MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
APRIL 15, 1970
The City Council convened in regular session in the Council Chambers at
8:00 p.m. with Mayor Henderson, Councilmen Crook, Norgard and Hill present.
Councilman Scotto was absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Norgard, it was unani-
mously carried the minutes of the meeting of April 8, 1970, be approved as
submitted by the Clerk.
GENERAL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Hill, it was unani-
mously carried General Warrants #1796 to #1928 inclusive, in the amount of
$90,169.82 be approved and ordered paid.
RESOLUTION NO. 70-24 GRANTING
VARIANCE TO CHARLES & MABEL RENFRO
On a motion by Councilman Norgard, seconded by Councilman Hill, it was unani-
mously carried Resolution No. 70-24 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Granting Variance To Charles & Mabel
Renfro".
RESOLUTION NO. 70-25 GRANTING
VARIANCE TO ALBERT F. NIDEROST
On a motion by Councilman Hill, seconded by Councilman Crook, it was unani-
mously carried Resolution No. 70-25 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Granting Variance To Albert F. Niderost".
REQUEST & AUTHORIZATION TO CALL FOR
BIDS FOR ASPHALT CONCRETE SURFACINGS
ON CITY STREETS --
City Manager reviewed the specifications for asphalt concrete surfacings on
Thomas Street between State and Cunningham, Perkins Street between State and
School, and South Street between Observatory and Luce and recommended the bid
call be May 5, 1970, 2:00 p.m.
On a motion by Councilman Norgard, seconded by Councilman Crook, it was unani-
mously carried the Clerk be authorized to call for bids for asphalt concrete
surfacings on Thomas, Perkins, and South Streets, bids to be received prior to
May 5, 1970, 2:00 p.m.
APPROVAL OF INITIAL IMPROVEMENTS
IN VINEWOOD PARK
City Manager reported the list of priority items recommended by the Recreation
and Parks Commission for development of Vinewood Park is generally workable
and acceptable, and recommended consideration of the sprinkler system and
rest rooms to start construction of the whole project.
On a motion by Councilman Crook, seconded by Councilman Norgard, it was unani-
mously carried to proceed with plans for the sprinkler system and rest rooms for
Vinewood Park as recommended by the City Manager.
REPORT OF ASSEMBLY SUBCOMMITTEE HEARING RE
RECOMMENDED CLOSING OF MENDOCINO STATE HOSPITAL
City Manager reported he and Mayor Henderson attended a subcommittee hearing
of the Assembly Ways and Means Committee in Sacramento at which time the
committee discussed the recommendation for legislation to consider closing
Mendocino State Hospital. The matter was taken under submission which may mean
the proposed closing will be delayed a year, pending receipt of specific in-
formation. An analysis of the economic impact said closing will have on Ukiah
will be made.

AWARD OF BID FOR TRANSFORMERS POSTPONED
The City Manager reviewed the tabulation of bids received for distribution
transformers and recommended acceptance of the bid from Westinghouse Supply
on the basis that the transformers bid are stock items and can be delivered
immediately. The two bids slightly lower than Westinghouse Supply indicated
a delay in delivery of some items. The possibility of splitting the bid
was discussed. Council decision was to postpone action one week.
APPROVAL OF PAS-OLS
FIRE HOUSE BUILDING
The City Manager reported the old fire house buildings can be painted for an
estimated price of $350.00 and recommended this be included as an addition to
the total construction job in progress at the Fire House.
On a motion by Councilman Crook, seconded by Councilman Norgard, it was unani-
mously carried to approve the painting of the old fire house builidng as
recommended by the City Manager.
SCHOOL BOARD ACTION RE AB908
The City Manager reported AB908 has been discussed by the Board of the Ukiah
Unified School District and the position of the City was not opposed since
the Board took no action.
FORMAL DEDICATION OF MCGARVEY
PARK SCHEDULED
The formal dedication of McGarvey Park is scheduled May 1, 1970. Council
will be advised of further details at a later date.
COUNCILMAN NORGARD
Councilman Norgard complimented Mayor Henderson on the recent election and ex-
tended best wishes for another four years.
Councilman Norgard expressed concern with the deepening of the Russian River
channel which will ultimately effect the value of the Ranney Collector. The
two other water districts will be contacted to get their position in this
matter so definite action can be taken. Said information will be available
to the Council at the April 29th meeting.
RESOLUTION NO. 70-26 COMMENDING
COUNCILMAN BRUCE D. CROOK
On a motion by Councilman Crook, seconded by Councilman Norgard, it was unani-
mously carried Resolution No. 70-26 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah
Commending Councilman Bruce D. Crook For His Efforts On Behalf Of The City".
COUNCILMAN CROOK
Councilman Crook stated he considers it a privilege to have served the City
Council and the City of Ukiah and gave the assurance of his support in the
future. The time served on the Council has provided a better understanding of
the City and its operation. Mayor Henderson extended his thanks to Councilman
Crook for his service to the City.
i ADJOURNMENT
Mayor Henderson declared the meeting adjourned at 8:50 p.m. until 8:00 p.m.
Tuesday, April 21, 1970, after which the Council reconvened in Closed Personnel
Session.
