UKIAH APRIL 21, 1970
The City Council of the City of Ukiah convened in regular session as required
by law to canvass the ballots cast at the General Municipal Election held on
April 14, 1970, and adjourned regular session in the Council Chambers at
8:00 p.m. with Mayor Henderson, Councilmen Scotto, Norgard, and Hill present.
Councilman Crook was absent.
CANVASS OF VOTES
The results of Votes cast at the five consolidated precincts were checked by
the Council and all were found to be correct.
RESOLUTION NO. 70-27 "DECLARING
RESULTS OF ELECTION"
On a motion by Councilman Scotto, seconded by Councilman Norgard, it was
unanimously carried Resolution No. 70-27 be adopted and the Mayor and Clerk
be authorized to sign same.
RESOLUTION NO. 70-27
DECLARING RESULTS OF ELECTION
WHEREAS, it appears that Notice of Election was duly and legally given, that
voting precincts were properly established, and that in all respects said
election received and canvassed and the retruns thereof made, determined,
and declared in time form and manner as required by the laws of the State of
California providing for and regulating Municipal Elections in cities of the
General Law Class, and
WHEREAS, the City Council of said City of Ukiah met in the Council Chambers
thereof on Tuesday, the 21st day of April, 1970 to canvass returns of said
election and install the newly elected officers, and
WHEREAS, the City Council finds as a result of said canvass, the number of votes
cast, the names of the persons voted for, and other matters as required by law to
be as hereinafter stated,
NOW, THEREFORE, it is hereby resolved, determined and declared as follows:
That said General Municipal Election was held and conducted in the City of
Ukiah on Tuesday, April 14, 1970, in time, form and manner prescribed by law;
That there were five (5) voting precincts established in said City for the purpose of
holding said election and that said precincts are described in the Exhibit "A"
attached hereto and incorporated herein by reference.
That the matter enumerated in Section 22933 of the Elections Code are
contained in the State of Election which statement is attached hereto and
incorporated herein by reference.
RESOLVED THEREFORE, that at said General Municipal Election held in the City of
Ukiah, April 14, 1970 the following persons were elected to the following
offices respectively:
HAROLD D. HENDERSON was elected a member of the City Council for the full term
of four years from and after April 14, 1970 and until his successor is elected

OATH OF OFFICE AND CERTIFICATE
OF ELECTION - CITY COUNCIL
The two newly elected Councilmen, Harold D. Henderson and Ralph I. Buxton, were
given the Constitutional Oath of Office by the Clerk and presented with official
Certificates of Election.
ELECTION OF MAYOR AND MAYOR PRO TEMPORE
Members of the Council retired to an adjoining office in closed personnel
session for the purpose of election of a Mayor and Mayor protempore. Upon their
return, Mayor Hill took the chair.
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried Councilman Hill be elected Mayor of the City of Ukiah
and Councilman Norgard elected Mayor pro tempore.
BIDS FOR TRANSFORMERS REJECTED
The City Manager recommended all bids for distribution transformers be rejected
due to technicalities in delivery time, and a recall of bids for opening May 5,
1970, adding additional transformers that would have been called for separately.
On a motion by Councilman Scotto, seconded by Councilman Norgard, it was
unanimously carried to reject all bids received for 30 pole type distribution
transformers of various sizes.
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried the Clerk be authorized to call for bids for 32 pole type
distribution transformers and 8 padmount transformers of various sizes, bids
to be received prior to 2:00 p.m. May 5, 1970.
RESOLUTION NO. 70-28 APPOINTING
REPRESENTATIVE & ALTERNATE TO
COMMISSION OF NCPA-HENDERSON & NORGARD
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was
unanimously carried Resolution No 70-28 be adopted and the Mayor and Clerk
be authorized to sign same, "Resolution Of The City Of Ukiah Appointing
Representative And Alternate To The Commission Of The Northern California
Power Agency".
SPECIAL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Scotto, it was
unanimously carried Special Warrants #1929 to #1933 inclusive, in the amount
of $6,461.40 be approved and ordered paid.
PAYROLL WARRANTS
On a motion by Councilman Buxton, seconded by Councilman Henderson, it was
unanimously carried Library Payroll Warrants #1128 to #1151 inclusive and City
Payroll Warrants #1690 to #1812 inclusive for the period of April 1st through
April 15, 1970, be approved in the total amount of $46,350.89.

APPROVAL OF SIXTH AMENDMENT TO
UKIAH VALLEY FIRE PROTECTION
DISTRICT AGREEMENT
On a motion by Councilman Henderson, seconded by Councilman Buxton, it was
unanimously carried the Sixth Amendment to the Ukiah Valley Fire Protection
District-City of Ukiah Agreement be approved and the Mayor and Clerk be
authorized to sign same.
RESULTS OF EMPLOYEE REPRESENTATION ELECTION
City Manager gave the following results of the employee representation election
conducted April 17, 1970:
The question proposed was: Should the Operating Engineers Union Local
Number 3 be recognized as the majority rep-
resentative of Fire Department and Sworn
Police Department Employees of the City of Ukiah?
and
Should the Operating Engineers Union Local
Number 3 be recognized as the majority rep-
resentative of all City Employees other
than Fire Department and Sworn Police
Department Employees of the City of Ukiah?
The result was: Yes No
Unit 1-Fire Dept. & Sworn Police Dept. Employees 24 2
Unit 2-All City Employees other than Fire Dept.
and Sworn Police Dept. Employees 36 25
The Operating Engineers Union Local Number 3 will now be the official spokesman
for the City employees. However, this does not require that all employees join
said union nor does it preclude employees representing themselves. The position
classification study, which was begun several months ago will be reactivated and
will possible be completed in three weeks after which, conferences regarding
salaries and related benefits will. begin.
MCGARVEY PARK DEDICATION
The City Manager reported the dedication of McGarvey Park is scheduled Friday,
May 1, 1970 at twelve noon.
COMMUNIQUE: STATE LIBRARIAN
The City Manager reported the letter recently received from the State Librarian,
copies of which were distributed to the Council, will be clarified before action
is taken.
COUNCILMAN SCOTTO
Councilman Scotto inquired about the delay in installation of the fire alarm system.
City Manager stated there had been some difficulty with one of the controller
units. The time schedule for installation will be determined.
COUNCILMAN NO RGARD
Councilman Norgard stated it had been a pleasure to work with Mr. Bruce Crook as
Councilman and was looking forward to working with Councilman Buxton with whom
he had previously served on the Council.
COUNCILMAN HENDERSON
Councilman Henderson extended his congratulations to Mayor Hill.
ADJOURNMENT
There being no further regular business, Mayor Hill declareditle meeting adjourned,
after which the Council reconvened in Personnel Segsionr '+
