HomeMy WebLinkAboutMin 01-14-70 351 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 14, 1970 The City Council convened in regular session in the Council Chambers at 8:00 p.m. with Mayor pro tem Hill, Councilmen Scotto, Crook, and Norgard present. Mayor Henderson was absent. The City Attorney was absent. APPROVAL OF MINUTES On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried the minutes of the meeting of January 7, 1970, be -- approved as submitted by the Clerk. SPECIAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried Special Warrants #1379 to #1381 inclusive in the amount of $13,528.99 be approved and ordered paid. PROPOSED MENDOCINO COUNTY HOUSING AGENCY The City Manager reported Supervisor Ernie Banker had requested a one week delay to present the report regarding the proposed Mendocino County Housing Agency. City Manager briefly reviewed the purpose of the pro- posed agency and stated that it will be presented in detail at the next meeting. AWARD OF BID TO COX MOTORS (TRUCK CAB AND CHASSIS) City Manager reviewed the following tabulation of bids for 1970 truck cab and chassis. Based on the condition of the trade-in unit and its liklihood of being sold by the City, it was recommended the bid be awarded to the low bidder, Cox Motors, including trade-in. Cox Motors Underwood Ford Dodge D500 Ford F-600 Cab & Chassis $42312.36 $4,399.50 Cab & Chassis less --..... ........................... � trade in 1960 Stude. ( $4,110. $42190.00 On a motion by Councilman Crook, seconded by Councilman Norgard, it was unanimously carried to accept the bid from Cox Motors for one 1970 Truck Cab and Chassis as recommended. APPROVAL OF APPRENTICE LINEMAN POSITION City Manager again reviewed the request for approval of the position of Apprentice Lineman as presented at the prelrious meeting and recommended it approval. The position, if approved, will replace the vacant lineman position. On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried to approve the position of Aprentice Lineman and abolish one Lineman position. APPROVAL OF TAXI RATE INCREASE City Manager reviewed a request to approve an increase in basic "flag drop" taxi rate from 60�. to 70t and read a memorandum dated January 14, 1970, recommending that the increase be granted. Mr. and Mrs. Lawrence Pacini were present in the audience and spoke in regard to said proposed increase. On a motion, by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried to approve the increase in taxi "flag drop" rate as recommended, effective immediately. 352 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 14, 1970 PAGE 2 AUDIT REPORT APPROVED City Manager reported the audit report is ready for consideration by the Council for acceptance. Points to be discussed with the auditors have been satisfactorily answered. A method for handling swimming pool receipts has been set up which may be the answer to the existing problem. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried to approve the audit report as recommended. NOTICE OF LEAGUE QUARTERLY MEETING City Manager reported the Redwood Empire Quarterly Meeting of the League of California Cities will be held in Santa Rosa January 24, 1970. CREDIT UNION DINNER The City Manager reminded the Council of the Credit Union Dinner Friday, January 16, 1970. LIBRARY City Manager reported further presentation of library plans were delayed a week awaiting the return of the Architect and to allow time for the library Board of Trustees to see the revised plans at their regular meeting. Revised estimates will be presented next week. It appears that the cost estimate will be lower and the growth factor will be increased to fifteen years. DAMAGE TO FIRE CHIEF'S VEHICLE City Manager reported damage to the Fire Chief's vehicle was extensive and reports indicate that cost of repairs may exceed the blue book value of the unit. There will be more specific information in this regard next week. COUNCILMAN SCOTTO Councilman Scotto asked if the recent rains had caused storm damage problems. City Manager reported there had been problems in the vicinity of Yokayo and Rose Avenues but there have been no critical problems and the creeks appear well contained. COUNCILMAN CROOK Councilman Crook asked the status of the insurance survey. City Manager reported said survey should be ready by the next meeting. COUNCILMAN NORGARD Councilman Norgard requested a drainage survey be conducted to determine the route of the storm waters as it comes off the mountains and the corrective steps that could be taken to alleviate the problem. City Manager stated that information for such a survey is available and can be adapted to the current problem. Any permanent solution would be a major financing project which should be financed through the City, County, and property owners since such a project would require accomo- dation of the storm waters from point of origin to the river. A current report of said problem will be presented to the Council. COUNCILMAN HILL Councilman Hill gave a report of the meeting of the League of California Cities committee on Environmental Quality he recently attended. Exami- nation of pending legislation regarding environmental quality was dis- cussed. A complete report of the meeting will be available soon. Councilman Hill stated that inasmuch as he was not present at the time Council action was taken on the proposed joint library operation, he would at this time state his views regarding the matter. He was of the opinion that it was in the public interest to have a joint library operation. He stated further that if the Council is dedicated to a - -- joint operation, then they must work wholeheartedly to pursue a successful joint operation. Not to do so is to subordinate the public interest. ADJOURNMENT There being no further regular business, Mayor Pro tem Hill declared the meeting adjourned at 8:36 p.m. , after which the Council reconvened in closed personnel session.
