HomeMy WebLinkAboutMin 10-08-69312 H INUTES OF THE HEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 8, 1969 The City Council convened in regular session in the Council Chambers at 8:O1 p.m. with Mayor Henderson, Councilmen Scotto, Crook, Norgard, and Hill present. APPROVAL OF MINUTES On, a motion by Councilman Scotto, seconded by Councilman Hill, it was unanimously carried the minutes of the meeting of September 24, 1969, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Hill, seconded by Councilman Crook, it was unanimously carried Payroll Warrants #829 to #842 inclusive and $16,233 to #16,38l inclusive for the period of September 16, 1969, through September 30, 1969, be approved in the total amount of $46,455.97. SPECIAL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Scotto, was unanimously carried Special Warrants #7544 to #756© inclusive in the total amount of $8,772.86 be approved and ordered paid. 1969 LEGISLATION AFFECTING CITIES it The City Attorney gave a detailed report of highlights of 1969 legis- lation affecting cities. Subject property belongs to the County but consent of the City was asked as a courtesy inasmuch as the proposed range is in the area considered for a regional park in the future and inasmuch as a portion of said range will border the City limits. A map of the area was~reviewed by the City .~ttorr~y. On a motion by Councilman Norgard, seconded by Councilman Hill, was unanimously carried to authorize the City Manager to notify County that the City has no objection to the leasing of County property to Yokayo Archers as described in their correspondence dated September 3, 1969. it the PROPOSED LITIGATION - AUTOMOBILE MANUFACTURERS. ASSOCIATION The City Attorney reported receipt of correspondence from the Department of Justice advising the contemplated filing of an action on behalf of the State of California, and the cities and counties of the State of California for damages against certain automobile manufacturers for conspiring to retard the instroduction of smog control devices in the State of California. A proposed resolution was read in full and the City Attorney recommended its adoption. Councilman Hill made a motion the resolution be adopted. The motion died for lack of a second. The City Attorney will have more information on this subject at a later date. NOTICE OF HEAR lNG The the the adv RESOLUT REGARDI City Attorney reported receipt of a notice of hearing indicating blocking of public grade crossings by railroads is a subject for Public Utilities Commission and not the city. The League has ised cities to be aware of the outcome of said hearings. ION OF CITY OF COMMERCE NG DRUG ABUSE The City Attorney read for Council information a resolution adopted by the City of Commerce uring adoption by the United States Congress of the Controlled Dangerous Substances Act of 1969. Copies of said resolution have been transmitted to all senators and congressmen rep- resenting the State of California in the Congress and to all city councils of cities within the State of California. OO $1 ~, 2'6~ .'0'(~' 773.4O $'"i"5,0 41". 40 Alternate Bid Police Cars No Bid $3,867.00 = $11,6Ol.O0 Less 3 Trade-ins 300.00 = 900.00 $1'O,701 'O0 The City Manager reported inasmuch as bids received were substantially higher than the budget allocation and the estimated price for pur- chase through the State, it was necessary to again consider the ad- vantages and disadvantages of buying the units through the State purchasing procedure. It is estimated the price per unit for cars exceeding City specifications will be $2,528.00 with any revenue resulting f'rom the disposal of the old units to be deducted. The procedure for participating in the State program was explained and it was clarified that adoption of the resolution did not commit the City and could be ~ncelled. Mr. Bill Clarke, General Manager, Ukiah Motor Sales was present in the audience and stated reasons for his inability to compete with the State in the purchase of vehicles. He stated his only profit in this transaction would be in the amount realized from the sale of the trade-ins. Council reiterated their discussions regarding their preference to buy locally at the time of authoriza- tion of the bid call September lOth. The Council felt that with the price differential that existed it was necessary to cosider adoption of a resolution of intent to participate in the State program but that a final determination would be made on the balance of the program at next weeks meeting. RESO. NO. 70-4 AUTHORIZING STATE TO PURCHASE CERTAIN ITEMS On a motion by Councilman Scotto, seconded by Councilman Crook, was unanimously carried Resolution No. 70-4 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Of The City of Ukiah Authorizing The Department Of General Services Of The State of Californi= to Purchase Certain Items':. it SPECIAL WARRANT On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried to approve Special Warrant #7561 in the amount of $40.00 to accompany Resolution No. 70-4 in the purchase of police vehicles from the State. APPROVAL OF REPRINTING IILAWS FOR UKIAH YOUTH" The City Manager briefly reviewed the contents of the booklet, "Laws For Ukiah Youth" which was written and edited several years ago by the former Police Chief and distributed to all school children. The' City Manager recommended the booklet, which has been updated and revised, be reprinted and financed through the various service clubs. Counc~ agreed. 3.15 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 8, 1969 - PAGE 4 COMMISSION VACANCIES Discussion of appointments to fill vacancies on Planning and Airport Commissions was postponed to the personnel session because of addi- tional information of interested parties for Council consideration. APPROVAL OF INCREASE IN TIE-DOWN FEE AT AIRPORT Dick Sarber and Dick Rea of the Airport Commission were present in the audience to discuss with the Council their recommendation for an increase in the transient tiw-down fee from $.50 to $1.O0. Council had suggested that the monthly tie-down fees also be in- creased from the present $5.00 rate. The Commission was of the opinion that a higher rate was not warranted until such time that the condition of the tie-down area at the south end of the airport could be improved. Mr. S Commi times as there are a number of areas where major improvements need to be made. Council suggested that, as previously requested, an overall plan be submitted for consideration along with reasons for the requests and method of financing. CITY TREASURER HOSPITALIZED The City Manager reported Mrs. Ruby Orr has been hospitalized and is now home and doing well. OPERATING ENGINEERS LOCAL UNION NO. 3 The City Manager reported receipt of a letter from the Operating Engineers Local Union No. 3 asking for recognition of employees whom they claim to represent. The representation appears to include 75% to ~O% of the employees, however, there is a difference of opinion in whether their selection of employees constitutes an appropriate unit. Full compliance with Council requirements is being checked and upon completion a report will be made to the Council on action required. DOG POUND City Manager reported the Board of Supervisors will cons ider, at their next regular meeting, the proposed agreement to operate the dog pound program on a uniform county-wi de basis. INSURANCE PROGRAM City Manager reported he will meet with a representative of Mund McLaurin next week to finalize the insurance program. PROPOSED RESOLUTION MUNICIPAL EMPLOYEES RELATION OFFICER A proposed resolution appointing the City Manager as the Municipal Employees Relations Officer was distributed to the Council for 31.6, MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 8, 1969 - PAGE 5 their consideration and possible action next week. COUNCILMAN SCOTTO Councilman Scotto asked the status of the library construction. City Manager had not been in recent conversation with the Archi- tect but will prior to the next meeting. COUNCILMAN CROOK Councilman Crook asked about plans for addition to the fire house. The Engineering Department should have the plans completed in two weeks. Councilman Crook expressed concern about the condition of the dump. The matter will be checked. Councilman Crook asked about streets in the vicinity of Waugh Lane. It was reported Cooper Lane is complete and Waugn Lane will be completed soon. Councilman Crook asked when the audit report will be complete. The City Manager will check on th is. Councilman Crook asked about the crosswalk at the Fairgrounds. The State has agreed to put the crosswalk in as requested. Councilman Crook urged Councilmen to make an effort to attend some of the football games. COUNCILMAN NORGARD Councilman Norgard stated there is a need for policemen to direct traffic at the stadium during the football season. CITY ATTORNEY The City Attorney reported he will be attending the National Insti- tute of Municipal Law Officers meeting in Los Angeles next week.
