HomeMy WebLinkAboutMin 07-23-69280 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JULY 2,3, 1969 The City Council convened in regular session in the Council Chambers at 8:02 p.m. wi th Cyril Hill, Mayor pro tem; Councilmen Scotto and Crook present. Mayor Henderson and Councilman Norgard were absent. APPROVAL OF MINUTES PAYRO On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the minutes of the meeting of July 16 1969, be approved as submitted by the Clerk. LL WARRANTS SPECI On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried Payroll Warrants #697 to #721 inclusive and #15,536 to #15,67/~ inclusive for the period of July 1st , . through July 15, 1969, be approved in the amount of $47 635.35 AL WARRANTS On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried Special Warrants #7236 to #7240 inclusive in the tota] amount of $8,328.69 be approved and ordered paid. EMPLOYEE SALARY AND FRINGE BENEFIT - 1 ~)6~)- 70 Mayor pro tem reported this as being the time to discuss and re- view the employee salary program for the fiscal year 1969-70 and to grant time to the group representatives for participation in the discussion. The City Manager reviewed events prior to ' this meeting which were given the employee groups to discuss their requests wi th the City Manager and the Council. The request by the Ukiah Police Officers Association for a 15% salary in- crease and the request by the City of Ukiah Employees' Associa- tion for a 12½% salary increase plus fringe benefits were re- viewed in detail by the City Manager. A general Council discussion followed stressing the importance of the establishment of a criteria to govern salary determinations now and in the future. Ray Carlson, representing the EmployeesI Association and Timothy W. O'Brien, representing the Police Officers Association were present in the audience and spoke regarding their respective association requests and answered questions directed to them by the Counci 1. MAYOR PRO TEM DECLARED A RECESS AT THIS POINT - 8:55 P.M. On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried to grant the following salary increase and fringe benefits for fiscal year 1969-70 based on the City Manager's recommendation: General Salaries Ranges 16 through 25.5 - 5% increase Ranges 26 through 31 - /2 increase Ranges 32 up- 5% increase Exceptions from above: Light Equipment Operator - 7½% increase Secretary to City Manager- 5% increase Ra~§~x~1~x~x~x~%x~ Librarian I - 5% increase Librarian II - 5% increase Assistant Library Director - 5% increase Lineman Helper - 10% increase Electrical Estimator- 10% increase Lineman - 10% increase Line Sub-Foreman - 10% increase Line Foreman - 10% increase Distribution Engineer - 10% increase MINUTES OF THE MEETING OF THE COUNCIL OF JULY 2~- PAGE 2 ___ THE CITY OF UKIAH Organizational Changes Police Department - Fi re Department - Finance Office - 1 additional Cpt. authorized (promotional) 1 additional Sgt. authorized (promotional) 1 Lt. reclassified as Captain 2 Account Clerks reclassified as Sr. Account Clerks. Fringe Benefits Employees' Association request for additional deductions authorized on Council approval of request for deductions. pay rol 1 i nd i vi dual Individual Adjustments Warehouse - Warehouseman advanced from Range 25 to Range 26 Account Clerk advanced to Sr. Account Clerk Public Works - Public Works Foreman advanced from Range 32 to Range 33 Mr. Carlson stated the Association was not in total agreement with the Council decision as set forth above. In his opinion, those employees receiving a 5% salary increase were in effect receiving a cut in pay considering the ri se in the cost of living which is an amount more than the Council approved increase. Mr. Timothy W. O'Brien stated there was a need for an effective method in whio~ the employees could express their opinions and recommendations to the Council. In his opinion, this need could be met through the Civil Service Commission functioning in a proper manner. The City Attorney stated the Civil Service Commission is operating in accordance wi th the ordinance. Mr. Carlson asked if the Council would be agreeable to reopen employee negotiations January 1970 to consider additional adjustments. There was no Council decision made to this proposal. MAYOR PRO TEM DECLARED A RECESS AT THIS TIME - 9:50 P.M. APPROVAL OF CITY MANAGER SALARY INCREASE On a motion by Councilman Scotto, seconded by Councilman Crook, ~t was unanimously carried to grant the City Manager a 57/0 salary increase effective July 1, 1969. RATIFICATION OF JULY 21ST HOLIDAY (MOON DAY) On a motion by Councilman Scotto seconded was unanimously carried to ratify the July the astronauts landed on the moon. by Councilman Crook, it 21st holiday - the day WATER CONSUMPTION City Manager reported the recent high temperatures resulted in water consumption of 5.6 million gallons. This consumption would have resulted in rationing of yard watering without the use of the Ranney Col lector. COUNCILMAN SCOTTO Councilman Scotto made a motion to remove the "X" step and to retain the employee evaluation program. After discussion, Council- man Scotto withdrew his motion and the City Manager was instructed to discuss said proposal and longevity pay with the employee rep- resentati yes. MAYOR PRO TEM HILL Mayor pro tem stated that in his opinion the field of employee- .eimplover relations should be thoroughly examined by the Council He ~t.~ted it is necessary to develop a new set of rules for making decisions pertaining to employee relations. 282.. The following decisions were made for inclusion in the 1969-70 budget: l) Completion of Barnes Street improvement. 2) Reduction of Ukiah Chamber of Commerce budget plus change in the City Attorney account and the Airport trnasfer.
