MARCH 11, 1970
The City Council convened in regular session in the Council Chambers at 8:00 p.m.
with Mayor Henderson, Councilmen Scotto, Crook, Norgard and Hill present.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman Crook, it was unani-
mously carried the minutes of the meeting of March 4, 19701 be approved as sub-
mitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Hill, it was unani-
mously carried Special Warrants #1681 to #1683 inclusive in the total amount
of $20,104.03 be approved and ordered paid.
RESOLUTION NO. 70-13 GRANTING
VARIANCE TO DR. DWAIN BLOCHER
(ADDITION TO DENTAL OFFICES)
On a motion by Councilman Crook, seconded by Councilman Scotto, it was unani-
mously carried Resolution No. 70-13 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Granting Variance To Dr. Howard Dwain
Blocher".
RESOLUTION NO. 70-14 GRANTING
VARIANCE TO DR. DWAIN BLOCHER
(PARKING LOT USE)
On a motion by Councilman Scotto, seconded by Councilman Crook, it was unani-
mously carried Resolution No. 70-14 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Granting Variance To Dr. Howard Dwain
Blocher".
-" APPROVAL OF ORDINANCE NO. 603
(BUSINESS LICENSE)
On a motion by Councilman Scotto, seconded by Councilman Norgard, it was
carried by the following roll call vote Ordinance No. 603 be adopted and
the Mayor and Clerk be authorized to sign same, "Ordinance Of The City Of
Ukiah Adding, Amending, And Repealing Sections Of Chapter 1, Division 2
Of The Ukiah City Code".
AYES : Councilmen Scotto, Crook, Norgard, Hill, and Mayor Henderson.
NOES: None.
ABSENT: None.
CITY LIBRARY PLANS
The Architect's Plan "C" along with date submitted to the Council in January
were resubmitted to the Council and reviewed by Mr. Max Kappeler. Plan "C"
provides for a 10,000 square foot facility for approximately $310,000 and will
house approximately 45,000 books. According to information received from
nationally known library consultants, this size facility will serve a city of
15,000 for seven to eight years. Mr. Kappeler reviewed the interior changes
proposed to be made at the time the preliminary plans are prepared for Council
consideration. Said plans should be ready for Council consideration April 29th.
On a motion by Councilman Norgard, seconded by Councilman Crook, it was unani-
mously carried to authorize the Architect to proceed with the preliminary plans
for the City library and to work with the City Manager and Library staff as
needed.
APPROVAL OF ZONE VARIANCE APPLICATION
NO. 70-7 (MOBILE HOME SITE - VERNON PARDUCCI)
City Manager reviewed Application No. 70-7 by Vernon Parducci and Emil Venturi
for a mobile home park, mobile homes rental and sales, and real estate sales
on a parcel zoned R-3 and R-1 located at 460 E. Gobbi Street. Plot plan and
Questionnaire were reviewed and Planning Commission minutes dated February 19,
1970 and Resolution No. 70-10 dated March 5, 1970, were read by the City Manager.

The City Engineer explained why the 5 foot dedication and the 10 feet setback
were required. He also explained that final plans for the mobile home park
will come under the scrutiny of the City Engineer to assure proper drainage
and construction of underground utilities. The manner in which monthly
utilities are charged and how it relates to this application was discussed.
It was agreed the charge to mobile home parks and other City residents
should be equitable.
Mr. Parducci was present and spoke on behalf of the application. For clari-
fication, Mr. Parducci was asked his intent regarding conducting a real
estate sales office from this location. He stated this was part of his re-
quest and if granted, a 3' x 10' sign would be placed on top of his office
and blackboards would be placed in front of the office.
There was no one present to speak in opposition to the granting of the pro-
posed. variance.
Mayor Henderson stated the application could be referred back to the Planning
Commission for a statement of their intention with regard to said real
estate sales office or the City Attorney could be instructed to prepare a
resolution to include this additional type operation.
On a motion by Councilman Norgard, seconded by Councilman Hill, it was unani-
mously carried to instruct the City Attorney to prepare a resolution granting
Variance Application No. 70-7 as recommended by the Planning Commission with
the inclusion of a real estate office at said location after determining the
intent of the Planning Commission.

COUNTY-WIDE HOUSE NUMBERING SYSTEM
Mr. Ed Carpenter, who is under contract with the County to develop a County-
wide house numbering system, was present in the audience to give a report of
his work to date. The purpose of the project is to permit ease in locating
house numbers throughout the County and to eliminate confusion for emergency
units. Mr. Carpenter stated the City of Ukiah street numbering system be-
ginning at Perkins and State Streets and continuing in the four directions
from this point has served as a basis for development of the county-wide
system. Mr. Carpenter expressed the hope that the City would accept the
the recommended few changes within the City. The City will be furnished
with a list of discrepancies of street numbering within the City.
REPORT ON PROGRAM OF SAMPLING
& ANALYSIS FOR AIR POLLUTANTS
Dr. R. L. Holtzer, County Health Officer and Mr. David C. Long, Director of
Environmental Health presented pictures of air pollution in the area and
results of the program of sampling and analysis for air pollutants con-
ducted by their departments over a three month period of time. Apparatus
were set up in Ukiah, Calpella and Willits and the results of each location
were shown on a comparative basis. It was stated that tepee burning is the
major cause of pollution in this area. The County officials stated that
the testing program would continue and further reports will be made.
DISCUSSION OF PROPOSED SITE
FOR COUNTY DOG POUND
City Manager reported he and the County Administrator have discussed the dog
pound construction included in the County budget and City-owned property
west of the Sewage Treatment Plant has been considered as a possible loca-
tion of said facility. The County proposes to lease said property from the
City for construction of the dog pound, but is not in a position at the
present time to arrive at a decision on the animal program. City Manager was
of the opinion construction of the dog pound and the animal control program
should be worked out at the same time, and requested opinions from the Council
in this regard. Council directed City Manager to pursue said project on the
basis of a total operation.

FIESTA DINNER
City Manager reported the Council has had an invitation to attend the Fiesta
Dinner Friday, March 13th at the Grange Hall, 6:30 p.m.
AIR POLLUTION CONTROL :MEETING
City Manager reported one Council representative has been invited to attend
the meeting on air pollution control Monday, March 16th, 7:30 p.m. in the
Board of Supervisors Chambers. Councilman Hill will attend said meeting.
TEEN PARADE
City Manager reported the Traffic Committee has approved a Teen Parade
Saturday, March 14, 1970.
COUNCILMAN CROOK
Councilman Crook asked when the parking on North School and Smith Streets
will be corrected and suggested the spaces be widened by eliminated two
meters.
Councilman Crook reported a request has been made to replant dead bushes
on airport property. Council permission was granted.
COUNCILMAN NORGARD
Councilman Norgard remarked that a number of dogs are running free again.
ADJOURNMENT
There being no further regular business, Mayor Henderson declared the meeting
adjourned at 10:46 p.m. , after which the Council reconvened in Closed
Personnel Session.
