MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
SEPTEMBER 107 1969
The City Council convened in regular session in the Council Chambers
at 8:05 p.m. with Mayor Henderson, Councilmen Scotto and Crook present. Coun-
ilmen Norgard and Hill were absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Mayor Henderson, it was
unanimously carried the minutes of the meeting of September 3, 1969,
be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Crook, it was
unanimously carried Payroll Warrants #768 to #791 inclusive and #15,965
to #16,102 inclusive for the period of August 16 through August 31,
1969, be approved in the amount of $50,007.91.
SPEC IAL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Scotto, it
was unanimously carried Special Warrants #7417 to #7421 inclusive
in the total amount of $5,532.73 be approved and ordered paid.
REQUEST & AUTHORIZATION TO CALL FOR
BIDS FOR REPLACEMENT POLICE CARS
The City Manager reviewed in detail a memorandum distributed to
the Council giving an analysis of comparative costs for purchase of
replacement police cars locally and through the State.
COUNCILMAN HILL ARRIVED AT THIS POINT - 8:08 P.M.
Based on current figures available, said analysis indicated a poten-
tially higher cost to the City by State purchase. Council indicated
a desire to buy locally if possible and based on information contained
in the City Manager's report could see no justification for purchas-
ing said vehicles through the State. A discussion followed as to
the possibility of developing data on cost per mile per vehicle.
City Manager recommended the Council authorize the bid call on the
same basis as in previous year. He also requested the bid to be for
4 units with a trade-in of 4 units consisting of 3 police units and
1 from Engineering. The present police unit to be transferred to
replace trade-in from Engineering.
On a motion by Councilman Crook, seconded by Councilman Scotto, it
was unanimously carried the Clerk be authorized to call for bids
for 4 replacement police vehicles, with 4 trade-ins and an alternate
bid for 3 police vehicles with 3 trade-ins, with the lowest mileage
car retained for police work, bids to be received prior to~:00 p.m.
October 7, 1969.
The development of data on cost per mile per vehicle will be available
for the Council next week.
City Manager advised the Council other investigations have been made
in various categories to determine the advantages of State procurement.
in determining quantities of these products it appears that the only
savings would be in the purchase of tires and tubes. These would
have to be warehoused - a procedure which is not necessary at the
present time inasmuch as purchase is made locally as needed. Based
on the analysis made in the categories investigated, it does not
appear to be to the City's advantage to buy through the State at
this time.

PRESENTATION TO MAYOR
Mr. Antonio Ortero, High School Spanish teacher was present in the
audience with several of the students who visited Spain this summer
with greetings from the City to the Mayor of Madrid. Mr. Otero re-
ported the "Key to the City" was presented to the Mayor of Madrid
and it is now in the capitol of Spain. A beautiful leather bound
book and a medal from the Mayor of Madrid was presented to the Mayor.
Mayor Henderson accepted the gifts with thanks on behalf of the City.
One of the students told of some of his experiences in Spain.

