RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
ADOPTING THE UKIAH COMMERCIAL DEVELOPMENT
DESIGN GUIDELINES
WHEREAS, the City of Ukiah adopted a new General Plan in December of 1995; and
WHEREAS, The Community Design Element contained in the General Plan includes goals
such as creating building designs that will result in "preservable" structures, providing an
aesthetically pleasing urbanscape, and creating uniform, attractive landscaping for commercial
development; and
WHEREAS, the City Council and Planning Commission directed staff to prepare
comprehensive design guidelines for commercial development that would fulfill the goals of the
Community Design Element of the 1995 General Plan; and
WHEREAS, staff prepared preliminary draft Design Guidelines and the Planning
Commission conducted a series of public workshops and public hearings to finalize the language,
graphics, and format of the document; and
WHEREAS, on July 25, 2001, the Planning Commission conducted a final public hearing
and formulated a recommendation of approval of the Design Guidelines to the City Council; and
WHEREAS, the Planning Commission also determined that the Commercial Development
Design Guidelines do not constitute a "project" for the purposes of the California Environmental
Quality Act pursuant to Section 15061 (b3).
WHEREAS, on September 5, 2001, the City Council discussed the Draft Commercial
Development Design Guidelines and invited public testimony; and

WHEREAS, the Council finds that the Draft Commercial Development Design Guidelines
fulfill the goals of the Community Design Element contained in the General Plan; and
WHEREAS, the Council finds that the Draft Commercial Development Design Guidelines do
not constitute a "project" for the purposes of the California Environmental Quality Act, pursuant to
Section 15061 (b3) of the CEQA Guidelines, which states that if it can be seen with certainty that the
activity will not have a significant effect on the environment, then it is not subject to CEQA.
Moreover, the proposed guidelines merely provide direction for the design of projects that will
undergo separate discretionary and CEQA review.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Ukiah
hereby adopts the Design Guidelines for Commercial Development.
