HomeMy WebLinkAboutMin 06-17-70 40 .9 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 17, 1970 The City Council of the City of Ukiah convened in regular session in the Council Chambers at 8:05 p.m. with Mayor pro tempore Norgard, Councilmen Scotto, Buxton, and Henderson present. Mayor Hill was absent. APPROVAL OF MINUTES On a motion by Councilman Henderson, seconded by Councilman Scotto, it was unanimously carried the minutes of the meeting of June 10, 1970, be approved _. ,.._ as submitted by the Clerk. GENERAL WARRANTS On a motion by Councilman Buxton, seconded by Councilman Scotto, it was unanimously carried General Warrants #2135 to #2242 inclusive, in the amount of $82,479.93 be approved and ordered paid. PAYROLL WARRANTS On a motion by Councilman Henderson, seconded by Councilman Scotto, it was unanimously carried Library Payroll Warrants #1222 to #1244 inclusive and City Payroll Warrants #2229 to #2362 inclusive for the period of June 1 through June 116;a 1970, be approved in the total amount of $48,479.43. BIDS FOR REST ROOMS AT VINEWOOD PARK REJECTED A tabulation of bids received for the metal rest rooms at Vinewood Park was reviewed by the City Manager: Nolan Hunt $11,400 John Wagner $11,295 Russell Hansohn $10,580* Christensen Construction $112475 Austin D. Hall $11,700 City of Ukiah Estimate - $9,190 *Bid Bond not acceptable City Manager recommended all bids be rejected and advertise at a later date for a concrete block structure. On a motion by Councilman Scotto, seconded by Qbuncilman Henderson, it was unanimously carried that all bids received for metal rest roomsat Vinewood Park be rejected. AWARD OF BID FOR PETROLEUM PRODUCTS TO TEXACO, INC. Tabulation of the bids received for furnishing petroleum product require- ments for the period of July 1, 1970 through June 30, 1971 were reviewed as follows: Regular Ethyl Motor Oil Gasoline Gasoline Shell Oil Company .218 .238 .85 Phillips Petroleum Company .2145 .2325 1.10 Rinehai* Oil, Inc. (Gulf) .2148 .23-68 .89 Texaco, Inc. 2090 .228 .84 Union Oil Co. of Calif. .2203 .2447 .894 Prices bid on gasoline were adjusted to include 7o per gallon State Motor Vehicle Fuel Tax and exclude the Federal Excise Tax on 40 per gallon. Bid from Standard Oil Company received after bid opening; therefore not tabulated. The City Manager recommended the bid be awarded to Texaco, Inc. for all petroleum product requirements. 410 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 17, 1970 - PAGE 2 On a motion by Councilman Buxton, seconded by Councilman Scotto, it was unanimously carried the bids for furnishing petroleum products for the period of July 1, 1970, through June 30, 1971, be awarded as circled on the above tabulation. NOTICE OF COMPLETION (SOUTH ST. PERKINS ST. & THOMAS STREET) A memorandum from the City Engineer dated June 8, 1970, was reviewed stating - - the Contractor, ABSCO Paving has completed all work required under the con- tract for asphalt concrete surfacings on the above named streets. The City Manager recommended the work be accepted as complete and the Clerk be author- ized to file the required Notice of Completion. On a motion by Councilman Scotto, seconded by Councilman Henderson, it was unanimously carried asphalt concrete surfacings on South Street, Perkins Street, and Thomas Street be accepted as comlete and the City Clerk be author- ized to file the required Notice of Completion. RESOLUTION NO. 70-36 REGARDING RUSSIAN RIVER DEGRADATION City Manager reported representatives of Willow Water District, Millview Water District, and Rogina Water Company and the City have met to devise a method by which formal action could be taken to begin corrective steps to prevent further degradation of the Russian River channel. Council discussed how the continued cutting of the river bed could effect the City owned Ranney Collector as well as other City wells. Statistical data will be compiled to substantiate the fact that degradation has occurred in said channel and such information will be filed with the Mendocino County Russian River Flood Control and Water Con- servation Improvement District. On a motion by Councilman Buxton, seconded by Councilman Henderson, it was unanimously carried Resolution No. 70-36 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of City Council Of The City Of Ukiah Authorizing Action Regarding Russian River Basin". FURTHER DISCUSSION OF LIBRARY CONSTRUCTION & OPERATING PROGRAM City Manager read a letter dated June 17, 1970 from the Board of Library Trustees recommending that the present level of service in the City of Ukiah be maintained whether the library be under the City or County administration. A letter from the County Administrator dated June 17, 1970 and a seven point proposal from the Board of Supervisors based on continuation of a cooperative