HomeMy WebLinkAboutMin 01-28-70 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 28, 1970 - PAGE 2 City Manager requested clarification of makeup of the committee to re- negotiate with the County. Councilman Hill suggested a representative from the Council be a part of said committee. Council determined the committee to consist of the City Manager, Acting Library Director, and Councilman Hill. In the event Councilman Hill is unable to attend a meeting he will arrange to have another Councilman attend. REPORT ON STORM WATER PROBLEMS City Manager reviewed the water problems resulting from the recent storms. Normal stoppage at the bridges and culverts was taken care of in a routine manner. There will be a follow up of corrective steps on the major problems which developed. A minor problem developed at the Sewage Treatment Plant when the system filled with storm water at a rapid rate. Information is being accumulated to determine the cause of the problem. There was a discussion of corrective steps that could be taken to alleviate the problem increased water velocity and volume causes due to increased construction and paved areas. RECOMMENDATION RE PRIVATE LIGHTING City Manager reported the discussion regarding the recommended policy change for private lighting program will be delayed one week. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR FIRE DEPT. VEHICLE City Manager reported the cost to repair the Fire Chief's vehicle is $1180 and the high blue book value of the vehicle is $780. City Manager recommended the unit not be repaired and the call for bids for replacement station wagon as per specifications be February 17, 19692 2:00 p.m. On a motion by Councilman Norgard, seconded by Councilman Hill, it was unanimously carried the clerk be authorized to call for bids for one replacement station wagon, bids to be received prior to 2:00 p.m. , February 17, 1970. COMMUNIQUE FROM COUNTY RE AIR POLLUTION City Manager reported the County has replied to the request for cooperation concerning air pollution. A report of the results of the air monitoring being conducted in the Ukiah Valley since October 1, 1969, will be submitted to the Board of Supervisors within 21 days, after which said report will be forwarded to the Council. 701 GRANT City Manager reported the State Office On Intergovernmental Relations has advised the City has qualified for a 75% grant instead of the 66 2/3% applied for. Final forms will be forwarded from the state office for completion. TOPIC PROGRAM City Manager read a letter from the State Department of Public Works ad- vising that under the TOPIC Program the City is eligible for a $53,084 grant with a similar amount due in the coming year. The TOPIC program is directed toward correction of safety problems on City streets and County roads. Among the approved projects in the program are accident related traffic flow studies and traffic light installations in instances where there has been a high percentage of accidents. Said projects will be financed 71.3% with federal money; the remainder with local money. The date for expression of intent to go into the program is June 302 1970. Specific projects must be submitted by June 30, 1971. Engineering costs are acceptable as part of the project costs. Nomination Papers may be secured from the office of the City Clerk January 29, 1970. COUNCILMAN CROOK Councilman Crook reported the open house at the Ukiah Daily Journal building was very enjoyable. CHAMBER OF COMMERCE Mr. Gus O'Farrell, President of the Chamber of Commerce was present in the audience to invite the Council to the ground breaking ceremony of the Carousel Carpet Mill tomorrow, 10:30 a.m. He also advised the Council that a representative from the Chamber will be present at future Council meetings.
