He is up and pleased to have company.
REQUEST FOR HELP
SEWAGE PROBLEM EVANS STREET
Mayor pro tem recognized Mr. Harold Stevans who was in the audience
to request Council consideration for help to correct a sewa9e problem
which exists on his property on Evans Street. Evans Street sewer
construction was part of an $18,000 total project commented on in
the proposed budget, but not recommended for improvement at this
time. Mr. Stevans stressed the health hazard which exists particularly
durin9 the winter months. Council expressed concern with the alleged
health hazard but the general opinion of the Council was that the
problem is owner responsibility. The City Engineer was directed to
explore other possible solutions to the problem which would not in-
volve City participation but possible participation of the other two
property owners on said street.
MAYOR PRO TEM DECLARED A RECESS AT THIS TIME - 9:05 P.M.
CLOSED PERSONFEL SESSION
Council went into closed Personnel Session to discuss several
recommended individual personnel performances.
ADJOURNMENT
Mayor pro tem declared the meeting adjourned at l l:O0 P.M.
