NOVEMBER 12~ 1969
The City Council convened in regular session in the Council Chambers at
8:00 p.m. with Mayor Henderson, Councilmen Scotto, Crook and Hill present.
Councilman Norgard was absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Hill, it was
unanimously carried the minutes of the meeting of November 5, 1969,
be approved as submitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Crook, it was
unanimously carried Special Warrants #1099 to #1104 inclusive in the
total amount of $135.05 be approved and ordered paid.
REPORT OF STATUS OF PROPOSED
STATE STREET RELINQUISHMENT
City Manager reported he had talked with Senator Collier regarding the
current status of the proposed relinquishment of State Street and Talmage
Road. The last report regarding said relinquishment indicated no action
would be taken on the matter until 90 days after the Legislature adjourned,
which time is December 10, 1969. The City Manager will submit a current
report of the history of said proposed relinquishment and a list of pro-
tests to Senator Collier who will support the City's position in this
matter.
SCHEDULED MEETING WITH SENATOR COLLIER
City Manager reported Senator Collier is scheduling trips throughout
the district and he has requested the Council and Board of Supervisors
to meet with him December 16th to discuss legislation which may be
proposed during the 1970 legislative session. Council will be advised
at a later date of the time and place of said meetings.
AVIATION PROGRAM FOR UKIAH YOUTH
City Manager reported that the Mendocino County Airmen's Association,
the Mendocino County Regional Occupation Center and the Ukiah Unified
School District are cooperating in an aviation program for Ukiah
youth. The program has been conducted in the small communities
in the outlying area and has proven 100% successful in both attendance
and operation. F.A.A. is in support of the program and F.A.A. employees
have made advance allocation of funds for said program.
REPORT OF SCHEDULED MORATORIUM
City Manager gave a report of the moratorium scheduled to be staged
at the Court House November 13th and 14th. The two groups involved
are those protesting the war in Vietnam and another group who is in
accord with the President's stand on the Vietnam war. Details of
the march have been worked out, it will be well supervised, and
there appears to be no problems.
COUNCILMAN CROOK
Councilman Crook asked about the proposed library agreement for
extension of County service to June 30, 1970. City Manager reported
a meeting has been scheduled with the County Administrator to discuss
the proposed agreement. Said agreement should be ready for Council
consideration at the next meeting.
Councilman Crook reported the crosswalk at the Fairgrounds entrance
looks very good but pointed out another danger point on North State
in front of Fjord's smorg-ette. The City Engineer will discuss the
matter with the County Engineer since this area is now County re-
sponsibility.

Councilman Crook commended about the problem resulting from burning
lea leaves and the resulting smoke which hovers in the valley. City
Manager explained what was being done to discourage leaf burning
by residents. He also stated this could be one point for the
Council to seriously consider at the time the garbage contract is
renewed next year. At this point a complaint from the audience was
registered concerning the service and several recent 4:30 a.m.
pickups by the local garbage firm. The complaint will be checked.
COUNCILMAN HILL
Councilman Hill asked if the Public Utilities Commission or the local
agency has the authority to regulate the length of time traffic can
be tied up at a railroad crossing. The City Manager stated he thought
this was a local matter and could be legislated by local action, but
would check the legality.
Councilman Hill asked how the City stands in regard to recent legislation
concerning water pollution. The City Engineer reported the water
pollution laws are being tightened but the City meets the standards
set by the Water Quality Control Board so the City's position in this
regard is good.
ADJOURNMENT
There being no further regular business, Mayor Henderson declared the
meeting adjourned at 8:40 p.m.