library program was also read. The County Administrator, Mr. Al Beltrami, was present and answered questions regarding said proposal. Councilman Henderson reported he had prepared tabulations setting forth the variations of the manner in which the City could operate the proposed library and explained the two that appeared to be similar to the County proposal. Each Councilman expressed his opinion of the County proposal. A difference of opinion appeared to be whether or not the County proposal would result in a savings to the City or whether the result would be merely a shift of the burden to the property owners, There also was a discussion of how the County arrived at the schedul- ing for repayment of the amount advanced by the City and in the event the amount is not paid at the end of a ten year period to pay the City one half of the remaining balance in one payment. Other points of concern in the event of a joint operation: 1) That all employees automatically go to the County on the basis basis that the City took employees from the County at the time of consolidation. 2) Ownership of the building if City withdraws from the joint system. County Administrator stated he was of the opinion the City would remain the owner of said property. 3) Consideration given to the old library building. County Administratorstated this had not beezconsidered or discussed by the Board of Supervisors. 411 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 17, 1970 - PAGE 3 4) Extent of change in architect's plans. 5) Board of Supervisor's plan regarding the Library Board of Trustees. Council deferred action one week to clarify the various points of concern. City Manager was instructed to prepare for Council consideration next week the manner in which the proposed 12(� tax rate to the property owners could be offset by possible adjustment of the general fund tax rate. --- RECESS - MAYOR PRO TEM DECLARED A RECESS AT THIS POINT - 9:38 P.M. DISCUSSION OF EFFECT OF PARKING CHANGES ON SCHOOL STREET City Manager distributed to the Council a tabulation showing the effect of changing School Street parking from diagonal to parallel to permit easier traffic flow. The lossof 49 meters, their replacement cost, the loss of meter revenue without replacement, and the requirement to compensate for loss of revenue were reviewed by the City Manager. The City Manager had met with the Downtown Merchants Association to discuss with the parking in the downtown area. A letter dated June 12, 1970, from said Association stated their opposition to parallel parking on School Street. It was pointed out that other city owned property could be metered and expansion of on-street metered area could make up a portion of this loss. City Manager recommended the Matter be referred to the Traffic Committee for study and recommendations. Council agreed. City Manager reported the request to discuss the possibility of closing Standley Street between Main and Mason is a complicated procedure requir- ing legal opinions. ABSENCE OF MAYOR HILL City Manager clarified the matter of Mayor Hill not attending Council meet- ings. Even though it is reported that the Mayor has moved to London, England to establish residence, he has not resigned from the Council and until he does there is no vacancy and until there is a vacancy no action can be taken by the Council. City Manager gave the manner in which a vacancy on the Council is filled if a vacancy occurs. COUNCILMAN SCOTTO Councilman Scotto stated it was good to read the news release of the new industry coming to Ukiah. This promted discussion of annexations that might affect the City. It was suggested that the State Hospital property would be a profitable annexation for the City. City Manager reported of some of the requirements in the case of such an annexation. COUNCILMAN BUXTON Councilman Buxton asked for, and the City Manager provided names of the members of the Traffic Committee. COUNCILMAN HENDERSON Councilman Henderson asked the status of the Sprit of '76 Capital Improve- ment Program and was advised its discussion was on the Planning Commission agenda June 18th. Councilman Henderson stressed the importance of maintain- ing the interest in this program and suggested the matter be placed on the agenda the last meeting of each month. Councilman Henderson reported the tree branches extending over the sidewalk on the north side of Perkins up to Spring Street are dangerous. The matter will be taken care of. MAYOR PRO TEM NORGARD Mayor pro tem Norgard complimented the City Manager and City Engineer for steps taken on the Russian River degreadation. 412 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 17, 1970 - PAGE 4 Mayor pro tem Norgard inquired about completion of the budget. City Manager stated it should be ready for Council consideration by July 1st.