APPROVAL OF RECOMMENDED ACTION
RE EMPLOYER-EMPLOYEE RELATIONS
The City Manager briefly reviewed information distributed to the
Council two weeks ago regarding employer-employee relations and
gave a report on progress made to date. He suggested the extent
of action for Council consideration at this time should be considera-
tion of adoption of the three points suggested in his memorandum
dated August 27, 1969, and also consideration of an additional
step - the initiation of a position classification study. The City
Manager explained what a position classification study would entail
and stated he would request consultation with an employee committee
or their respresentative inasmuch as this is required under the law.
City Manager stated it appeared to be apparent that results of said
position classification study could result in a decrease as well as
an increase in classification for some employees.
Mr. Doug Emmans, Operating Engineers Local Union No. 2 was present
in the audience and referred to the document prepared by the City
Attorney dated August 26, 1969 and stated there was a basic agree-
ment with its contents with the exception of the portion pertaining
to payment of election cost. Section 3503 of the California Code
was read by Mr. Emmans for Council information. He stated that hav-
ing employees and management update the job classification would be
a step in the right direction toward meeting and conferring in good
faith. He also stated he is gambling as the City is and that the
scales of justice will be tipped both ways. He stated it is a
beautiful situation when employees have a right to say what they do
during the day. It is a very, very essential point.
On a motion by Councilman Crook, seconded by Councilman Scotto, it
was unanimously carried to adopt the four following points as
recommended by the City Manager in discussions regarding employer-
employee relations:
1) Appointment of City Manager as a "Municipal Employees
Relations Officer".
2) Establish a Council policy that news releases and general
information shall come only from the office of the City
Manager.
3) Adoption of a procedure for the recognition of "appro-
priate units" as set forth in the City Attorney's memoran-
dum dated August 26, 1969.
4) Initiation of a position classification study to be completed
by December 31, 1969.
City Manager will have for Council consideration the following in-
formation within two weeks after his return from vacation:
1) Step by step procedure on position classification
showing relationship to the total project.
2) Composition of the committee who will work on position
classification study.
3) Definition of the limitations established by the Council
on the meeting and conferring authority of the Employee
Relations Officer.

"ALL AMERICA CITY" PROGRAM
City Manager explained the "Ail America City" program conducted by the
American Municipal Association and Look Magazine. Cities through-
out the United States are asked to submit details of citizen projects
accomplished within the city. The City Manager stated it appears
that we have had a series of projects that would qualify for this
award and suggested that we enter in the competition.
BICYCLE PROGRAM
City Manager reported the Police Department and the schools will
assist in getting the bicycle licensing and safety program in
progress.
RESOLUTION NO. 70-3 AMENDING
NCPA JOINT POWERS AGREEMENT
On a motion by Councilman Crook, seconded by Councilman Hill, it
was unanimously carried Resolution No. 70-3 be adopted and the Mayor
and Clerk be authorized to sign same, "Resolution Of The City Council
Of The City Of Ukiah Amending The 'Northern California Power Agency
Joint Powers Agreement."
APPROVAL OF LEASE

The City Manager advised the Council of an error made regarding exe-
cution of the lease with Standard Oil Company prior to securing in-
formation of their plans for building construction. Their plan is
to remodel the building immediately and replace same in approximately
two years, but there was no definite committment regarding replacement
of said building.
On a motion by Councilman Crook, seconded by Councilman Scotto, it
was unanimously carried to ratify action taken by the City Manager
and approve the lease with Standard Oil Company.
CORRESPONDENCE: BEAUTIFICATION COMMITTEE
City Manager read a communique from the Beautification Committee
requesting the City to furnish manpower from the Mainstream program
to give them assistance to complete the work remaining to be done
on the McGarvey Park project.
MAYOR DECLARED A RECESS AT THIS TIME - 10:30 P.M.
The Mayor asked the City Manager to review his experien ce with the
employees assigned to the City through the Mainstream program.
City experience with this program was reviewed in detail as presented
to the Council in a memorandum dated September'10, 1969. City
Manager reported, in his opinion, any help tothe McGarvey Park project
at this time should be done with the understanding that it is over
and above what the City agreed to in the beginning of the project
and would be changed only by instruction from the Council. After
discussion, the City Engineer was instructed to determine from said
committee, work they have scheduled to be done before the previously
announced September 27th completion date. The City Manager will
answer the communique from the Beautification Committee advising
them the City will complete the project after said date.
COUNCILMEN INVITED TO
MASONITE BARBEQUE
City Manager reported the Councilmen and their wives are invited to
the Masonite Barbeque at noon at the City Park on either or both
September 14th and 28th.

COUNCILMAN SCOTTO
Councilman Scotto requested that a shooting zone on the west hills
at the city limits be worked out. The City Manager will work this
out with the County.
ADJOURNMENT
As there was no further regular business, the Mayor declared the
meeting adjourned at 11:17 p.m.
