MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
MAY 61 1970
The City Council of the City of Ukiah convened in regular session in the
Council Chambers at 8:00 p.m. with Mayor pro tempore Norgard, Councilmen Scotto and
Henderson present. Mayor Hill and Councilman Buxton was absent.
APPROVAL OF MINUTES
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was unani-
mously carried the minutes of the meeting of April 15, 1970, and the adjourned
meeting of April 21, 1970, be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried Library Payroll Warrants #1152 to #1174 inclusive and City
Payroll Warrants #1813 to #1961 inclusive for the period of April 16th through
April 30, 1970, be approved in the total amount of $48,768.97.
SPECIAL WARRANTS
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried Special Warrants #1934 to #1953 inclusive, (Election) in
the amount of $375.00 and Special Warrants #1954 to #1971 inclusive, in the
amount of $15,548.19 be approved and ordered paid.
LEGISLATIVE REPORT
Transferring Local Tax Functions. AB 1082 woulc provide that all counties
shall perform city assessing and tax collecting functions free of charge.
The bill as amended would not apply in those counties where any city continues
to perform its own assessing and collecting functions.
City Tax Rate Limitation. Workmen's Compensation and Health Insurance. AB 1399
would authorize general law cities to exceed the dollar limit to the extent
necessary to pay the expense of workmen' s compensation insurance and health
and medical benefits for municipal officers and employees. No recommendation by
the League.
Highway User Taxes for Public Transportation. ACA 38 and AB 729. Meetings are
being scheduled throughout the state in an effort to defeat any attempts of
the Legislature to submit to the voters the question of providing a more
flexible use of gas tax funds. ACA 38 and AB 729 in no way affect the allo-
cation of gas tax funds nor the minimum guarantees for gas tax expenditures
within highway districts. The existing constitutional restrictions in no
way affect the right of the State Legislature to allocate funds as they deem
desirable. The measures merely permit cities and counties to establish their
own priorities for transportation purposes within their communities. League
recommends support of these measures.
Community Antenna Television. State Preemption. AB 1709 provides that the
development of CATV must be uniform throughout the state in the matter of
maximum franchise fees, charges and premiums imposed by any city or county.
Leagur recommends opposition since this, in their opinion, is a matter of
local option.
RESOLUTION NO. 70-29 DECLARING
WEEDS & RUBBLE ON PRIVATE PROPERTY
A PUBLIC NUISANCE
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried Resolution No. 70-29 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Declaring Weeds and Rubble Upon Private
Property To Be Public Nuisance and Ordering Abatement Of Same".
OAK MANOR SUBDIVISION, UNIT NO. 1-D
ACCEPTANCE OF IMPROVEMENTS
A memorandum from the Director of Public Works dated May 6, 1970, was read
advising that all required improvements have been completed in Oak Manor Sub-
division, Unit No. 1-D and recommending acceptance of the improvements on
behalf of the City by the City Council.

On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried the City Council accept the improvements as complete
in Oak Manor Subdivision, Unit No. 1-D.
NOTICE OF COMPLETION
FIRE DEPT. BLDG. ADDITION
The City Manager reviewed a memorandum from the City Engineer dated May 6, 1970,
stating the contractor, Austin Hall, has completed all work required under
his contract for construction of the addition to the fire department building.
It was recommended the work be accepted as complete and the Clerk be authorized
to file the required Notice of Completion.
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried the construction of addition to the fire department
building be accepted as complete and the Clerk be authorized to file the
required Notice of Completion.
AWARD OF BID FOR ASPHALT CONCRETE
ON CITY STREETS (ABSCO PAVING)
The City Manager reported the only bid received for asphalt concrete sur-
facings on Thomas Street, Perkins Street, South Street was from ABSCO Paving
in the total amount of $4265.00, and recommended the bid be awarded to said
company.
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried the bid from ABSCO Paving be accepted as recommended.
AWARD OF BID FOR DISTRIBUTION
TRANSFORMERS OF VARIOUS SIZES
The City Manager reviewed the tabulation of bids for 32 pole type distribution
transformers and 8 padmount transformers of various sizes and recommended the
bids be awarded on the basis of price and/or delivery time as circled on the
following tabulation:

On a motion by Councilman Scotto, seconded by Councilman Hendersn, it was
unanimously carried to approve bids for 32 pole type distribution transformers

SPIRIT OF ' 76 - 20TH CENTURY
CAPITAL IMPROVEMENT PROGRAM
The City Manager referred to the April 2, 1970, news release regarding Spirit
of ' 76 - 20th Century capital improvement program and requested Council _..,

authorization to refer the program to the Planning Commission for their
discussion, opinions, and recommendation. Planning Commission consideration
could include the type projects to be in the program, their priority, and
formulation of a suitable citizens committee consisting of representatives
of service clubs, youth groups, senior citizens merchants

preliminary work will re
q approximately a year so the current operating
budget will not be affected.
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried to approve the general plan for Spirit of '76 - 20th
Century capital improvement program and submit same to the Planning Commission
for their consideration and recommendation.
FIESTA 1970
The City Manager reported the Council has been requested to participate in the
Fiesta ' 70 Parade May 16th. Arrangements will be made for transportation.
DRAINAGE PROBLEM - PETER
CARMICHAEL PROPERTY
513 SOUTH OAK STREET
A letter from Attorney Timothy W. O'Brien, representing Mr. Peter Carmichael,
requested a hearing before the Council to resolve a drainage problem result-
ing from blocking of the storm grate. The matter has been discussed with
the School District whose work in the area has increased the problem.
Council will be advised of School District decision after which the i
requested public hearing could be scheduled. Council instructed the City
Manager and the City Engineer to take care of the matter.
TEAR GAS TRAINING
City Manager reported the Police Department has completed the required eight
hour course in handling tear gas. The course consisted of six hours of
classroom study and two hours of field work.
COUNCILMAN SCOTTO
Councilman Scotto asked the status of the architect's preliminary library
drawings. City Manager reported the architect has been advised to continue
as instructed by the Council and he had advised said plans will be ready for
Council consideration for the next meeting.
Councilman Scotto asked about the delay in the installation of the fire alarm
system. City Manager stated he has been advised the installation will be
complete by May 15th.
Councilman Scotto requested discussion of School Street parking and the
proposed blocking of a portion of Standley Street be placed on the agenda.
City Manager reported these matters are on the calendar.
COUNCILMAN HENDERSON
Councilman Henderson reported he has received complaints about dogs running
in the area and suggested enforcement of present controls.
Councilman Henderson asked if there could be a potential problem by traffic
failing to stop while the fire alarm is sounding and inquired about the
stop signs that were used several years ago by service station attendants.
The City Manager explained what had happened in this regard and stated that
he would check into the matter.

PROCLAMATION - "HIRE A VETERAN WEEK"
Mayor pro tem proclaimed the week of May 10-16 as "Hire A Veteran Week" and
urged employers to place job orders for workers through the local office of
the California Department of Human Resources Development.
ADJOURNMENT
There being no further regular business, the Mayor pro tem declared the
meeting adjourned at 8:58 p.m. after which the Council reconvened in
Closed Personnel Session.
