MAY 27, 1970
The City Council of the City of Ukiah convened in regular session in the Council
Chambers at 8:01 p.m. with Mayor pro tempore Norgard, Councilmen Scotto and
Henderson present. Councilman Buxton and Mayor Hill wer absent.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was unani-
mously carried the minutes of the meeting of May 20, 1970, be approved as submitted,,.,,
by the Clerk.
RESOLUTION NO. 70-31 INTENT TO
BEGIN ABATEMENT PROCEEDINGS
(MR. AND MRS. KURT SCHMITZ)
City Manager read a memorandum dated May 22, 1970, from the Building Inspector
regarding the current condition of the property owned by Mr. and Mrs. Kurt
Schmitz, 1100 North Pine Street, recommending abatement of the nuisance.
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was unani-
mously carried Resolution No. 70-31 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Of Intent To Begin Abatement Proceedings".
Mr. Kurt G. Schmitz and Mr. Kurt G. Schmitz, Jr. were present in the audience and
spoke regarding subject property. Mr. Schmitz indicated the statements made re-
garding condition of subject property were true but he was reluctant to burn the
building as he had been advised to do. In his opinion, the old building should be
preserved for posterity and he would like to restore it. Mr. Kurt Schmitz, Jr.
stated he and his brother would be able to abate the nuisance by helping with the
proposed reconstruction. Council determined proceedings will continue but in the
interim Mr. Schmitz will be permitted to do any work authorized by the Building
Inspector within pertinent code sections.
RESOLUTION NO. 70-32 INTENT TO

City Manager read a memorandum dated May 22, 1970, from the Building Inspector
regarding the current condition of the property owned by Mrs. Arlyss Bromm,
755 South State Street, recommending abatement of the nuisance.
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried Resolution No. 70-32 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Of Intent To Begin Abatement Proceedings".
EXPIRATION OF TERMS OF
BOARD & COMMISSION MEMBERS
City Manager distributed to the Council a list of all board and commission
members with expiration dates of their respective terms. Some members will be
affected for the first time by the code provision which limits the total number
of terms a board or commission member can serve. Council will consider possible
replacements for appointment at a subsequent meeting.
REQUEST & AUTH-ORLZATION TO CALL
FOR BIDS FOR PETROLEUM PRODUCTS
REQUIREMENTS
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried the Clerk be authorized to call for bids for petroleum product:
requirements through June, 1971, bids to be received prior to 2:00 p.m. on
June 16, 1970.
SPECIAL WARRANTS
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was unani-
mously carried Special Warrants #2117 to #2119 inclusive, in the amount of $2442.58
be approved and ordered paid.

1970 CENSUS REPORT
City Manager reported he had been advised by the Department of Commerce, Bureau
of Census, that the 1970 preliminary census for the City of Ukiah was 10,014.
This drop in the census figure will result in less gas tax monies and other
allocations based on population. A check of utility records indicate that the
population figure should be approximately 11,000. City Manager
asked for authorization to contact the District Manager of the Bureau of Census
in Eureka to set forth supporting statistics to indicate the census figure should
be higher than the preliminary figure indicates.
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was unani-
mously carried to authorize the City Manager to contact the Department of Commerce,
Bureau of Census to determine the accuracy of the 1970 preliminary census figure.
CREDIT UNION ANNUAL SPONSORS NIGHT
The City Manager read a letter from the City of Ukiah Employees' Credit Union
inviting the Council and their wives to the Mendo-Lake Chapter of Credit Unions
annual Sponsors Night dinner on June 4th at the Broiler Steak House, 7:30 p.m.
COUNCILMAN SCOTTO
Councilman Scotto made a report of the meeting of the Air Pollution Control
Committee he recently attended indicating the District will hopefully be formed
in August. Council discussed the proposed burning ordinance and garbage contract
and how this relates to formation of said District.
COUNCILMAN HENDERSON
Councilman Henderson reported he was glad to see the notice in the paper asking
for cooperation to eliminate any possible damage to the new nine hole golf
course. City Manager reported there is an ordinance used successfully in other
cities which could partially correct this problem. Council will be furnished
with copies.
MAYOR PRO TEM NORGARD
Mayor pro tempore Norgard remarked that as the summer months approach, he was sure
the City Engineer was aware of the water problem that exists and will do the
necessary follow up. City Engineer gave a lengthy report indicating follow up
action by major water users will be necessary to crystalize the program. A
plan of action will be formulated soon for Council consideration.

Mayor pro tem Norgard declared the meeting adjourned at 8:47 p.m.
