HomeMy WebLinkAbout2002-07RESOLUTION NO. 2002-07 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ESTABLISHING A RESIDENTIAL PHOTOVOLTAIC SYSTEM D-PM ELECTRIC RATE IN THE CITY OF UKIAH AND AUTHORIZING THE DIRECTOR OF ELECTRIC UTILITY TO EXECUTE RESIDENTIAL INTERCONNECTION AGREEMENTS WHEREAS, Section 2827 of the California Public Utilities Code requires that electric utilities offer net energy metering to residential customers who install and operate solar electric generating facilities of less than 10 kilowatts at their residences; and WHEREAS, the City of Ukiah Electric Utility wishes to comply with these regulations and has recommended a rate schedule which addresses the credits and charges for energy sold and purchased from a customer's residential photovoltaic system; and WHEREAS, rebates for a portion of the costs to install eligible residential photovoltaic systems are appropriate as incentives to create such new power generation facilities; and WHEREAS, the City of Ukiah does not currently have a rate schedule for residential customer owned photovoltaic power production. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Ukiah establishes Electric Rate Schedule D-PM (attached as Exhibit A) that provides for photovoltaic power production by residential electric customers, effective for all billings issued on or after October 1,2001. AND BE IT FURTHER RESOLVED that the Director of Public Utilities is authorized to execute interconnection agreements with residential customers requesting to interconnect photovoltaic systems with the City of Ukiah's electrical system. PASSED AND ADOPTED this 5th day of September 2001 by the following roll call vote: AYES: Councilmembers Larson, Smith, Libby, Baldwin, and Mayor Ashiku NOES: None ABSENT: None ABSTAIN: None ATTEST: Marie Ulvila, City Clerk Phillip Ashiku, Mayor Resolution No. 2002-07 Page I of 1 SCHEDULE D-PM DOMESTIC - PHOTOVOLTAIC METERING EXHIBIT A RESOLUTION 2002-07 APPLICABILITY This rate is applicable for domestic service to residential customers eligible for service where a part of all of the electrical requirement of the customer can be supplied from a photovoltaic power production source owned and operated by the customer, where such source is connected for parallel operation with service of the Utility, and where such source is located on the customer's premises and is intended to offset part or all of the customer's electrical requirements. This schedule provides rates, tegms and conditions for the sale of energy by the Utility. Prices, terms and conditions for the purchase of net energy transmitted by the customer to the Utility are included herein for reference only. Such prices, temxs and conditions and the terms of interconnection and parallel operation are outlined in the generation agreement required for service under this schedule. The purpose of this schedule is to facilitate temls of service to customers with photovoltaic power production systems of not more than 10 kilowatts. The customer may alternatively select other options to operate in parallel and sell power under terms of the Utility's standard price offer as applicable. Applicability of this schedule does not extend to customers whose photovoltaic power production source exceeds 10 kw. TERRITORY Within the entire territory served by the City of Ukiah Electric Department. RATES Net Energy Charge (Es): All Kwh, per Kwh ............................... $0.15321 Net Energy Credit (Ef): All Kwh, per Kwh ............................... $0.06084 The monthly charge shall be the same as those charges currently applied to residential customers. Summer and Winter times are the same as the current residential rate schedule definitions. -1- SPECIAL CONDITIONS o Interconnection Agreement. Interconnection Agreement with the customer is required for service under this schedule. Net Energy. Net Energy is Es minus Ef where Es is energy supplied by the utility and Ef is energy generated by the customer and fed back into the utility's system at such times as customer generation exceeds customer requirements. The components of net energy, Es and Ef shall each be determined by the use of a single, non-demand non-time-differentiated meter to be provided by the utility at no charge to the customer. Net Energy Transmitted. Net Energy transmitted occurs when the cumulative value of Ef exceeds the cumulative value of Es during an entire billing period and is the amount by which the energy generated by the customer and fed back into the ntility's system exceeds the energy supplied by the utility over an entire billing period. Such net energy transmitted will be purchased by the utility at a rate for payment equal to the utility's applicable standard offer non-time-differentiated average annual avoided cost, as detemlined in June of each year and shall apply from July 1 through June 30 of the following year. Billing and Billing Periods. The billing period to be used under this schedule shall be the customary monthly billing period. In any monthly billing period the utility will bill the customer for energy consumed ( Es ) per the terms of the schedule and will credit customer for energy transmitted ( Ef ) at the avoided cost rate as specified in Special Condition No. 3 above. If the customer develops a credit that exceeds consumption, the customer will be compensated with the credit every six (6) months. -2-
