MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
JUNE 102 1970
The City Council of the City of Ukiah convened in regular session in the
Council Chambers at 8: 13 p.m. with Mayor pro tempore Norgard, Councilmen
Scotto, Buxton, and Henderson present. Mayor Hill was absent. City
Manager was absent.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried the minutes of the meeting of June 3, 1970, be approved
as submitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Buxton, seconded by Councilman Henderson, it was
unanimously carried Special Warrants #2131 to #2134 inclusive, in the amount
of $77.87 be approved and ordered paid.
PROPOSALS FOR ANNUAL AUDIT REJECTED
Acting City Manager A.S. Kruth reviewed proposals received for the annual
public audit as follows:
John R. McKean, Ukiah $22150.00
Touche Ross & Co. , Santa Rosa
Year ended June 30, 1970 $32500.00
Year ended June 30, 1971 $4,000.00
Year ended June 30, 1972 $42500.00
It was recommended proposals be rejected and the City Manager authorized to
negotiate with qualified certified public accountant's for said audit. The
purchasing ordinance and state law permits said procedure without formal bid.
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unani-
mously carried the proposals received for annual public audit be rejected.
APPROVAL OF TENTATIVE MAP
FAIRWAY OAKS SUBDIVISION #5
Acting City Manager reviewed maps of subject subdivision, approval of which
was held over from last week to allow time for study of scheme of development
as proposed.
COUNCILMAN BUXTON DISQUALFIED HIMSELF AT THIS POINT.
The area at the end of the proposed cul de sac was not recommended for
development due to the nature of the terraine. Access to the public owner-
ship land being considered for park use could better be provided off Low Gap
Road.
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried to approve the Tentative Map of Fairway Oaks Subdivision
#5 as presented.
COUNCILMAN BUXTON RESUMED THE CHAIR AT THIS POINT.
LEGISLATIVE REPORT
Mandatory Retirement Benefits for Policemen and Firemen Approved. SB 601
i would mandate a unilateral amendment to existing contracts with P.E.R.S.
1 forcing granting same benefits to employees other tha Police and Fire.
Cities cannot meet and confer in good faith with employee representatives
if mandatory legislation is being supported. The League requested City
officials to register their opposition to said bill and the reasons there-
for with their Senators.
CITY MANAGER ARRIVED AT THIS TIME - 8:30 P.M.
On a motion by Councilman Buxton, seconded by Councilman Henderson, it was
unanimously carried to authorize the City Manager to express opposition to
SB 601.

AB 908 - Tax on City Electric Utilities - AB 908, scheduled before Assembly
Ways and Means Committee was delayed two weeks inasmuch as there were not
enough votes to get it out of committee. Assemblyman Frank Belotti has been
contacted expressing our opposition to said bill. Follow-up will be made
prior to the next committee meeting.
PROPOSAL FROM COUNTY RE
JOINT LIBRARY OPERATION
City Manager read a letter dated June 10, 1970, from the County Administrator
and a proposal regarding library operation between the City and the County.
Said proposal, on the basis of the City merging into the County Library system,
suggested the City construct a building and the County assume all administra-
tion at the County tax rate. Council postponed decision of County proposal
one week.
APPROVAL OF ORDINANCE NO. 604
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was
carried by the fdlowing roll call vote Ordinance No. 604 be adopted and the
Mayor and Clerk be authorized to sign same, "An Ordinance Repealing Chapter 11,
Article 4, Section 1957 Of The Ukiah City Code".
AYES: Councilmen Scotto, Buxton, Henderson,and Mayor pro tem Norgard.
NOPES: None
ABSENT: Mayor Hill.
COUNCILMAN SCOTTO
Councilman Scotto remarked about the defective sidewalk in the 100 block of
East Smith Street.
ADJOURNMENT
There being no further regular business, the Mayor pro tempore adjourned the
meeting at 8:51 p.m.
