HomeMy WebLinkAboutMin 09-17-69~i NUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH S~iPTEMBER 17, 1969 The City Council convened in regular session in the Council Chambers at 8:04 p.m. with Mayor Henderson, Councilmen Crook, Norgard, and Hill present. Councilman Scotto and the City Manager Were absent. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Hill, it was unanimously carried the minutes of the meeting of September 10 1969 be approved as corrected. ' GENERAL WARRANTS On a motion by Councilman Crook, seconded b~ Councilman Norgard, was unanimOusly carried General Warrants #7 22 to #7538 inclusive in the total amount of $93,505.94 be approved and ordered paid. REJECTION OF BIDS FOR 300 KVA TRANSFORMER it A tabulation of bids received for one 300 KVA pad-mounted transformer was distributed to the Council. City Manager pro tem reported the bids did not meet the requirements as specified and recommended all bids be rejected and a recall for bids on a new set of specifications October 7, 1969, 2:00 p.m. On a motion by Councilman Crook, seconded by Councilman Norgard, it was unanimously carried the Clerk be authorized to call for bids for one 300 KVA pad-mounted transformer, bids to be received prior to 2:00 p.m. October 7, 1969. AWARD OF BIDS FOR GROUP I & II GOLF COURSE MATERIALS A tabulation of bids received for ~olf course materials was distri- buted to the Council. City Manage pro rem reported the bids' in the three groups had been analyzed from the standpoint of discounts and cost and recommended that Group I and II be awarded to the lowest bidder, it was also recommended that award of bid for Group Ill be postponed one week to allow time to compare the various sprinklers offered. On a motion by Councilman Norgard, seconded by Councilman Crook, it was unanimously carried to award Group I of the golf course' material bid to J. G. MacPhee in the total amount of $2,334.27, Group II to Automatic Rain Company in the total amount of $450.88, and postpone final decision on Group Ill pendi~ further recommendation from the City Manager pro rem. APPROVAL OF GOLF PRO CONTRACT On a motion by Councilman Crook, seconded by Councilman Norgard, it was unanimously carried to approve the two year contract with the Golf Pro and the Mayor and Clerk be authorized to sign same. KURT SCHMITZ PROPERTY City Manager pro tem reported this as being the time for further consideration of the offer made to the City for sale of the Kurt Schmitz property located on North Pine Street. On a motion by Councilman Hill, seconded by Councilman Norgard, it was unanimously carried to instruct the City Manager pro rem to advise Mr. Schmitz and his attorney that there is no interest at the present time in acquiring said property. 3'0'i7. HINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH SEPTEMBER 17, 1969 - PAGE 2 REQUEST FROM AIRPORT COMMISSION City Manager pro tem reported the Chairman of the ,~irport Commission had requested that the Commission be given time on the agenda to discuss several items with the Council. The matter will be on the agenda for the October 8th meeting. RESIGNATION OF AIRPORT COMMISSION (CLYDE OSWELL) City Manager pro tem read a letter of resignation from Airport Commissioner Clyde Oswell. Council accepted said resignations with regrets and asked City Manager pro rem to express Council thanks to Mr. Oswell for his service on said commission. LEAGUE OF CALIFORNIA CITIES CONFERENCE City Manager pro tem distributed registration cards for the League of California Cities Conference to each Councilman and advised that the hotel reservations have been changed to the Fielding Hotel. APPROVAL OF HANDGUN TRAINING FOR WOMEN City Manager pro tern reviewed a proposed safety instruction course for women in the use of handguns as recommended by the City Manager and as set forth in a memorandum dated September 11, 1969, from the Police Chief. On a motion by Councilman Norgard, seconded by Councilman Hill, it was unanimously carried to approve, on a trial basis, the handgun training program for women as proposed. MCGARVEY PARK City Manager pro tem reported he has met with the McGarvey Park committee to determine their immediate plans for completion of their project. There are plans for completion of much of the work prior to September 28th, but assistance from the City will be needed. Councilman Hill suggested that there was a possibility that Mainstream personnel presently assigned to the Fairgrounds could be loaned to the City if proper supervisory arrangements could be made. City Manager pro tem stated that he would check into the matter. COST OF OPERATION (POLICE CARS) As requested by the Council, a tabulation of cost of operating the four police vehicles was distributed to the Council and discussed briefly. REVIEW OF ANIMAL PROGRAM AT SEWAGE TREATMENT PLANT City Manager pro tem reported the sale of cattle kept at the Sewage Treatment Plant as a weed control measure. He reviewed the program and a report showing that said program had been financially success- ful. Council commended the employees for their fine work and the excellent results of the program. COUNCILMAN CROOK Councilman Crook reported on the excellent employees barbeque and stated those who worked and those who attended should be congratulated. It was an outstanding event and in his opinion should be continued annua 1 1 y. Councilman Crook asked about the mobile unit at the telephone company. Councilman Hill referred to a complaint regarding gravel trucks parked overnight at Frietas and Oak and the nuisance that results from the starting and warming of engines early in thc morning. This matter will be checked as well as additional questions asked regarding the business. MAYOR HENDERSON Mayor Henderson reminded the Progress scheduled Saturday, ADJOURNMENT Council of the Congress for Community September 20th at the High School.
